Voluntary recall of "Bonaqua 900" hot & cold mini water dispenser

Echo Rich Industries Ltd announced a voluntary recall of "Bonaqua 900" hot & cold mini water dispensers. The concerned hot & cold mini water dispensers were supplied by SWIRE COCA COLA HK to the local market between October 2006 and December 2007. The thermostat connector of the concerned hot & cold mini water dispenser might overheat if exposed to sources of heat over a prolonged period of time.

Recall of a Batch of Power Adaptors

Philips Electronics Hong Kong Limited announced a recall of a batch of two models of power adaptor for Philips portable DVD player and Photoframe. These power adaptors are of DVE make, models DSA-9W-09FUK 090100 and DSA-9W-05FUK 050150, embossed with week code from 3107 to 5307 (manufactured in 2007) and 0108 to 4308 (manufactured in 2008). According to Philips' information, detachment might occur at the welded joint between the back cover and housing of the adaptor when it was pulled out from a wall socket outlet. Live parts of the adaptor were exposed, posing electrical hazard to user. An Addendum to the Code of Practice for the Electricity (Wiring) Regulations (CoP) in relation to the new cable colour code (CCC) has been issued. The corresponding Gazette Notice was published on 23.3.2007.

New Cable Colour Code

From 1 July 2007, new colour cables can be used in fixed electrical installations in Hong Kong. EMSD has launched a webcorner where the trade can find updated information on the new cable colour code. There is also a training suite which provides an exercise on configuration of the new cable colour code for registered electrical workers.

Voluntary recall on mixers

Philips Electronics Hong Kong Ltd. announced a voluntary recall of the Philips Cucina HR 1565 mixers which were supplied between January and July 2005. These mixers, which were marked with the series code 04420 to 05170, may be accidentally activated by pressing the turbo button when the main switch of the mixer is at "0" position (i.e. at "Off" position). This may pose a hazard to the user when inserting or removing the beaters or the kneading hooks. Voluntary Inspection Programme for Residual Current Circuit Breakers

Schneider Electric (Hong Kong) Ltd. recently conducted a voluntary inspection programme for its Merlin Gerin C60H- and Square D QOE- residual current circuit breakers with overload protection (RCBO) which were supplied from January to December 2004. It was found that some of these RCBOs may not trip on earth leakage fault due to the non-conforming specification of a component. This may pose a risk of electric shock hazard to users. Members of the public who have installed these RCBOs are advised to contact the above local supplier immediately to arrange for inspection. E&M Safety Competition Day cum Prizes Presentation for Web-based Safety Quiz

The 30-day Web-based Safety Quiz had been successfully completed with the participation of more than 45,000 students from over 200 primary schools. Six of the schools attained the highest scores in the Safety Quiz will take part in a final competition in the form of games and activities at an inter-school sports day event to be held on 30 April 2005 at the football pitch of the PCCW Staff Association in Causeway Bay.

EMSD issued a press release to advise members of the public, for safety reasons, to stop using those Christmas lighting chains which do not bear any product information. Recently, EMSD has carried out inspections to the supply outlets of Christmas lighting chains. It was found that the lighting chains being supplied in the market were, in general, in compliance with the relevant safety requirements of the Electrical Products (Safety) Regulation. However, a few unbranded lighting chains did not comply with the requirements, such as inadequate insulation and/or fitted with two-pin plugs, were found. Although there is no immediate danger in association with the use of these unbranded Christmas lighting chains, no reliable protection is offered for use. In the recent safety tests arranged by the Consumer Council on some models of Christmas lighting chains which did not bear any product information, it was found that they failed to comply with some requirements of the relevant safety standards. The test results were published in the December issue of the "Choice" magazine by the Consumer Council.

EMSD issued a press release to announce the voluntary recall of a model of Sony Ericsson mobile phone chargers (model no.: CST-13) by Sony Ericsson Mobile Communications International AB. These chargers were supplied with 4 models of Sony Ericsson mobile phones (model nos.: T68i, T300, T310 and T610), and were also supplied as standalone accessories. The chargers are marked with "Made in Thailand by Delta" and with an identification no. of "BML 162 099/3 R1A". According to the above supplier, there is a risk of internal component failure that may result in pressure built-up inside the chargers. As a result, the top plastic part of the chargers could break off exposing the live contacts that may lead to electric shock to users and pose fire hazard if there were inflammable materials nearby. The safety of household electrical products supplied in HKSAR, irrespective of the country of origin, is governed by the Electrical Products (Safety) Regulation (EPSR). Non-compliant household electrical products, which had been recalled since the introduction of EPSR, included products that were of mainland and overseas brands.

EMSD issued a press release to announce the voluntary maintenance programme for a model of TOSHIBA 15" TV sets (model no. 15V11B) carried out by the local supplier, Toshiba Hong Kong Ltd. The serial numbers of the concerned TV sets are 102-2308401 to 102-2309400, 102-2417501 to 102-2418500, and 102-2Y37701 to 102-2Y38700 respectively. The supplier discovered that the insulation of an internal wire of these TV sets might be damaged during the course of the assembly work in the factory. The Consumer Council recently arranged safety tests on 15 models of DVD players and 4 models of water-filtering type vacuum cleaners. The test results revealed that the safety levels of these electrical appliances were generally satisfactory. For some models of the DVD players, there is room for improvement in markings and creepage distances/clearances. EMSD issued a press release to announce the voluntary recall of the power cords for 4 models of "SANYO" portable CD radio cassette recorders, namely MCD-ZX700F, MCD-ZX390F, MCD-ZX350F and MCD-Z89F respectively, by their service agent "Sanyo Technical Service (H.K.) Ltd.". Investigation revealed that, under rare circumstances, the front cover of the plug fitted to such a power cord might become loosened from the base when the plug was being pulled out from a mains socket outlet. This could expose the live parts inside the plug and give rise to the risk of electric shock to the users. Members of the public are advised to stop using the power cords immediately and to return them to the agent for replacement as soon as practicable. American Power Conversion (APC Hong Kong) recently conducted a voluntary recall on 2 models of their uninterruptible power supply (UPS) sets, namely BK350EI and BK500EI. The first 6 characters of the serial numbers of the affected UPS sets are within the following ranges:

Holding Ltd. as free gifts to their customers for the purchase of "Braun" Thermoscans or "Braun" D15511 Power Toothbrushes. A "Notice of Exemption" regarding the temperature and pressure relief valve for unvented thermal storage type electric water heaters was published in Notice No. 1420 in the Government Gazette dated 8 March 2002.

The Consumer Council has arranged safety tests on 3 brands of energy saving devices. The test results revealed that all of these devices failed to fully comply with some requirements, which were selected from the relevant safety standards, in respect of marking and instructions, construction, supply connection and flexible cords and resistance of plastic materials to heat, etc. The test results were published in the February issue of the "Choice" magazine by the Consumer Council.

EMSD issued a press release to announce the voluntary recall of the flexible electrical cord set of four models of "SANKI" SK-300, SK-480, SK-3.0A1 & SK-3.0A2 hot pot and two models of "SANKI" SK-50A & SK-70A rice cooker. The concerned products were supplied from June to September this year. It was discovered that a non-compliant fuse, marked with "FUSE DL 13A BS1362" in red, was fitted to the plug of the flexible cord set for the concerned products which might lead to potential hazard in case of an electrical short-circuit fault. Members of the public are advised to stop using the concerned hot pots and rice cookers immediately and to return the flexible cord set to the supplier "Shing Bong Development Limited" through designated locations as soon as practicable. EMSD issued a press release to announce the voluntary recall of certain models of AC adapters used to power Compaq's "Armada" notebook computers. These AC adaptors, bearing the model serial number "PPP003SD", "PPP003" and "PP2012", may overheat and pose potential fire hazard. Consumers are advised to stop using the adapters immediately and to return them to the supplier, Compaq Computer Limited, for replacement as soon as practicable.

EMSD issued a press release to announce the voluntary recall of a model of 12-inch electric box fans (model no."KYT-30" and without brand name). These fans were sold at "Mega Warehouse" in August 2001. It was discovered that a non-compliant fuse, marked with "FUSE DL 13A BS1362" in red, was fitted to the plug of the fans that might lead to potential hazard in case of a short circuit. It was found that the resistances to heat and fire of the insulating materials for some components were insufficient. Besides, the fan guards might also be easily detached from the fans, exposing the fan blades and some basic insulation materials to the users. Members of the public are advised to stop using these fans immediately and to return them to the local supplier "YG Cyber Holdings Ltd." through designated locations as soon as practicable. EMSD issued a press release to announce the voluntary recall of a model of table lamps offered by the Standard Chartered Bank as free gifts to their credit card holders between September 2000 and June 2001. A non-compliant fuse, marked with "FUSE DL 13A BS1362", has been fitted to the plug of the lamp, leading to a potential hazard in case of an electrical short circuit fault. Moreover, there may be a risk of touching the live lamp cap during replacement of the lamp bulb. Members of the public are advised to stop using the table lamps immediately and to return them to the bank through designated collection centres as soon as practicable. EMSD issued a press release to announce the voluntary recall of the "Super Electro" extension units (model no. WF-4638V). These extension units may short circuit and overheat after prolonged use. Consumers are advised to stop using these extension units immediately and to return them to the local supplier, Wing Fat Hong Plastic & Electric Appliance Factory, for replacement as soon as practicable. EMSD issued a press release to announce the voluntary recall of a model of AC adapters used to power Apple's "PowerBook G3" laptop computers. These AC adaptors, which bear a label of "Macintosh PowerBook 45W AC Adapter" and a model no. M4402, may overheat and pose potential fire hazard. Consumers are advised to stop using the adapters immediately and to return them to the U.S. supplier, Apple Computer, Inc., for replacement as soon as practicable. From 14 May 2001, members of the public may submit EMSD forms related to the registration of electrical workers/contractors, approval of competent persons for locating underground electricity cables and the work completion and periodic test of electrical installations electronically. These forms are available at the Government Forms web site.

The relevant provisions in the Electricity Ordinance, Electrical Products (Safety) Regulation and Electrical Products (Safety) (Amendment) Regulation 2000 in relation to the "certificate of safety compliance" for household electrical products have come into operation since December 1, 2000. For details, please refer to EMSD's press release issued on May 25, 2000.

The Government has published the announcement that the major provisions of the Electricity Supply Lines (Protection) Regulation will come into operation on April 1, 2001, in the Gazette (December 15). Together with those provisions which commenced earlier this year, the Regulation will be fully implemented with effect from April 1, 2001.

"EMSD issued a press release to announce that the Government published in the Gazette (December 8) three Amendment Regulations to revise the fees payable under Electricity Ordinance in connection with the registration of electrical contractors, generating facilities, recognised certification bodies and recognized manufacturers and for endorsement of periodic test certificates in respect of fixed electrical installations.

EMSD began distributing calendar card mailers (2001/2002) carrying the safety message with regard to plugs, adaptors and extension units for electrical appliances to about 2.42 million homes in Hong Kong, via the billing channels of the two power companies from 1 November 2000.

Under the Electricity Supply Lines (Protection) Regulation, the Director of Electrical and Mechanical Services has approved a Code of Practice on working near electricity supply lines and on training courses for locating underground electricity cables. "EMSD has issued a press relsease to publicise the prohibition of supply of one type of box fan and one type of clip fan that failed to comply with the essential safety requirements of the Electrical Products (Safety) Regulation. All suppliers are asked not to supply these types of unsafe electrical products. The prohibition of supply is also published in the gazette.
