Introduction

Empowered by the Mass Transit Railway Ordinance, Mass Transit Railway Regulations and the Airport Authority (Automated People Mover) (Safety) Regulation, EMSD is the regulatory body of the railway lines operated by the MTR Corporation Limited and the automated people mover operated by the Airport Authority in the terminal buildings of the Hong Kong International Airport. The role of EMSD is to oversee the safe operation of all the above railways. The main functions of EMSD can be categorised into the following main areas:

1. Investigating into railway incidents;
2. Ensuring the adoption of appropriate safety practices by the railway corporations;
3. Assessing and approving new railways and major modifications; and
4. Assessing and following up the railway corporations¡¦ improvement measures.
