The Nature of the Energy Efficiency Labelling Scheme
The Voluntary Energy Efficiency Labelling Scheme (EELS) is an energy conservation initiative adopted by the Government. Under the scheme, products will carry an energy label that informs customers of the product's energy consumption and efficiency. Buyers can thus take these factors into account when making their selection.
Objective of the Scheme
EELS is an international initiative which has been in existence for many years among developed countries in many shapes and forms. The scheme aims to:
- achieve greater public awareness of energy conservation and environmental improvement needs;
- provide readily available, pre-purchase information on energy consumption and efficiency to allow customers to choose more energy efficient products;
- stimulate the phasing out of less energy efficient models; and
- save energy and improve the environment.
Since its launching in Hong Kong in 1995, the Energy Efficiency Labelling Scheme is carried out on a voluntary basis. At present, the voluntary EELs has covered refrigerators (Voluntary Scheme), washing machines, Non-integrated type compact fluorescent lamps, dehumidifiers, electric clothes dryers, room coolers (Voluntary Scheme), electric storage water heaters, television sets, electric rice-cookers, electronic ballasts and domestic gas instantaneous water heaters, photocopiers, fax machines, multifunction devices, laser printers, LCD monitors, computers, hot / cold bottled water dispensers. The scope of EELS has also been extened to cover petrol passenger cars. The Energy Efficiency Office at EMSD is responsible for the implementation of the Scheme.
