The management and staff of the Electrical and Mechanical Services Department (EMSD) are both committed to improving corporate core competencies and business performance by utilising innovative methods for the continuous development of human resources, and enhancing the productivity of each employee.
To provide quality training programmes for Engineering Graduates, Technician Trainees II and Technician Trainees I to meet requirements of academic institutions and business objectives of the EMSD.
To provide staff with quality training, covering induction, safety, vocational, supervisory, information technology, quality management and other necessary training to enable the effective and efficient delivery of service.
To develop an innovative learning culture to encourage and support staff to learn and share knowledge and skills, thereby enhancing their intellectual, professional, technical and managerial capabilities.
To promote a culture of mutual learning and knowledge sharing with clients, contractors and suppliers, thereby strengthening our relationship with business partners.
The achievements of the EMSD today lie in the hands of our diligent and professional staff. Therefore, we have been proactively providing training and development opportunities for our staff to unleash their potential, in order to build an innovative and excellent work team. We are committed to nurturing the younger generation, pioneering the Technician Training Scheme and the Engineering Graduate Training Scheme. As the Government's Innovation Facilitator, we have continuously allocated resources to staff training, innovation and technology development, especially in artificial intelligence, and enhancement of electrical and mechanical (E&M) service quality over the years. To achieve "E&M 3.0 – Intelligent E&M" of the third Five-year Strategic Plan, we have also collaborated with partners in the Greater Bay Area and Hong Kong (e.g. the Guangzhou Industry and Trade Technician College) to organise training courses for our staff, so as to enhance their expertise and equip them with new skills.
Regarding knowledge inheritance, we use knowledge management platforms, such as online learning platforms, so that our staff can gain knowledge and experience anytime and anywhere, thereby enhancing team capabilities and efficiency. With our efforts in talent training and knowledge management, the EMSD was honoured with a silver award in the Award for Excellence in Training and Development 2021 by the Hong Kong Management Association.
