Our
regulation of lifts and escalators ensures public safety through
the safe use and operation of lifts and escalators. Under
the Lifts and Escalators (Safety) Ordinance, EMSD monitors
the installation, operation and maintenance of all lifts and
escalators in Hong Kong through the certification and maintenance
of registers of qualified lift and escalator contractors and
engineers who carry out maintenance and annual inspections
of lifts and six-month inspections of escalators operating
in Hong Kong. The Ordinance also covers related areas such
as dumbwaiters, mechanised vehicle parking systems and stairlifts
used by people with a disability.
Our responsibilities
in this area include:
- Regulating
and enforcing the Lifts and Escalators (Safety) Ordinance
together with the implementation of codes of practice on
the design, construction, examination, testing and maintenance
of lifts and escalators.
- Working
closely with relevant contractors' associations, workers
unions and other relevant organisations to advise, promote
and ensure lift and escalator safety.
- Investigating
and handling reports of unsafe lift and escalator installations,
as well as carrying out investigations of accidents and
complaints.
- Generating
awareness of lift and escalator safety through public education,
promotional campaigns, special community events and safety
carnivals.
