Protecting Public Safety

At EMSD, we work closely with the government and the Hong Kong community to both ensure public safety and provide a regulatory framework in a number of areas. We administer the safety legislation and issue codes of practice and guidelines on the safe use of electricity, gas, lifts and escalators as well as in such diverse areas as amusement rides, aerial ropeways and the Peak Tramway among others. With an experienced team of professional engineers, inspectors and technicians, our aim is to achieve and maintain a high standard of public safety in electrical, mechanical and gas applications.

We also act as technical advisors to the government on a range of safety issues and advise on the necessary legislation to ensure their implementation. Within the community we take the safety message to the public via publications and promotional programmes as well as a number of educational and safety campaigns, which range from safety talks and carnivals, road shows and roving exhibitions, games and competitions for the general public to industry seminars and conference support for more specialised audiences. Looking to the future, as the regulator of Hong Kong's public safety, we will continue to take the lead and set new standards in our contribution to the SAR's advancement and future well-being.
