Stairlift is a type of “lift” regulated by the Lifts and Escalators Ordinance (the Ordinance) (Cap. 618). In general, owners of the stairlift are the responsible persons under the Ordinance if the owners have not conferred the management or control of the stairlift on other persons. The responsible persons have the following responsibilities:
- to engage a registered lift contractor to undertake the installation and maintenance works of a stairlift;
- to ensure that the stairlift and all its associated equipment or machinery are kept in a proper state of repair and in safe working order;
- to engage a registered lift engineer to carry out periodic examination of a stairlift and apply for a Use Permit, and to ensure the stairlift is used or operated with a valid Use Permit displayed at all times in a conspicuous position adjacent to the main landing of the stairlift.
