Examination of amusement rides and kiddie rides

Pursuant to the Amusement Rides (Safety) (Operation and Maintenance) Regulation (Cap 449B), the owner of an amusement ride / kiddie ride shall appoint a Surveyor / Qualified Person to examine his/her ride, before and thereafter on a regular basis, operating the ride for use by members of the public.  The examination shall include any structural, electrical, mechanical and safety equipment that may be necessary to ascertain the integrity and safe operation of the ride.

Any person who possesses the necessary qualifications, experience, expertise in connection with the installation, testing and examination of amusement rides / kiddie rides is required to obtain the approval from the Electrical and Mechanical Services Department (EMSD) before acting in the capacity of a Surveyor / Qualified Person.

Application requirements

Surveyor

Surveyor is responsible for the examination of amusement rides (including kiddie rides).  The applicant should be a Registered Professional Engineer, under the Engineers Registration Ordinance (Cap 409), in mechanical, marine, electrical or electronic engineering discipline; and has at least 3 years relevant practical experience.

Qualified Person

Qualified Person is responsible for the examination of kiddie rides.  The applicant should possess a Higher Certificate or Higher Diploma in mechanical, marine, electrical or electronic engineering from the Hong Kong Polytechnic (currently known as the Hong Kong Polytechnic University) or technical institute; and has at least 3 years relevant practical experience.

How to apply

Applications for approval as Surveyor / Qualified Person should be made to the General Legislation Division of EMSD.  The procedures for applications are as follows:

  1. Complete the application form, Form 17 [PDF format (3,330KB)] for Surveyor or Form 19 [PDF format (756KB)] for Qualified Person, according to the given instructions.
  2. Submit the completed application form together with the supporting documents and the prescribed application fee [PDF format (114KB)] in person / by mail to the General Legislation Division of EMSD or via Electronic Submissions.  Payment by crossed cheque, cashier order or bank draft in Hong Kong dollars should be made payable to “The Government of the Hong Kong Special Administrative Region”.  Post-dated cheque will not be accepted and cash should not be sent by post.

Assessment of application

The application will be assessed to determine whether the applicant meets the basic requirements in qualifications and experience as stipulated above.  If necessary, the applicant may be requested to provide further supporting documents / information.
If the qualifications and experiences of the applicant meet the requirements, the applicant will be invited for a written examination and / or an interview aiming at verifying the conversancy of the applicant in the subject matters.

Form 18 (Certificate of Approval as a Surveyor) or Form 20 (Certificate of Approval as a Qualified Person) will be issued to the successful applicant.
