As stipulated in the Electricity Ordinance (Cap. 406), all electrical workers engaged in electrical work on fixed electrical installation are required to be registered with the Electrical & Mechanical Services Department (EMSD) of the Government of the Hong Kong Special Administration Region. This is to ensure that electrical work is carried out by qualified electricians to improve electrical safety.
To be qualified for registration as a Grade C electrical worker, applicants without formal academic qualification are required to pass an examination approved by the Director. EMSD, the University of Hong Kong (HKU), the Hong Kong Polytechnic University (HKPU), the Hong Kong Institution of Engineers (HKIE) and the Hong Kong Examinations and Assessment Authority (HKEAA) have jointly organized an "Examination for Registration as a Grade C Electrical Worker" for those who have sufficient years of practical experience in electrical work but without the recognized academic qualifications and wish to apply for registration as Grade C electrical workers.
The examination serves to assess an electrical worker's knowledge in electrical work including the design, installation and maintenance works on any low voltage fixed electrical installation of any current capacity.
Anyone who has passed the "Examination for Registration as a Grade C Electrical Worker" is regarded as having met the requirement for passing an examination approved by the Director of Electrical & Mechanical Services as stipulated in Regulation 6(2)(b)(iii) of the Electricity (Registration) Regulations (See Appendix I).
Note: Candidates who have passed the examination still have to fulfill the electrical work experience requirement as laid down in the Regulations and this will be assessed by EMSD when they make an application for registration as an electrical worker.
The examination consists of two parts (Parts A & B) and normally both parts are arranged in the evening. Part A consists of 50 numbers of multiple-choice questions. Duration of this part is two hours in an evening. No marks will be deducted for wrong answers in the multiple-choice questions and the passing score is 70%.
Part B consists of essay type questions. Candidates have to attempt 4 out of 6 questions. Duration of this part is two and a half hours in an evening. The passing score is 50%.
The examination papers are in bilingual form (i.e. English and Chinese), candidates can choose either language to answer the examination questions.
In order to pass the examination, candidates are required to pass the Part A paper and the Part B paper, either at the same attempt or at different sittings in not more than 3 consecutive examinations of the kind. New candidates or candidates who have neither passed the Part A paper nor the Part B paper would have to take both the Part A & B papers at the same sitting.

Entry Prerequisite - There is no minimum entry prerequisite. However, preference will be given to the current registered electrical workers, in particular Grade B registered electrical workers in case of overmuch entries.
