Recall of Powerline Ethernet Adapters

Addendum to the Code of Practice for the Electricity (Wiring) Regulations
An Addendum to the Code of Practice for the Electricity (Wiring) Regulations (CoP) in relation to the new cable colour code (CCC) has been issued. The corresponding Gazette Notice was published on 23.3.2007.

Hardcopy of the Addendum is available for collection free of charge at the Customer Services Office at G/F of EMSD HQs. From 1 July 2007, new colour cables can be used in fixed electrical installations in Hong Kong. Voluntary recall on mixers
Philips Electronics Hong Kong Ltd. announced a voluntary recall of the Philips Cucina HR 1565 mixers which were supplied between January and July 2005. These mixers, which were marked with the series code 04420 to 05170, may be accidentally activated by pressing the turbo button when the main switch of the mixer is at "0" position (i.e. at "Off" position). This may pose a hazard to the user when inserting or removing the beaters or the kneading hooks. Voluntary Inspection Programme for Residual Current Circuit Breakers
Schneider Electric (Hong Kong) Ltd. recently conducted a voluntary inspection programme for its Merlin Gerin C60H- and Square D QOE- residual current circuit breakers with overload protection (RCBO) which were supplied from January to December 2004. E&M Safety Competition Day cum Prizes Presentation for Web-based Safety Quiz
The 30-day Web-based Safety Quiz had been successfully completed with the participation of more than 45,000 students from over 200 primary schools. Results of the Safety Quiz can be found in the website of HK Education City (please click here for details). Six of the schools attained the highest scores in the Safety Quiz will take part in a final competition in the form of games and activities at an inter-school sports day event to be held on 30 April 2005 at the football pitch of the PCCW Staff Association in Causeway Bay.

Contractors Association, Registered Elevator and Escalator Contractors Association Ltd.,
Hong Kong General Union of Lift and Escalator Employees and Vocational Training Council
have jointly organised three sessions of seminar on safety at lift works and escalator works.
The first session was held on 30 December 2004 at the Ngau Chi Wan Civic Centre. The second session will be held at the Shatin Town Hall on 24 January 2005 while the third session will be held at the Hong Kong City Hall on 1 February 2005.

EMSD issued a press
release to advise members of the public, for safety reasons, to
stop using those Christmas lighting chains which do not bear any product
information. Recently, EMSD has carried out inspections to the supply
outlets of Christmas lighting chains. It was found that the lighting
chains being supplied in the market were, in general, in compliance
with the relevant safety requirements of the Electrical Products (Safety)
Regulation. However, a few unbranded lighting chains did not comply
with the requirements, such as inadequate insulation and/or fitted with
two-pin plugs, were found. Although there is no immediate danger in
association with the use of these unbranded Christmas lighting chains,
no reliable protection is offered for use. In the recent safety tests
arranged by the Consumer Council on some models of Christmas lighting
chains which did not bear any product information, it was found that
they failed to comply with some requirements of the relevant safety
standards. The test results were published in the December issue of
the "Choice" magazine by the Consumer Council.

Ericsson mobile phones (model nos.: T68i, T300, T310 and T610), and
were also supplied as standalone accessories. The chargers are marked
with "Made in Thailand by Delta" and with an identification no. of "BML
162 099/3 R1A". According to the above supplier, there is a risk of
internal component failure that may result in pressure built-up inside
the chargers. As a result, the top plastic part of the chargers could
break off exposing the live contacts that may lead to electric shock
to users and pose fire hazard if there were inflammable materials nearby.
Members of the public are advised to stop using the chargers immediately
and to contact the supplier for replacement as soon as practicable.

release to announce the voluntary recall of a model of electronic
insect killers (model no. YW-936A/IK1600) supplied by E.P.S.A. Corporation
Ltd. from April to August 2003. A recent safety test by EMSD revealed
that the plastic material of the insect killers did not have adequate
resistance to heat and fire, thus posing potential fire hazard when

EMSD issued a press
release to announce the voluntary recall of a model of XCC electric
Shabu Shabu hot pots (model no.: CRTX-1000) offered by PCCW as free
gifts to their customers during the period from December 2002 to January
2003 for subscribing to the company's "Voice/Fax/Web/3-in-1"
package and completing the questionnaires. The flexible cord connector
of the hot pots did not have adequate electric insulating strength and
might break under impact, posing an electric shock hazard to the users.

In response to recent newspaper report on electrical product safety,
EMSD would like to provide an explanation on the subject. The safety
of household electrical products supplied in HKSAR, irrespective of
the country of origin, is governed by the Electrical Products (Safety)
Regulation (EPSR). Non-compliant household electrical products, which
had been recalled since the introduction of EPSR, included products
that were of mainland and overseas brands.

release to announce the voluntary maintenance programme for a model
of TOSHIBA 15" TV sets (model no. 15V11B) carried out by the local
supplier, Toshiba Hong Kong Ltd. The serial numbers of the concerned
TV sets are 102-2308401 to 102-2309400, 102-2417501 to 102-2418500,
and 102-2Y37701 to 102-2Y38700 respectively. The supplier discovered
that the insulation of an internal wire of these TV sets might be damaged
during the course of the assembly work in the factory. As a result,
the antenna/AV terminals might become live, thus posing an electric

The Consumer Council
recently arranged safety tests on 15 models of DVD players and 4 models
of water-filtering type vacuum cleaners. The test results revealed that
the safety levels of these electrical appliances were generally satisfactory.
For some models of the DVD players, there is room for improvement in
markings and creepage distances/clearances. As for vacuum cleaners,
markings and construction of automatic cord reels could be improved.
The test results were published in the April issue of the "Choice"
magazine by the Consumer Council.

EMSD issued a press
release to announce the voluntary recall of the power cords for
4 models of "SANYO" portable CD radio cassette recorders,
namely MCD-ZX700F, MCD-ZX390F, MCD-ZX350F and MCD-Z89F respectively,
by their service agent "Sanyo Technical Service (H.K.) Ltd.".
Investigation revealed that, under rare circumstances, the front cover
of the plug fitted to such a power cord might become loosened from the
base when the plug was being pulled out from a mains socket outlet.
This could expose the live parts inside the plug and give rise to the
risk of electric shock to the users. Members of the public are advised
to stop using the power cords immediately and to return them to the
agent for replacement as soon as practicable. Before removing the plug,
electricity supply to the mains socket outlets must be switched off.

Conversion (APC Hong Kong) recently conducted a voluntary recall on
2 models of their uninterruptible power supply (UPS) sets, namely BK350EI
and BK500EI. The first 6 characters of the serial numbers of the affected
UPS sets are within the following ranges:
- AB0048 to AB0251
- BB0104 to BB0251
- JB0125 to JB0251
Due to the failure
of an internal component, the above UPS sets exhibited signs of overheating,
and may pose a fire hazard. Members of the public are advised to stop
using these UPS sets immediately and to contact the above supplier for

not fixed in a secured manner. In case of loosening of the earthing

to potential hazard in case of a short circuit. It was found
that the resistances to heat and fire of the insulating
materials for some components were insufficient. Besides,
