Carbon Audit
To assist the users and managers of buildings in enhancing their awareness of greenhouse gas (GHG) emissions, measuring GHG emission performance of their buildings and voluntarily participating in reduction and / or offset GHG emissions, the Electrical and Mechanical Services Department and Environmental Protection Department have jointly prepared the "Guidelines to Account for and Report on Greenhouse Gas Emissions and Removals for Buildings of Commercial, Residential or Institutional Purposes in Hong Kong" (i.e. the carbon audit guidelines). The guidelines have been designed for voluntary and self reporting by the reporting entities, and provide a systematic and scientific approach to account for and report on the GHG emissions and removals from buildings.

"The 2nd Hong Kong Energy Efficiency Awards" - Awards Presentation Ceremony
The Awards Presentation Ceremony of the “The 2nd Hong Kong Energy Efficiency Awards”, organised by the Electrical and Mechanical Services Department, was held at Plaza Hollywood, Diamond Hill on 10 March 2008. Mr Edward YAU Tang-wah, JP, Secretary for the Environment, had officiated at the Ceremony.
Target participants of the competition were the commercial and residential buildings developed by or under the management of the Hong Kong Housing Authority, Hong Kong Housing Society, The Link Management Limited and the Urban Renewal Authority or their property management agents.

Government Measures Promote Energy Efficiency
On 28 January 2008, the Secretary for the Environment, Mr Edward Yau, said that Hong Kong had taken vigorous measures to reduce greenhouse gas emissions and promote energy efficiency. Officiating at the opening of the Symposium on “Electrical and Mechanical Safety and Energy Efficiency – A Better Future for All”, Mr Yau, said, “We are taking the lead in raising public awareness of climate change and introducing energy saving measures at different levels. HK RE Net
Launched on 23 March 2007, the HK RE Net is a new thematic website aiming to provide information on various renewable energy technologies to the public, so as to facilitate the wider adoption of such technologies in Hong Kong.
In the HK RE Net, renewable energy technologies are grouped under the four headings of: Solar, Wind, Energy-from-waste, and Other Renewable Energy Technologies. For each specific type of technology (such as Solar Water Heating System, Small Wind Turbine), information on working principles, application considerations, example projects, FAQ, etc. are provided.

Electrical & Mechanical Services Department (EMSD) has developed a set of comprehensive Building Energy Codes (BEC), namely the Codes of Practice for Energy Efficiency of Lighting, Air Conditioning, Electrical and Lift & Escalator Installations and the Performance-based Building Energy Code. The BEC provide the minimum energy efficiency standards for designers to follow. To keep in pace with technological advancement and embrace needs of the building industry, EMSD has updated the BEC to the 2007 edition and extended the Hong Kong Energy Efficiency Registration Scheme for Buildings to energy-audited buildings with good energy performance. "Action Blue Sky" Kick-off Ceremony
The kick-off ceremony of the "Action Blue Sky" campaign was held at the Olympian City II on 25 July 2006. The aim of the campaign is to encourage everyone in Hong Kong to take part in improving Hong Kong's air quality. The ceremony was officiated by the Chief Executive, Mr Donald Tsang; Secretary for the Environment, Transport & Works, Dr Sarah Liao; the Acting Permanent Secretary for the Environment, Transport & Works (Environment); Dr Michael Chiu, and the Director of Electrical and Mechanical Services, Mr Roger Lai. During the ceremony, 30 commercial organisations and schools pledged to maintain the room temperature of their premises at around 25.5 deg C in the summer to reduce energy consumption from air-conditioning. Web-based Safety Quiz for Primary Students
In order to strengthen the awareness of E&M safety and energy efficiency, a 30-day web-based safety quiz (『 三 十 日 環 遊 機 電 世 界 』 之 網 上 問 答 比 賽 ) for primary students is being co-organized with HK Education City, a website of Education and Manpower Bureau. Pilot Scheme for Wider Use of Fresh Water in Evaporative Cooling Towers
The Pilot Scheme Inter-departmental Working Group announced that the number of designated areas of the pilot scheme to allow the use of fresh water for evaporative cooling in air conditioning systems in non-domestic buildings would be increased to 71, with effect from 1 April 2005, to allow more owners of non-domestic buildings to use water-cooled air conditioning systems for conservation of energy. The requirements of operation, the forms and procedures of application of the pilot scheme have also been revised to enhance the workflow of application process as well as the performance monitoring of all completed systems. The Electrical & Mechanical Services Department has recently issued the revised Guidelines on Energy Audit (2004 Edition) to supersede the one published in 1993. This booklet provides the building users/ building owners/ building management/ operation and maintenance personnel with comprehensive information on how to conduct energy audits, including auditing procedures, selecting energy management opportunities to be implemented, writing audit reports and related report format, auditing skills required, and so on.

Pilot scheme for water-cooled air-conditioning systems second extended
On 29 May 2004, the Hong Kong SAR government announced that the pilot scheme to allow the use of fresh water for evaporative cooling in air conditioning systems in non-domestic buildings would be further extended for two years to 31 May 2006 and the number of designated areas of the scheme would be increased to 57 to allow more owners of non-domestic buildings to use water-cooled air conditioning systems for conservation of energy. Consultancy Study on Life Cycle Energy Analysis of Building Construction
The Government signed a contract on 16 April 2003 with Ove Arup & Partners Hong Kong Ltd. to commission the latter to carry out an 18-months consultancy study on life-cycle energy analysis of building construction. The study will review the existing policies of different government bureaux and departments in respect of building construction and produce a new policy framework to meet the objective of sustainable development. The study will analysis the energy consumption pattern of commercial buildings and make use of life-cycle analysis data to develop an analysis software tool to evaluate and compare the energy and environmental burden imposed by commercial buildings. The study will also propose to the Government and the construction industry alternative materials and systems to improve the energy efficiency and environmental aspects of buildings. Finally, the study will produce a set of performance-based specifications for construction materials and building systems, for the future reference of the building construction industry.
There is a growing concern of the Government and the construction industry on the impact of sustainable development upon the long term planning and development of the society. The consultancy study will address the issue of lack of coordination among policies of different bureaux and departments with regard to the impact of building construction upon sustainable development, and will propose a new policy framework to strengthen inter-departmental communication and information exchange so as to facilitate more effective utilization of societal resources.
Besides, for life-cycle analysis of building systems and performance-based specifications for construction materials and building systems, similar works are rare locally and overseas. These will therefore take up a leading role in the context of efficient utilization of energy and environment conservation.

The Stage 1 Report of the "Study on the Potential Applications of Renewable Energy in Hong Kong"
The Electrical and Mechanical Services Department commissioned a two-stage consultancy study in November 2000 to investigate the feasibility of wider application of new and renewable energy technologies in Hong Kong. Stage 1 Study evaluates the potential of various forms of new and renewable energy technologies for wide-scale local use, and related legal, institutional and promotional issues. It also makes recommendations for formulating an implementation strategy. Stage 1 Study has just been completed.

Implementation Study for Water-cooled Air Conditioning Systems at Wanchai and Causeway Bay
The Electrical & Mechanical Services Department has awarded a HK$3.8 million consultancy contract to Parsons Brinckerhoff (Asia) Limited to undertake a 15-month study for the implementation of Water-cooled Air Conditioning Systems (WACS) in Wanchai and Causeway Bay districts. The districts have a mix of offices, commercial developments, hotels and governmentoffices that provide a good potential for development of WACS.
WACS is considered more energy efficient and more environmentally friendly than conventional air-cooled air conditioning system.
However, implementing WACS in existing urban developments, like Wanchai and Causeway Bay, is often physically constrained by lack of infrastructure, congested utilities underneath the road, disruption to traffic during construction etc,. In this study, the consulting company is required to formulate plans, programmes and contract strategies for the phased implementation of WACS in the districts, taking into account the complex issues of future district development, traffic arrangement, liabilities, property rights, land uses, financing, private sector investment,infrastructural constraints, regulatory and institutional framework,WACS technology development and environmental impacts with a view to minimizing the impacts on the business and local community. The newsletter consists of a focus article, a feature article, details of progress on current initiatives, a quiz, etc. The focus article in this issue provides a bird's-eye view of overall energy consumption patterns in Hong Kong. The feature article describes our attempts to use innovative energy-efficient equipment in government premises. Through the newsletter, we aim to share our past efforts and experiences in the area of energy efficiencywith readers, while also instilling and raising social and community awareness in energy efficiency and environmental protection. News for Consultancy Study
The Consultancy Study for Developing a Performance-Based Building Energy Code Using Total-Energy-Budget Approach was awarded to Messrs. Parsons Brinckerhoff (Asia) Ltd. The 8-month study commenced on December 28, 2001. The current building energy codes are prescriptive in nature. This study aims to provide an alternative route in terms of total-energy-budget for compliance with existing codes. The alternative approach will provide more flexibility for designers and better adaptation of innovative design. The photograph shows the contract signing ceremony held on January 4, 2002.

Pilot Scheme for Water-cooled air-conditioning system
On 6 June 2001, the Hong Kong Government announced a 2nd batch of eleven new designated areas and a revised scheme area for inclusion in the pilot scheme for the wider use of fresh water in evaporative cooling towers for water-cooled air-conditioning systems in non-domestic buildings. Thisextension of the scheme areas marks a further step forward in conserving energy in Hong Kong. For details, please refer to EMSD's press release of 6 June 2001.
The Government appealed to building owners in the designated areas in Wan Chai, Mong Kok, Pok Fu Lam, Tai Po Industrial Estate, Yuen Long Industrial Estate, Hung Hom(1), NorthPoint, Mong Kok(2), Shum Shui Po(1), Sham Shui Po(2),Kowloon Tong, Kowloon Bay, Kwai Chung, Tsuen Wan, TuenMun(1), Tuen Mun(2) and Hung Hom(2) to take part in the scheme as its benefits on the community are substantial.The location plans of these new areas can be viewed on the supplementary location plans [PDF format (606KB)] for 2nd batch designated scheme areas of the pilot scheme. 12th Meeting of APEC Expert Group on Energy Data & Analysis
The 12th Meeting of the APEC Expert Group on Energy Data & Analysis was successfully held on 26 to 27 March 2001 in Hong Kong. The Electrical & Mechanical Services Departmentrepresented Hong Kong, China to host the meeting.
Delegates from most APEC member economies and also international organizations including the Asia Pacific Energy Research Centre, the ASEAN Centre of Energy, and the International Energy Agency had participated in the meeting.

Household Energy Consumption Study 2001
The Electrical & Mechanical Services Department has awarded a consultancy agreement to MVA Hong Kong Ltd. for undertaking the "Household Energy Consumption Study 2001".
The study includes field survey, regression model building and statistical analysis work. Over two thousand households throughout the territory of Hong Kong will be surveyed for the purpose of gathering data related to energy consumption, appliance holding and usage, etc. Regression models will then be built and statistical analysis will be carried out to obtain useful indices.
Such indices will facilitate a better understanding of theenergy use situation of households in Hong Kong, and will provide up-to-date data for updating the Hong Kong Energy End-use Database.

Energy Efficiency Labelling Scheme for Photocopiers and Water Heaters
The Electrical and Mechanical Services Department has extended the scope of its voluntary Energy Efficiency Labelling Scheme (EELS) to cover photocopiers and household electric storage water heaters. Prior to that, in December 2000,the EELS administered by the EMSD was only applicable to household electrical appliances. Since its introduction, the scheme already covers household refrigerators, room coolers, washing machines, electric clothes dryers and compact fluorescent lamps. The incorporation of photocopiers is an important step forward to further extend the coverage of the scheme by including office equipment under its scope. On 31 May 2000, the Electrical and Mechanical Services Department held a press conference to announce the launch of a pilot scheme to test the wider use of fresh water for water-cooledair-conditioning systems in non-domestic buildings. As detailed in the press release, the Director of Electrical and Mechanical Services said the scheme would mark a major step forward in conserving energy in Hong Kong.
The Director also appealed to building owners in the six designated areas in Wan Chai, Mong Kok, Pok Fu Lam, Tai Po Industrial Estate, Yuen Long Industrial Estate and Hung Hom to take part in the scheme as its benefits and impact on the community are evaluated. The Electrical & Mechanical Services Department recently completed the compilation of the energy end-use data for 1999.
The new set of "Hong Kong Energy End-use Data (1989-1999)" is now available for viewing by the public at this web-site.
The term "energy end-use" refers to the specific purposes for which energy is finally consumed, such as that used for air-conditioning, lighting, and cooking.
The data set, covering the energy end-uses for civilian consumption from 1989 to 1999, will help to increase public understanding on the energy consumption situation in Hong Kong, and arouse public concern about the future development of energy in Hong Kong.
