The Government established the Lift and Escalator Safety Advisory Committee (LESAC) on 9 July 2013 to advise the Director of Electrical and Mechanical Services on matters relating to the administration and enforcement for lift and escalator safety in Hong Kong. Members of the committee are appointed by the Secretary for Development.

The Terms of Reference

1. To advise the Director of Electrical and Mechanical Services on such matters relating to the administration and enforcement of the Lifts and Escalators Ordinance (Cap. 618) and;
2. To advise the Director of Electrical and Mechanical Services on matters referred to the advisory committee by the Director.
