EMSD releases lift and escalator contractors' latest performance ratings
According to the rating results, 39 registered lift contractors and 25 registered escalator contractors were awarded the Safety Star. Among these contractors, 18 registered lift contractors and 16 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 29 427 inspections of lifts and escalators during the period. Latest rating results of LPG Cylinder Distributor Safety Performance Recognition SchemeThe Electrical and Mechanical Services Department (EMSD) announced today (March 30) the rating results of the Liquefied Petroleum Gas (LPG) Cylinder Distributor Safety Performance Recognition Scheme for 2025 for public reference. All the 142 distributors under the six registered gas supply companies supplying cylindered LPG in Hong Kong joined the Scheme. Organised by the EMSD and registered gas supply companies, the Scheme aims to further enhance the safety performance of the LPG cylinder trade. 2025 Energy Consumption Survey on Office, Warehousing and StorageThe Electrical and Mechanical Services Department (EMSD) is conducting a territory-wide "2025 Energy Consumption Survey on Office, Warehousing and Storage" (the Survey) from December 2025 to November 2026. he Survey aims at facilitating the Government’s better understanding of the energy consumption profile in the office, warehousing and storage, with a view to updating the Hong Kong Energy End-Use Database and formulating relevant policies. Asian Cities Research Centre Limited (ACRC) is commissioned by EMSD to carry out the Survey. Enumerators from ACRC will visit randomly selected merchants to conduct face-to-face interviews, and collect questionnaires and supplementary information in paper or electronic form. During the visits, the enumerators will wear uniforms and produce work identity cards issued by ACRC for the merchants to verify. All information collected during the Survey will be handled in strict confidence and be used only for data aggregation and statistical analyses. Hong Kong Energy End-use Data 2025At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. Fourth phase of Mandatory Energy Efficiency Labelling Scheme to take full effect on Sunday (December 1, 2024)The fourth phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS) will be fully implemented on Sunday (December 1, 2024) to include light emitting diode (LED) lamps, gas cookers and gas instantaneous water heaters. Starting from December 1, 2024, the prescribed products of the fourth phase must also carry energy labels with information on their energy efficiency performance when they are supplied in Hong Kong. According to the rating results, 31 registered lift contractors and 16 registered escalator contractors were awarded the Safety Star. Among these contractors, 15 registered lift contractors and 10 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 30 325 inspections of lifts and escalators during the period. The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating). |

EMSD releases lift and escalator contractors' latest performance ratings
According to the rating results, 31 registered lift contractors and 16 registered escalator contractors were awarded the Safety Star. Among these contractors, 15 registered lift contractors and 10 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 30 819 inspections of lifts and escalators during the period. The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating). |

For providing guidance on the grading standards for new products, the Electrical and Mechanical Services Department gazetted the "Code of Practice on Energy Labeling of Products 2023" on 4 August 2023 to include technical details on new products and set out the relevant testing standards for prescribed products, calculation methods and energy efficiency grading. Temporary suspension of refueling service at Ma On Shan and Yuen Long dedicated LPG filling station from 8am on 26 June 2023 ![]() The existing operation contract of Ma On Shan dedicated LPG filling station at Hang Yiu Street and Yuen Long dedicated LPG filling station at Tak Yip Street will be expired soon. Based on gas safety considerations, the new operator will renovate the stations including the replacement of all LPG facilities within 180 days from the commencement of the work. As a result, the stations would suspend the refueling service from 8a.m. on 26 June 2023. Under the new contract requirement, the renovation work should be completed no later than January 2024. EMSD would closely monitor the progress of the work and inform the trade the re-open date of the stations in due course. 2022 Energy Consumption Survey on Public Housing and Housing Authority Subsidized Sale FlatsThe Electrical and Mechanical Services Department (EMSD) is going to conduct a territory-wide "2022 Energy Consumption Survey on Public Housing and Housing Authority Subsidized Sale Flats" between December 2022 and November 2023. The Survey aims at facilitating the Government's better understanding of the profile about the energy consumption in local "Public Housing Segment" and "Housing Authority Subsidized Sale Flats Segment", with a view to updating the Hong Kong Energy End-Use Database and formulating relevant policies. Asian Cities Research Centre Limited (ACRC) is commissioned by the EMSD to carry out the Survey. Enumerators from ACRC will visit your household / building / housing estate to conduct a face-to-face interview, and collect the questionnaire in paper form and supplementary information. During the visits, they will wear uniforms and produce identity cards issued by ACRC. Please be assured that all information collected in the Survey will be handled in strict confidence and used only for data aggregation and statistical analysis. All completed questionnaires and collected information will be destroyed upon completion of the statistical analysis. EMSD releases lift and escalator contractors' latest performance ratings
According to the rating results, 31 registered lift contractors and 23 registered escalator contractors were awarded the Safety Star. Among these contractors, 11 registered lift contractors and 11 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 26 364 inspections of lifts and escalators during the period. The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating). |

To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in the trade, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organise different publicity activities. The Outstanding Registered Electrical Worker Awards Scheme is among one of them. The Scheme aims to select outstanding electrical workers in the trade to recognise their excellent performance and promotes trade paradigms. Besides, trade members can learn how the award winners implement a work safety culture in their work. Latest arrangements for EMSD public servicesIn view of the latest situation of the COVID-19 epidemic, the Electrical and Mechanical Services Department (EMSD) announced that the Registration and Permit Office at its Kowloon Bay headquarters will only accept public visits with advance bookings via the online booking system from January 17 until further notice. The public can also access relevant services through the EMSD Web-based Registration Services webpage, EMSD’s mobile application, or by post, including the submission for new applications or renewals for Registered Electrical Workers and Registered Electrical Contractors. Meanwhile, members of the public can still drop their applications, with cheques for payment, at the collection box located on the ground floor of the EMSD Headquarters during office hours (9am to 5.15pm, Monday to Friday).

Public Services Arrangements of the Electrical and Mechanical Services DepartmentIn view of the latest situation of the COVID-19 epidemic, the Electrical and Mechanical Services Department (EMSD) appeals to the public to refrain from visiting the Registration and Permit Office at the EMSD Headquarters in Kowloon Bay in person unless necessary, and to use relevant services through the EMSD’s homepage or mobile application, or by post or the drop-in box. To use the homepage or mobile application, members of the public could visit the webpage "EMSD (Regulatory Services) Web Based Registration Services" to access most of the services, such as the e-submission for new or renewal application for Registered Electrical Workers and Registered Electrical Contractors. To acquire services in person at the RPO, please register for counter services via the online booking system in advance to save waiting time. Moreover, the public can still drop their applications, with cheques for payment, at the collection box located on the ground floor of the EMSD Headquarters during office hours. Applicants will be notified of the results by phone or post. Members of the public should wear surgical masks at all times during their visits to the EMSD Headquarters and comply with the infection control measures including temperature check, the use of "LeaveHomeSafe" mobile app and crowd control arrangements. The EMSD will continue to monitor the situation closely and review the arrangements in a timely manner. |

Launch of Government Fees and Charges Payment Service through FPSThe Electrical & Mechanical Department (EMSD) announced that in order to assist members of the public in paying government fees and charges at the Registration and Permit Office (RPO), EMSD will accept payments through the Faster Payment System (FPS). Starting from November 30, in addition to the existing payment methods (i.e. cash, cheque, EPS), the shroff counters at the RPO will accept payments through FPS from the public. For making payments, members of the public can simply scan the FPS QR codes generated by the Point-of-Sale device at the counters using supporting mobile applications of the banks or stored value facilities. The use of the FPS for settling government fees and charges will provide the public with an additional convenient payment means, and also help promote the wider application of fintech in Hong Kong. |

Latest arrangements for EMSD public servicesUse of "LeaveHomeSafe" mobile App on EMSD Headquarters starting from November 1The Electrical and Mechanical Services Department (EMSD) announced that having regard to the latest public health situation and the Government's anti-epidemic measures, starting from November 1 (Monday), all persons will be required to use the "LeaveHomeSafe" mobile application (the App) to scan the venue QR code before they are allowed to enter the EMSD Headquarters, the Registration and Permit Office, the EMSD Gallery and InnoFoyer in Kowloon Bay, with the exception of specified categories of exempt persons. The Registration and Permit Office will be open from 9am to 5.15pm, Monday to Friday. Measures to control the flow of people has been implemented, which may lead to longer waiting times for counter services. The EMSD has introduced the online booking system for the public to register for counter services in advance, please refer this link for details. Meanwhile, the public can drop their applications, with cheques for payment, at the collection box located on the ground floor at the Kowloon Bay headquarters during office hours. Applicants will be notified on the results by phone or mail. The electronic submission for Registered Electrical Worker license renewal / new application can also be applied online through "EMSD (Regulatory Services) Web Based Registration Services" and "iAM Smart +" by mobile phone or computer. According to the rating results, 32 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 13 registered lift contractors and 14 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 29,064 inspections of lifts and escalators during the period. On 23 Sep 2021, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from October 1 to October 31, 2021. The auto-LPG ceiling prices for dedicated LPG filling stations in October 2021 are in the range from $3.97 to $4.53 per litre, representing an increase of $0.04 per litre from the ceiling prices in September 2021. The Electrical and Mechanical Services Department will hold anonline briefing session on 28 October 2021 (Thursday) about the Feed-in Tariff Scheme and Solar Energy Generation system.
The operation contract of Kwun Tong dedicated LPG filling station is expiring on 15 September 2021. Based on the gas safety considerations, the new operator will renovate the station including the replacement of all LPG facilities within 180 days from the commencement of work. As a result, the station is required to suspend the refueling service from 11pm on 15 September 2021. The new operator anticipated that the renovation work would be completed by the end of December 2021. EMSD would closely monitor the progress of work and inform the trade the re-open date of the station in due course. LPG vehicle drivers are encouraged to refuel at nearby LPG filling stations during the non-peak hours.

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. The Electrical and Mechanical Services Department (EMSD) and the Energy Market Authority (EMA) of Singapore held a bilateral energy workshop today (May 11) to strengthen energy cooperation.
2. The EMSD and the EMA signed a Memorandum of Understanding (MOU) in October last year for enhancing collaborative relations towards greater energy safety and resilience through innovation and cooperation. This bilateral energy workshop is one of the collective activities under the MoU with a view to exchanging views and sharing best practices in energy-related matters.
3. The Director of Electrical and Mechanical Services, Mr Pang Yiu-hung, said the Government is updating the "Hong Kong´s Climate Action Plan" to set out the roadmap for carbon neutrality before 2050.
4. "EMSD is looking forward to introducing the new roadmap for carbon neutrality, sharing the new low-carbon technologies, and working together with EMA along our shared vision in advancing towards a low-carbon society, and for a green and sustainable future for generations to come.", Mr Pang said.
5. The Chief Executive of EMA, Mr Ngiam Shih Chun, added, "Today´s exchange was a good opportunity for both EMA and EMSD to have a discussion on our energy systems. The District Cooling System (DCS) at the Kai Tak Development is a large-scale energy efficient infrastructure that is the first of its kind in Hong Kong. Construction works commenced in 2011 and the DCS has been completed and commissioned by phases. After ten years of construction, the ring circuit of the chilled water pipework has recently been completed. With the ring circuit in place, chilled water to user buildings may be supplied from different directions having regard to the situation, thereby enhancing the reliability of the DCS. The Electrical and Mechanical Services Department (EMSD) will continue to provide excellent and reliable district cooling service to the users.
In the light of an increase in the development density of the Kai Tak Development as announced in the 2017 Policy Address, EMSD commenced the additional DCS project with the support of the Environment Bureau. On top of the cooling capacity of 284 megawatt of refrigeration (MW) provided by the existing North and South DCS Plants, the additional DCS will provide an additional cooling capacity of 178 MW. Upon full utilisation, it is estimated that the additional DCS will save about 53 million kilowatt-hour of electricity a year, corresponding to an annual reduction of about 37,000 tonnes of carbon dioxide emissions.
The above marked two significant milestones of the development of DCS at the Kai Tak Development. EMSD, together with the consultants and the contractors, jointly organised two ceremonies (i.e. Works Commencement Ceremony for the Additional District Cooling System and Chilled Water Pipework Ring Circuit Completion Ceremony) on 19 April 2021 to further promote DCS as an infrastructure for energy efficiency and sustainable development.

The Electrical and Mechanical Services Department (EMSD) announced today (March 26) the rating results of the Liquefied Petroleum Gas (LPG) Cylinder Distributor Safety Performance Recognition Scheme for 2020 for public reference. All the 163 distributors under the five registered gas supply companies supplying cylindered LPG in Hong Kong joined the Scheme.
Organised by the EMSD and registered gas supply companies, the Scheme aims to further enhance the safety performance of the LPG cylinder trade. Since 24 March 2021, the reference numbers of two storage type electric water heater and two induction cooker models have been removed as they failed in the compliance monitoring testing on energy efficiency and/or performance characteristics under the Mandatory Energy Efficiency Labelling Scheme. The Electrical and Mechanical Services Department (EMSD) today (January 22) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from January 2020 to December 2020) for public reference.
According to the rating results, 34 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 21 registered lift contractors and 17 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 28,528 inspections of lifts and escalators during the period.

The Prevention of Legionnaires' Disease Committee (PLDC) has recently updated the Code of Practice for Prevention of Legionnaires' Disease. The new edition of the Code of Practice for Prevention of Legionnaires' Disease, 2021 Edition, has incorporated the addenda to the Code of Practice, 2016 Edition, with other general updates. It provides guidelines for proper design, operation, maintenance of related facilities to prevent the spread of legionella. According to the rating results, 35 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 21 registered lift contractors and 18 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 30,146 inspections of lifts and escalators during the period.

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. The EMSD Gallery reopened on 16 June 2020 (Tuesday) for full service. To avoid overcrowding and reduce social contacts, special arrangements and precautionary measures will be implemented, including admission limit to avoid overcrowding; all visitors are requested to wear their own face mask, use hand sanitiser, and have their body temperature checked at the entrance; and children under the age of 12 must be accompanied by an adult.
The EMSD will step up cleaning measures at the Gallery and continue to monitor the situation closely and review the arrangements in due course.
New energy efficiency grading standards for single package type room air conditioners, dehumidifiers and compact fluorescent lamps (CFLs) will take effect on 31 December 2020 and be fully implemented on 31 December 2021.

The Electrical and Mechanical Services Department (EMSD) announced today (March 27) the rating results of the Liquefied Petroleum Gas (LPG) Cylinder Distributor Safety Performance Recognition Scheme for 2019 for public reference. All the 167 distributors under the five registered gas supply companies supplying cylindered LPG in Hong Kong joined the Scheme.
Organised by the EMSD and registered gas supply companies, the Scheme aims to further enhance the safety performance of the LPG cylinder trade. The third phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS) will be in full implementation on Sunday (December 1, 2019) to include televisions, storage type electric water heaters and induction cookers. The scope of two existing prescribed products has also been extended, such that room air-conditioners will also include those with heating functions, and washing machines will also include those with a rated washing capacity of more than 7 kilograms but not exceeding 10 kg.

To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in organisations, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organise different types of publicity activities. The Outstanding Registered Electrical Worker Awards Scheme is among one of them. The Scheme aims to select outstanding electrical workers in the trade to recognise their excellent performance, and allow trade members to learn about how the award winners promote and implement a work safety culture in their work as well as their daily work experience and insights through sharing for reference by the trade. This year, apart from staging the Outstanding Registered Electrical Worker Awards Scheme, the EMSD will also collaborate with the Hong Kong and Kowloon Electrical Engineering and Appliances Trade Workers Union, the Hong Kong Electrical Contractors’ Association and the Association of Electrical Contractors to organise for the first time the Outstanding Registered Electrical Contractors Competition, with a view to further encouraging registered electrical contractors (RECs) to improve quality control and work processes, thus fostering the trade to set an example and enhance professional standards.

On 23 May 2019, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from June 1 to June 30, 2019. The auto-LPG ceiling prices for dedicated LPG filling stations in June 2019 are in the range from $3.37 to $3.91 per litre, representing no change or a decrease of $0.01 per litre from the ceiling prices in May 2019. The Electrical and Mechanical Services Department (EMSD) today (April 29) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from April 2018 to March 2019) for public reference.
According to the rating results, 31 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 14 registered lift contractors and 18 registered escalator contractors had not been found in non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 10,494 inspections of lifts and escalators during the period.

The Electrical and Mechanical Services Department (EMSD) announced today (March 8) the rating results of the Liquefied Petroleum Gas (LPG) Cylinder Distributor Safety Performance Recognition Scheme for 2018 for public reference. All the 168 distributors under the five registered gas supply companies supplying cylindered LPG in Hong Kong joined the Scheme.

According to the rating results, 28 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 15 registered lift contractors and 19 registered escalator contractors had not been found in non-compliance with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 14,617 inspections of lifts and escalators during the period.

The purpose of the “Guidance Notes for the Electrical Products (Safety) Regulation” (GNs) is to provide guidance for facilitating to understand the requirements of the Electrical Products (Safety) Regulation and ensure that the supply of electrical products to be safe in Hong Kong. With a view to providing up-to-date guidance, the GNs will be appropriately amended in 2019 after consultation with members of the public and trade.
Based on the latest technology development, safety requirements, feedbacks received and experiences gained in enforcement of the aforesaid Regulation in the past years, EMSD proposes to amend certain areas of the GNs. With effect from 6 December 2018, the reference number of one “Panasonic” refrigerating appliance model has been removed as it failed in the compliance monitoring testing on energy efficiency and performance characteristics under the Mandatory Energy Efficiency Labelling Scheme. The Smart Vehicle Mechanic Quiz Competition jointly organized by EMSD, the Vehicle Maintenance Technical Advisory Committee and the Pro-Act Training and Development Centre will be held on 13 December 2018. The organisers have extended the application deadline to 30 November, 2018. Registered Vehicle Mechanics are welcome to participate in the Competition.
The application process is simple. Participants may submit their completed entry forms to the Vehicle Maintenance Registration Unit of the EMSD by electronic mail, by post or in person.
To promote the Voluntary Registration Scheme for Vehicle Mechanics (VRSVM) and the Voluntary Registration Scheme for Vehicle Maintenance Workshops (VRSVMW), as well as publicisng the quality services provided by registered vehicle maintenance workshops / registered vehicle mechanics, the Electrical and Mechanical Services Department (EMSD) and the Vehicle Maintenance Technical Advisory Committee jointly organised the Four-Panel Photo Story Telling Competition.
The Competition is divided into two categories, (1) Open Group and (2) Master Group. Participants must submit their entries to the Vehicle Maintenance Registration Unit of the EMSD on or before 28 February 2019..
With the advancement of technology in Light Emitting Diodes (LED) lamp, it become more popular in the market with its long lamp life and low power consumption characteristics. The Electrical and Mechanical Services Department (EMSD) today (October 12) de-registers two models of electric storage water heater from the registration records under the Voluntary Energy Efficiency Labelling Scheme (VEELS) as they failed to reach the energy efficiency performance submitted to the EMSD for registration of Voluntary Energy Efficiency Labelling Scheme. The energy labels should be removed from the concerned electric storage water heaters in the market. Besides, one model of “German Pool” electric storage water heater was two heated tanks design. It could not be covered by relevant test standard and Labelling Scheme and it should be removed from the registration record.

The Electrical and Mechanical Services Department today (September 27) urged the public to stop using 15 models of Ariston and Indesit tumble dryers as the manufacturer of the products found a potential risk of fire when excess fluff comes into contact with the dryers' heating element.

The Electrical and Mechanical Services Department (EMSD) today (September 26) urged the public to suspend the use of IKEA's CALYPSO ceiling lamps (date stamps 1625 to 1744), to properly remove the glass shade immediately, and to contact the product supplier, IKEA Hong Kong, for product replacement or refund.
According to the supplier, the glass shades of the ceiling lamps may pose a potential risk of falling. The supplier has therefore decided to arrange a recall with product replacement or full refund for these batches of products.

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air-conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. Among these contractors, 16 registered lift contractors and 20 registered escalator contractors had not been found non-compliance with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. In view of the lift incidents in recent months involving aged lifts that have yet to undergo modernisation works, the Government proposed earlier short, medium and medium to long-term measures to enhance the safety of those lifts. Recently in Hong Kong, several operators have been found offering small powered carts with design emphasizing on drifting (commonly known as "Crazy Cart"「甩尾車」) for use by the public. According to the current operation, the Crazy Carts, together with the machinery, equipment and plant connected to, or used in connection with the Crazy Carts (collectively known as "the subject Crazy Cart devices"), are designed to be driven by members of the public primarily for amusement purpose. After detailed examination of the subject Crazy Cart devices and their current operation, the Government considers that the subject Crazy Cart devices are amusement rides which are subject to the regulation of the Amusement Rides (Safety) Ordinance (Cap. 449) (the "Ordinance"). Pursuant to the Ordinance, the owners of the subject Crazy Cart devices shall obtain the "Permit to Use and Operate" issued by the Electrical and Mechanical Services Department. Where the venues in which the subject activities are carried on are ones to which the general public is admitted (with or without payment), a "Places of Public Entertainment Licence" ("PPEL") issued by the Food and Environmental Hygiene Department under the Places of Public Entertainment Ordinance (Cap. 172) is also required. Existing operators of the subject Crazy Cart devices shall contact the relevant departments to apply for the permit / licence as soon as possible.

The Electrical and Mechanical Services Department today (March 24) urged the public to stop using three models of KitchenAid electric kettles as the manufacturer of the product found a potential risk of the kettle handle being displaced which could cause danger.
The three models of the electric kettles concerned were on sale in Hong Kong from 2016 to February this year. Their model numbers are:
For those who have purchased the electric kettles of the aforementioned model numbers, please contact the product supplier Jebsen Consumer Products Co., Ltd at 2926 2300 to arrange product replacement or refund. The hotline will operate from March 26 onwards from 9am to 6pm Mondays to Fridays.

The Government has proposed in the 2018-19 Budget released yesterday on February 28 that to promote the development of renewable energy and use of energy-efficient building installations for a low-carbon future, starting from the 2018-19 financial year, the capital expenditure on these installations can be fully deducted in the first year of purchase, instead of five years as currently stipulated. The Electrical and Mechanical Services Department (EMSD) today (Jan 24) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from January 2017 to December 2017) for public reference.
According to the rating results, 36 registered lift contractors and 27 registered escalator contractors were awarded the Safety Star. Among these contractors, 17 registered lift contractors and 19 registered escalator contractors had not been found non-compliance with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 11,231 inspections of lifts and escalators during the period.

According to the rating results, 37 registered lift contractors and 27 registered escalator contractors were awarded the Safety Star. At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air-conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. With effect from 20 September 2017, the reference number of one “PHILCO” dehumidifier model has been removed as it failed in the compliance monitoring testing on energy performance under the Mandatory Energy Efficiency Labelling Scheme. The Electrical and Mechanical Services Department today (September 13) reminded the public that there is a potential risk of overturning for two models of Panasonic LCD televisions. The supplier, Shun Hing Electronic Trading Co Ltd, advised that the televisions of the models concerned may overturn when the swivel stands have been repeatedly used, possibly causing wear and tear of the components.

The above televisions were sold in Hong Kong in 2012 and 2013. Shun Hing will offer free inspection and structural reinforcement services for the affected customers, and will post a notice announcing relevant services at its website (www.panasonic.hk) today.

Building management is never simple as it involves various aspects such as maintenance, environmental hygiene, fire safety, as well as promotion and education on sound building management. To maintain a good living environment, the co-operation between residents and building management organizations, and the management quality of the daily routine of the management teams are absolutely essential. In view of this, a "Building Management Week 2017", from 21st to 24th September, 2017, will be jointly debuted by the Water Supplies Department, the Buildings Department, the Electrical and Mechanical Services Department, the Fire Services Department, the Food and Environmental Hygiene Department, and the Home Affairs Department. In particular, a "Quality Management • Caring Buildings" Property Management Competition is specially co-organized with the Hong Kong Institute of Housing and the Hong Kong Association of Property Management Companies. We are now cordially inviting eligible Hong Kong property management organizations and residents to participate in this event.
"Quality Management • Caring Buildings" Property Management Competition aims to encourage property owners and property management companies to continuously improve their building management, advocate the message of quality building management to residents and give recognition to outstanding building management organizations. Participants will be grouped into categories according to the scale of their establishments and whether a property management company is engaged. A selection committee consisted of representatives from the Government departments and professional bodies will select the awardees of each category by paper reviews and onsite inspections.
Each category will have a gold award, a silver award, a bronze award, and merit awards. Gold-winners of each category will be invited to attend the Building Management Symposium scheduled for 23rd September, 2017 to share their experiences with their peers. In response to climate change, the world is committed to reducing greenhouse gas emissions and phasing out the use of high Global Warming Potential (GWP) gases. At present, refrigerants that are widely adopted in domestic air conditioners usually have high GWP. Leakage of these refrigerants to the atmosphere will accelerate global warming. So individual manufacturers of domestic air conditioners have opted for lower GWP refrigerants, but some of which may have mild flammability. A notable example of mildly flammable refrigerants is R32.
Domestic air conditioners using mildly flammable refrigerants should be labelled with a “Flammable” symbol for identification. Before purchasing such products, consumers should pay particular attention to the restrictions on use as specified by the manufacturers, such as requirements on minimum room area and minimum installation height, etc. They may check with the agents or suppliers for relevant restrictions. Installation, inspection or maintenance of the products should be carried out in compliance with the specified restrictions by the agents, suppliers or technicians who have experience in mildly flammable refrigerants.

The Electrical and Mechanical Services Department (EMSD) announced today (March 17) the rating results of the Liquefied Petroleum Gas (LPG) Cylinder Distributor Safety Performance Recognition Scheme for 2016 for public reference. All the 180 distributors under the five registered gas supply companies supplying cylindered LPG in Hong Kong joined the Scheme.

The Electrical and Mechanical Services Department today (January 12) urged the public to stop using two models of PMS extension unit with the model numbers 2199 and 8618N, and contact the supplier, Supeready Company Ltd, for free replacement.
A safety test revealed that the models failed to meet the relevant international safety standard, and led to switch failure and an excessive temperature rise respectively in the test, posing a safety hazard.
According to the information from the supplier, the models were sold between January 2015 and September 2016 with "Pricerite" and "PMS" printed on their packages respectively. The supplier decided to voluntarily recall the products and offer free replacement. It will post notices announcing the recall and replacement arrangements in newspapers today and tomorrow (January 13).

To cope with the latest requirements of relevant regulations and international standards, and be in line with current good trade practice for using fresh water cooling towers (FWCT), a review of “FWCT Scheme for Air Conditioning Systems Brochure (2010 Edition)” and the “Code of Practice for Water-cooled Air Conditioning Systems (2006 Edition)” has been conducted by EMSD. The review has further updated some requirements stipulated in the Scheme Brochure (2006 Edition) and the Code of Practice for Water-cooled Air Conditioning Systems: Parts 1, 2 & 3 (2006 Edition), which was completed in December 2016. The titles of “Fresh Water Cooling Towers Scheme for Air Conditioning System” and “Code of Practice for Water-cooled Air Conditioning Systems: Parts 1-3” have been renamed as “Fresh Water Cooling Towers Scheme” (2016 Edition) and “Code of Practice for Fresh Water Cooling Towers: Parts 1-3” (2016 Edition) respectively. The Prevention of Legionnaires' Disease Committee (PLDC) has recently updated the Code of Practice for Prevention of Legionnaires' Disease and other general publications. The new edition of the Code of Practice for Prevention of Legionnaires' Disease (2016 Edition) has mainly enhanced the general precautions for cold and hot water supply systems together with other general updates. It provides guidelines for proper design, operation, maintenance of related facilities to prevent the spread of legionella. This code of practice is developed by the Gas Standards Office of the Electrical and Mechanical Services Department to introduce in details the operation and requirements of the security label system for LPG vehicle fuel tanks, with a view to ensuring that revalidation or replacement of internal or external components of a fuel tank is carried out by a Competent Person employed or engaged by a registered gas supply company at its LPG fuel tank workshop.
At the initial stage of implementation of the security label system, blue security labels will be affixed by the Gas Standards Office to the fuel tanks of existing LPG vehicles to prevent someone from carrying out unlawful replacement of internal or external components of fuel tanks prior to the next revalidation or replacement. Importers of LPG vehicles are required to affix blue security labels for newly imported LPG vehicles. Red security labels, however, have to be affixed by registered gas supply companies at LPG fuel tank workshops after revalidation or replacement of internal or external components of fuel tanks.

On 22 December 2016, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from 1 January 2017 to 31 January 2017. The auto-LPG ceiling prices for dedicated LPG filling stations in January 2017 are in the range from $2.76 to $3.27 per litre, representing a decrease of $0.07 to $0.08 per litre from the ceiling prices in December 2016. The Electrical and Mechanical Services Department today (December 16) urged the public to stop using one model of Philips extension unit with the model number SPN1066B/30 and contact the supplier, Gibson Innovations, for free replacement.
A safety test revealed that the model failed in the operation stress test of the relevant international safety standard, and may lead to a short circuit and pose a safety hazard.
According to the information from the supplier, the model was sold between April 2014 and November 2016. The supplier decided to voluntarily recall the product and offer free replacement. It will post notices announcing the recall and replacement arrangements in newspapers today and next Monday (December 19).

The Electrical and Mechanical Services Department (EMSD) today (October 28) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from October 2015 to September 2016) for public reference.
According to the rating results, 35 registered lift contractors and 27 registered escalator contractors were awarded the Safety Star. Among these contractors, 16 registered lift contractors and 17 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 8,621 inspections of lifts and escalators during the period.

When LPG cylinder has been used up or for whatever reasons the LPG cylinder has to be temporarily removed from the domestic premises, the LPG cylinder should be returned to your LPG distributor as soon as possible. In any event, LPG cylinders should not be left unattended in a public place. If you notice any unattended or abandoned cylinders, you can telephone the 24-hour emergency hotlines of respective registered gas supply company to collect them.

The Electrical and Mechanical Services Department today (September 21) urged the public to suspend the use of the detachable power plug of the Swing Maxi, Swing and Freestyle models of the Medela breast pump, and contact the supplier to arrange replacement.

To further enhance the safety performance of LPG cylinder trade, the EMSD and the Registered Gas Supply Companies (RGSCs) jointly launched the LPG Cylinder Distributor Safety Performance Recognition Scheme in early 2016. All the 184 distributors under the five RGSCs supplying cylindered LPG in Hong Kong joined the Scheme. EMSD announced the rating results on 20 July 2016 for public reference.

With effect from 13 April 2016, the reference numbers of one “Rasonic” and two “OMNI” compact fluorescent lamp models have been removed as these models or their family members failed in the compliance monitoring testing on energy performance under the Mandatory Energy Efficiency Labelling Scheme. The Electrical and Mechanical Services Department (EMSD) today (March 17) urged the public to suspend the use of IKEA's GOTHEM floor and table lamps and contact the product supplier, IKEA Hong Kong, for product return and refund.
According to the supplier, damaged cables have been found in the bases of the products, which may lead to the metal body to become electrically live and pose potential risk of electric shock. The supplier has therefore decided to arrange a recall with full refund for these products.

The Electrical and Mechanical Services Department (EMSD) today (February 9) urged the public to suspend the use of IKEA’s LOCK, HYBY and RINNA ceiling lamps, immediately remove the glass shade and contact the product supplier, IKEA Hong Kong, for product return and refund.
According to the supplier, the glass shades of the ceiling lamps may pose potential risk of falling. The supplier has therefore decided to arrange a recall with full refund for these products.

The Electrical and Mechanical Services Department today (January 26) urged the public to suspend the use of the power cords for Microsoft Surface Pro, Microsoft Surface Pro 2 and Microsoft Surface Pro 3 tablets purchased on or before July 15, 2015, and contact the supplier, Microsoft Corporation, for free replacement.
According to the supplier, the power cords may be damaged if bent repeatedly and sharply, or wrapped tightly. Damaged power cords may pose threats of electric shock, or become overheated and catch fire.
