EXAMINATION FOR REGISTRATION AS A GRADE C ELECTRICAL WORKER

  1. PREFACE

    1. As stipulated in the Electricity Ordinance (Cap. 406), all electrical workers engaged in electrical work on fixed electrical installation are required to be registered with the Electrical & Mechanical Services Department (EMSD) of the Government of the Hong Kong Special Administration Region. This is to ensure that electrical work is carried out by qualified electricians to improve electrical safety.

    2. To be qualified for registration as a Grade C electrical worker, applicants without formal academic qualification are required to pass an examination approved by the Director. EMSD, the University of Hong Kong (HKU), the Hong Kong Polytechnic University (HKPU) and the Hong Kong Institution of Engineers (HKIE) have jointly organized an "Examination for Registration as a Grade C Electrical Worker" for those who have sufficient years of practical experience in electrical work but without the recognized academic qualifications and wish to apply for registration as Grade C electrical workers.

  3. OBJECTIVES

    The examination serves to assess an electrical worker's knowledge in electrical work including the design, installation and maintenance works on any low voltage fixed electrical installation of any current capacity.

  5. RECOGNITION OF THE EXAMINATION

    Anyone who has passed the "Examination for Registration as a Grade C Electrical Worker" is regarded as having met the requirement for passing an examination approved by the Director of Electrical & Mechanical Services as stipulated in Regulation 6(2)(b)(iii) of the Electricity (Registration) Regulations (See Appendix I).

    Note: Candidates who have passed the examination still have to fulfill the electrical work experience requirement as laid down in the Regulations and this will be assessed by EMSD when they make an application for registration as an electrical worker.

  7. STRUCTURE

    1. The examination consists of two parts (Parts A & B) and normally both parts are arranged in the evening. Part A consists of 50 numbers of multiple-choice questions. Duration of this part is two hours in an evening. No marks will be deducted for wrong answers in the multiple-choice questions and the passing score is 70%.

    2. Part B consists of essay type questions. Candidates have to attempt 4 out of 6 questions. Duration of this part is two and a half hours in an evening. The passing score is 50%.

    3. The examination papers are in bilingual form (i.e. English and Chinese), candidates can choose either language to answer the examination questions.

    4. In order to pass the examination, candidates are required to pass the Part A paper and the Part B paper, either at the same attempt or at different sittings in not more than 3 consecutive examinations of the kind. Candidates who have neither passed the Part A paper nor the Part B paper would have to take both the Part A & B papers at the same sitting.

  11. APPLICATION PROCEDURES

    1. Entry PrerequisiteThere is no minimum entry prerequisite. However, preference will be given to the current registered electrical workers, in particular Grade B registered electrical workers in case of overmuch entries.

    4. Procedures- Candidates may register for the examination during September each year in person or have their completed application forms together with the examination fee (either in cheque or bank payment receipt) submitted by their representatives at the Registration Centres on the date and time as specified on the Information Sheet for each examination. The original copy of the candidate's Hong Kong Identity Card (HKIC) should be shown for verification at the time of registration. The original copy of HKIC will be returned immediately after checking at the registration counter.

    5. Late Entry - Only under special circumstances, the Examination Officers at the Registration Centres may, at its discretion admit a candidate after the closing date for entry on payment of a supplementary fee in addition to the normal entry fee.

  12. EXAMINATION FEES

    Please refer to the Information Sheet for examination fee charged per candidate. The examination fee for attempting only the Part A or the Part B paper would be 60 % of the examination fee for attempting both the Part A & B papers at the same sitting. A demand note will be issued to individual candidate at the time of registration. Candidates can pay their fees at the bank as indicated in the demand note. Please keep your original receipt as evidence of payment.

    Entry to the examination will be invalidated if payment of examination fees is not made on or before the date stipulated on the demand note. No late payment will normally be accepted. If a late payment is accepted under special circumstances, surcharges will be imposed.

    Fees paid are not refundable or transferable in any circumstances.

  14. ADMISSION FORM

    1. An Admission Form with Instructions to Candidates and Examination Regulations will be sent to all candidates by post about 2 weeks before the examination day. Candidates are requested to check their personal particulars e.g. name, HKIC No., etc. as printed on their admission forms. If any discrepancies are found, please contact the Examination Officers at the Registration Centres as printed on the Information Sheet for advice. All candidates must take their examination at the examination centre allocated on the date and at the time as specified on their admission forms.

    2. Candidates who have not received their Admission Forms one week before the schedules examination date should have make an enquiry to the Examination Officers at the Registration Centres as printed on the Information Sheet.

    3. In case of loss of admission form, the candidate should apply in person to the Registration Centres as printed on the Information Sheet for a replacement.

  16. NOTICE OF EXAMINATION RESULTS

    An Examination Result Notice will normally be sent by post to all candidates within 10 weeks after the examination. If candidates have not received their results after the 10 weeks period, they should contact the Examination Officers at the Registration Centre as printed on the Admission Form.

  17. APPEALS

    If a candidate is dissatisfied with the examination results, he may lodge an appeal to the Chairman of the Examination Committee at the Registration Centre of the university as printed on the Examination Result Notices for a review of examination results. Such application must be made in writing to the Chairman of the Examination Committee within 28 days after the announcement of the examination results, and must be accompanied by a fee of $ 300. The fee paid will not be refunded if the appeal is unsuccessful.

    The Examination Committee's decision on the results of the appeal is final and the candidate will be informed in writing of the results.
