|
Purpose of registration |
|
|
The purpose of the registration scheme is to ensure that only companies, contractors or proprietors in possession of the necessary experience, adequate skills and expertise, sufficient tools and facilities including a workshop of sufficient size shall carry out installation, commissioning, testing, maintenance, repair, alteration or dismantling of builders' lifts and tower working platforms so as to enhance the safety standard of these two types of equipment. |

Who may register |
|
|
Those companies, contractors or proprietors who wish to carry out lift work in connection with builders' lifts and tower working platforms may register with the Electrical & Mechanical Services Department (EMSD) for registration.
The applicant may be a sole proprietorship, a partnership or a limited company. In the case of a sole proprietor, he should be a competent worker or else employ at least one competent worker. In the case of a partnership, at least one partner is a competent worker or the partnership employs at least one competent worker. In the case of a limited company, it should employ at least one competent worker. |

|
A competent worker is a person who |
|
|
|
|
|
|
|
|
| a. |
either possesses a certificate in mechanical engineering, marine engineering or building services engineering and has at least 3 years' relevant experience; or |
| |
|
| b. |
has been in employment for an aggregate period of not less than 4 years , of one or more registered contractors. |
| |
|
| |
(Note : Competent workers are defined in section 2(1) of the Ordinance.) |

|
|
|
|
How to apply |
|
|
Applications for registration as registered contractors should be made to the EMSD. The procedures for application are as follows : |
|
|
|
|
|
(a) Obtain an application form (Form 4 - Application for Inclusion in the Register of Contractors) by either of the following ways : |
|
|
|
|
|
| i. |
in person to EMSD's Customer Services Office (CSO) at G/F., EMSD Headquarters Building, 3 Kai Shing Street, Kowloon Bay during the following office hours : |
|
|
|
|
Mondays to Fridays |
09:00 to 17:15 |
|
(Closed on Saturdays, Sundays and public holidays) |
|
|
|
| ii. |
in writing to the General Legislation Sub-division of EMSD stating the requisition of an application form (Form 4), together with a stamped and self-addressed envelope |
|
|
|
|
|
|
(b) Complete the application form carefully according to the "Guidance Notes to Complete Form 4" attached with the application form. |
|
|
|
|
|
(c) Submit the completed application form together with supporting documents and the application fee specified in the Builders' Lifts and Tower Working Platforms (Safety) (Fees) Regulation either |
|
|
|
|
|
| i. |
by post to the General Legislation Sub-division of EMSD, or |
| |
|
| ii. |
in person to EMSD's Customer Services Office (CSO) at G/F., EMSD Headquarters Building, 3 Kai Shing Street, Kowloon Bay. |

|
|
|
|
(Note : Payment by cheques, drafts or cashier orders should be made payable to the "The Government of the Hong Kong Special Administrative Region" and crossed. They should not be made payable to any individual officer . Post-dated cheques are not accepted. Cash should not be sent by post. Application fees are not refundable once the application form is accepted. For the payment by cash, please submit the application fee to EMSD's Customer Services Office (CSO) at G/F., EMSD Headquarters Building, 3 Kai Shing Street, Kowloon Bay for processing.) |

Notification of Result |
|
|
The applicant will be notified of the result by post within 3 months from the date of receipt of the completed application form. A "Certificate of Registration" (Form 5) will be issued to each successful applicant. |
