To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in organisations, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organise different types of publicity activities, including the Outstanding Registered Electrical Worker Awards Scheme and the Outstanding Registered Electrical Contractors Competition.
Technology is developing rapidly, and so is the electrical trade . In recent years, the emergence of various smart devices and new technologies has presented new opportunities and challenges to the electrical trade. It is doubtlessly an important issue for trade practitioners to ensure work safety while maintaining work efficiency.
This "Short Film Competition on Innovative Technology for Electrical Safety" provides the electrical trade with a platform to showcase their innovative safety concepts. Participants can make short films to share how to use innovation and technology (I&T) to improve the work environment and enhance the awareness of electrical safety for trade members’ reference. I&T applications that effectively improve the safety of electrical work, such as smart devices, virtual reality technology and artificial intelligence analysis, can also be included in their entries. Participants can share their insights with the trade through this competition.
We hope that this competition can further encourage the electrical trade to foster innovation and cultivate a safety culture, and thereby enhancing electrical safety. Let us look forward to excellent entries, and witness how participants apply technologies to implement innovative safety concepts in electrical work, so as to prevent electrical accidents and promote a safety culture.
Participants can enter the competition as individuals or teams. There must be at least one registered electrical worker in a team, whereas a participant who enters the competition individually must be a registered electrical worker.
Participants must not have been convicted or disciplined under the Electricity Ordinance or its subsidiary legislation in the past three years.
All entries must be based on the theme of improving the environment of electrical work and raising the awareness of electrical safety, with a title in Chinese or English of no more than 20 words and a synopsis in Chinese or English of no more than 100 words to elaborate on the content and creative concepts of the videos. Entries without a title or synopsis will not be accepted.
Entries can be made with any digital video recording equipment (including mobile phones). The total duration of any video should be about 1 minute.
There is no restriction in the video production method. The videos can be produced with a variety of digital materials, including but not limited to illustrations, photos, graphics and words. Different ways of expression can also be adopted, including but not limited to video shooting, computer animation, hand-drawn animation, stop-motion animation.
The videos can include sounds and words, and use Chinese, English or a mix of both languages. All entries must be submitted in MOV, MP4, WMV or AVI format with a resolution of no less than 1280 x 720.
All entries must be the original works of the participants. Plagiarism or usage of unauthorised materials, such as images and musical effects, are strictly forbidden. Participants will be disqualified if their entries involve plagiarism, or have been published, or have entered other competitions. Winning entries may be uploaded to different online platforms for sharing with the trade.
The adjudication panel will assess the submitted entries in accordance with the following criteria:
Conveyance of safety message (25%)
Accuracy of the information (25%)
Innovation (25%)
Broad applicability (25%)

The video can be submitted on an DVD or USB storage device with the completed enrolment form [PDF format (156KB)] to ELD of EMSD (Address: 7/F, 3 Kai Shing Street, Kowloon). Please specify "Short Film Competition on Innovative Technology for Electrical Safety" on the envelope.

The organiser reserves the right to make final decisions on matters or any disputes related to the selection and competition.
The organiser reserves the right to change the rules, prizes and other arrangements without prior notice.
Entry of false or incorrect information on the enrolment form, if found, may result in disqualification of the participants.
To facilitate exchange among trade members, all winners are required to attend the upcoming Annual Technical Seminar cum Prize Presentation Ceremony.
After the prize presentation ceremony, all winners are required to participate in the publicity activities (such as talks/shooting of publicity videos) arranged by the organiser to share their entry.
All EMSD staff and family members of the adjudication panel are not allowed to participate in the selection and competition.
The winners may be interviewed by the Electricity News or other media.
The organiser and co-organiser may publish the list of winners (including the names of the winners and the organisations under which they are employed) in their publications or websites without prior notice.
The qualification of participating REWs will not be affected by the results of the selection/competition.
All collected data will be destroyed after the competition ends.
