Purpose of registration

The purpose of the registration scheme is to ensure that only individuals in possession of the necessary qualifications, experience and expertise in connection with the installation, testing and examination of builders ' lifts and tower working platforms are registered as a registered examiner under the Builders' Lifts and Tower Working Platforms (Safety) Ordinance.

Inclusion in Register of Examiners for Builders' lifts and Tower Working Platforms

Who may register

Any person may apply for inclusion in the Register of Examiners. Applications can be made either under section 3(2) or section 3(3) of the Ordinance. The application requirements are as follows:

  1. Application under Section 3(2)

    Section 3(2) requires that the applicant is a registered professional engineer registered under the Engineers Registration Ordinance (Chapter 409) within the discipline of mechanical, building services or marine engineering; and has at least one year's working experience in connection with the installation, testing and examination of builders' lifts and tower working platforms.

    Assessment of applications under section 3(2) will be mainly based on the applicant's qualifications and experience by documentation and interview.
  2. Application under Section 3(3)

    Section 3(3) requires that the applicant, by reason of his/her other qualifications and experience, satisfies the Director of Electrical and Mechanical Services that he/she is qualified to carry out the duties and exercise the functions required to be carried out and exercised by a registered examiner under the Ordinance.

    For applications under this section, the applicant should possess at least a higher diploma or degree in mechanical, marine or building services engineering plus 6 years of relevant engineering experience, of which at least one year should be in connection with installation, testing and examination of builders' lifts and tower working platforms, after the award of the diploma or degree. Apart from the above qualification and experience requirements, assessment of the application will be based on the applicant's results of a written examination and an interview.

How to apply

Applications for registration as registered examiners should be made to the Electrical and Mechanical Services Department. The procedures for application are as follows :

  1. Download an application form (Form 1 - Application for Inclusion in the Register of Examiners
  2. Complete the application form carefully according to the "Guidance Notes to Complete Form 1" attached with the application form.
  3. Submit the completed application form together with supporting documents and the application fee specified in the Builders' Lifts and Tower Working Platforms (Safety) (Fees) Regulation either
    1. by post to the General Legislation Division of EMSD, or
    2. in person to EMSD's Customer Services Office (CSO) at G/F., EMSD Headquarters Building, 3 Kai Shing Street, Kowloon Bay.
Note*: Payment by cheques, drafts or cashier orders should be made payable to the "The Government of the Hong Kong Special Administrative Region" and crossed. They should not be made payable to any individual officer. Post-dated cheques are not accepted. Cash should not be sent by post. Application fees are not refundable once the application form is accepted. For the payment by cash, please submit the application fee to EMSD's Customer Services Office (CSO) at G/F., EMSD Headquarters Building, 3 Kai Shing Street, Kowloon Bay, for processing.

Requirement for examination

The applicant is required to attend an interview for applications submitted under section 3(2) or a written examination and an interview for those submitted under section 3(3) of the Ordinance.

  1. Application submitted under section 3(2)

    The interview will aim at checking the qualifications and working experience of the applicant in connection with the installation, testing and examination of builders' lifts and tower working platforms. No written examination is required.

  2. Application submitted under section 3(3)

    An applicant will be notified to attend a written examination upon satisfaction of his/her minimum qualifications and experience. An interview will be then arranged if he/she passes the written examination.

Written Examination

A 3-hour open-book written examination in essay form will be held. The total mark of the examination paper is 100 and the passing mark is 70. If the applicant obtains less than 70 marks, his/her application will be considered unsuccessful. The syllabus of the written examination includes:

Interview

Upon passing the written examination, the applicant is required to attend an interview. The applicant will be asked about his/her knowledge in connection with installation, testing and examination of builders' lifts and tower working platforms. No written materials including technical manuals, copy of the Ordinance, codes of practice will be allowed to be brought into the examination centre for reference. The applicant is required to prove to the interviewers that he/she is qualified in carrying out the duties and exercising the functions required to be carried out and exercised by a registered examiner under the Ordinance.

Notification of Result

The applicant will be notified of the result by post within 3 months from the date of receipt of the completed application form. A "Certificate of Registration" (Form 2) will be issued to each successful applicant.
