Registered Lift Contractor and/or Registered Escalator Contractor

Requirements for Application for Registration as a Lift Contractor and/or an Escalator Contractor

The requirements on the qualifications and experience for application for registration as a lift contractor or an escalator contractor are detailed in Sections 74 & 86 of and Parts 2 & 4 of Schedule 8 to the Lifts and Escalators Ordinance (“LEO”) (Cap. 618). An applicant is qualified for registration as a lift contractor and/or an escalator contractor, if the applicant:

  1. has at least a director, partner or employee who is:
    1. a corporate member of the Hong Kong Institution of Engineers; or
    2. a registered lift engineer and/or a registered escalator engineer;
  2. is not less than two other employees with one of them being qualified to carry out lift works and / or escalator works independently;
  3. is in possession of necessary facilities, resources and workforce for carrying out lift works or escalator works; and
  4. is capable of obtaining technical support from a lift manufacturer or an escalator manufacturer for technological updating, technical training of staff, and sourcing of spare parts.

Requirements for Application for Renewal of Registration as a Lift Contractor and/or an Escalator Contractor

Every registered lift contractor or registered escalator contractor applying for renewal of registration as a lift contractor or an escalator contractor is required to

  1. Continue to comply with the requirements under Section 1 above ; and
  2. Submit the renewal application at least 1 month before and no earlier than 4 months before the expiry of the current registration

Application Procedures

3.1 The fee for application for registration as both a lift contractor and an escalator contractor is HK$3,300.
The fee for application for registration as either a lift contractor or an escalator contractor is HK$ 2,980.
The fee for application for renewal of one type of registration is HK$515 while that for two types of registration is HK$550.
(Note: Any application fee received will not be refunded regardless of the result of application.)

3.2 An applicant can submit his or her application by any one of the following methods :
  1. In person - to submit the application and application fee to the Registration and Permit Office at G/F, Electrical and Mechanical Services Department Headquarters, 3 Kai Shing Street, Kowloon Bay, during the following office hours:

    Monday to Friday : 9:00 a.m.to 5:15 p.m
    (Saturday, Sunday and Public Holidays : Closed)

  2. By post - to submit the application form, copies of relevant documents, and application fee in the form of a cheque, to our Registration and Permit Office at G/F, Electrical and Mechanical Services Department Headquarters, 3 Kai Shing Street, Kowloon Bay.
All cheques should be made payable to " The Government of the Hong Kong Special Administrative Region " and crossed. Cheques must not be made payable to any individual officer. Post-dated cheque will not be accepted.

3.3 New Application

The applicant is required to submit to the EMSD a duly completed Form LE31, the application fee, and documents in support of the application as follows:
(Note: Photocopying service will not be provided at the Registration and Permit Office)

  1. Proof of company registration, including:
    1. An officially certified true copy of the company’s current Business Registration Certificate, obtainable from the Business Registration Office of the Inland Revenue Department;
    2. An officially certified true copy of the company’s application form for registration under the Business Registration Regulations, obtainable from the Business Registration Office of the Inland Revenue Department;
    3. In case of a limited liability company, a printed copy of the Memorandum and Articles of Association together with an officially certified true copy of the Certificate of Incorporation of the limited liability company, obtainable from the Companies Registry; and
    4. A copy of the Annual Return pursuant to the Companies Ordinance.
  2. An organisation chart of the company.
  3. A copy of the minutes of meeting of the Board of Directors of the company showing the intention to undertake lift/escalator works, the decision to seek registration and appointment of Authorized Signatories.
  4. Copies of documentary proof in relation to the applicant, authorised signatories, employed professional staff and technical staff including:
    1. Hong Kong Identity Card/passport; (Copy of the identity card/passport is not required if the relevant personnel produces his/her original identity card/passport to our Registration and Permit Office at the time of his/her submission of the application form.)
    2. Certificates or testimonials of professional qualifications (if applicable) ;
    3. Certificates or testimonials of relevant education and academic qualifications;
    4. Documentary proof of relevant working experience;
    5. Training certificates or records with detailed description of the training items;
    6. Documentary proof of employment status:
      • Copy of employer’s Mandatory Provident Fund contribution record or tax return on staff remuneration;
      • Written confirmation(s) of the date(s) of employment of the authorised signatory/signatories, employed professional staff and technical staff;
  5. Documentary proof as to the provision of technical supports to the applicant by the lift manufacturer(s) and/or escalator manufacturer(s) for supplying new lifts/escalators, provision of technology updating, technical training for staff and sourcing of spare parts.
  6. A set of workers’ safety handbook, emergency manual, operational control procedure/manual prepared by the company, and installation, commissioning, repair and maintenance manuals issued by the lift/escalator manufacturer.
  7. Particulars of the workshop, including:
    1. List of equipment;
      • The company should possess essential equipment and tools for its sole use for performing lift works / escalator works. Essential equipment and tools cover at least a drilling machine, electric arc welding machine, gas welding machine, hand drill, a bench completed with a vice, chain block, multi-meter, megger, speedometer, gauges for measuring clearance, door stoppers, rope tension and door closing force measuring devices;
    2. A copy of relevant document substantiating the addresses of the workshop;
      • A copy of the purchase / lease agreement of the workshop;
      • An authorization letter issued by the owner / tenant of the workshop premises and written explanation on the relationship between the owner / tenant and the applicant, if the premises is not purchased / leased by the applicant;
      • A copy of receipts for payment of Government rates or utility charges if the lease agreement has not been stamped;
    3. Layout plan.
All submitted duplicates must be certified true copies of the originals by the applicant.

3.4 Renewal Application

An/The applicant is required to submit to the EMSD a duly completed Form LE31, application fee, and documents in support of the application as follows:
(Note: Photocopying service will not be provided at the Registration and Permit Office)

  1. An officially certified true copy of the company’s current Business Registration Certificate, obtainable from the Business Registration Office of the Inland Revenue Department;
  2. If any part of Section (D) to Section (G) of this application form has been updated, relevant supporting documents are required to be provided, for example:
    1. Copies of documentary proof in relation to the applicant, authorised signatory/signatories, employed professional staff and technical staff
      (Please refer to item 3.3(iv) of “New Application” for the requirements of the documentary proof)
    2. Documentary proof as to the provision of technical supports to the applicant by the lift manufacturer(s) and/or escalator manufacturer(s) for suppying of new lifts/escalators, provision of technology updating technical training for staff and sourcing of spare parts.
  3. Updated particulars of the workshop
    (Please refer to item 3.3(vii) of “New Application” for the requirements of the documentary proof)
All submitted duplicates must be certified true copies of the originals by the applicant.
