Five-year Term Contract for Maintenance, Modification and Installation Works of Area Traffic Control System in Hong Kong Island

The scope of the works includes comprehensive maintenance, modification and installation works for the Hong Kong Area Traffic Control (HKATC) System, as well as provision of first line maintenance for traffic signals & accessories equipment. The Contract is scheduled to commence in January 2018 for completion in January 2023.

Open tendering is adopted.  All interested contractors who meet the following qualifications and other conditions for participation stipulated in the tender documents are invited to tender:

 The tenderer shall have completed contract(s) for supply, installation, modification or maintenance of traffic signal control system in Hong Kong with an aggregate contract value of not less than HK$9 million within the past 5-year period immediately preceding the tender closing date specified in the Government Gazette to tender regardless of any subsequent extension.  In the case of a joint venture, only the lead participant or major shareholder is required to meet this experience requirement.

If a black rainstorm warning signal or tropical cyclone warning signal No. 8 or above is in force at any time between 9:00 a.m. and 12:00 noon on Friday, 24 November 2017, the tender closing time will be postponed to 12:00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone warning signal No. 8 is lowered.

Sealed tenders in triplicate must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to “The Chairman, Public Works Tender Board” and placed in the Public Works Tender Box situated in Room 4128f, 41/F, Queensway Government Offices, 66 Queensway, Hong Kong.

Late tenders will not be accepted.

1. This tender is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction. This notice also serves as a summary notice required under the Agreement on Government Procurement of the World Trade Organization.
2. A charge will be levied for delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.
3. The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or where the assessment of tenders is based on a marking scheme or formula approach, the tender with the highest overall score.
4. The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
