Description

The scope of the works includes design, supply, installation, testing, commissioning and technical support of Ground Receiving Station and Related Facilities in Hong Kong for the Cospas-Sarsat “Medium Earth Orbit Search and Rescue Satellite System” (MEOSAR).  The Contract is scheduled to commence in September 2018 for completion in March 2028.

Contractors Invited to Tender

Open tendering is adopted.  Contractors who meet the following requirements and other conditions for participation stipulated in the tender document are invited to tender:-

(A)        The tenderer shall have at least one (1) construction contract for the supply and installation of MEOLUT1 and/or LGM MCC2 system(s), which has/have been subsequently certified by Cospas-Sarsat as having been commissioned to the MEOSAR Early Operational Capability (or higher) standard, with an aggregate contract value of not less than HK$10 million within the past 5-year period immediately preceding the tender closing date (1 June 2018) regardless of any subsequent extension.

Note 1: MEOLUT means Local User Terminal (ground station) of the Cospas-Sarsat’s MEOSAR.

Note 2: LGM MCC means Mission Control Centre (MCC) which is capable of merging the processing of Cospas-Sarsat data, including data of Low Earth Orbit Search and Rescue Satellite System (LEOSAR), Geostationary Earth Orbit Search and Rescue Satellite System (GEOSAR) and MEOSAR, in accordance with Cospas-Sarsat’s requirements.

Closing Date/Time

12:00 noon, Friday, 1 June 2018.

If a black rainstorm warning signal or tropical cyclone signal No. 8 or above is in force at any time between 09:00 am and 12:00 noon on 1 June 2018, the tender closing time will be postponed to 12:00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone signal No. 8 is lowered.

Submission of Tender

Sealed tenders in duplicate must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Public Works Tender Board, and placed in the “Public Works Tender Box” situated in Room 4128f on the 41st Floor, Queensway Government Offices, 66 Queensway, Hong Kong.  Late tenders will not be accepted.

Remarks

This tender is not covered by the Agreement on Government Procurement of the World Trade Organization.

A charge will be levied for delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.

The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or where the assessment of tenders is based on a marking scheme or formula approach, the tender with the highest overall score.

The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
