Replacement of CCTV System for Tung Tau Correctional Institution of Correctional Services Department

The scope of the works includes the Replacement of CCTV cameras, recording and display subsystem for Tung Tau Correctional Institution of Correctional Services Department. The Contract is anticipated to commence in January 2019 for completion in January 2022.

Selective tendering is adopted. Confirmed Contractors on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the category of “Video Electronics Installation” and/or “Burglar Alarm and Security Installation”, or joint ventures with participation of local and/or overseas contractors with the lead participant or the major shareholder being a Confirmed Contractor on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the category of “Video Electronics Installation” and/or “Burglar Alarm and Security Installation”, who also meet the following qualifications and other conditions for participation stipulated in the tender documents are invited to tender:-

(A)  The tenderer shall have completed relevant construction contract(s) works for Supply and Installation of CCTV system with a total aggregate contract value of not less than HK$5 million within the 6-year period immediately preceding the tender closing date specified in the Letter of Invitation to Tender regardless of any subsequent extension. In the case of a joint venture, only the lead participant or major shareholder is required to meet this minimum experience requirement; and 

(B)   The tenderer or lead participant / major shareholder for the joint venture must be on the list of licensed security companies eligible to engage in Type III security work at the tender closing date. Detail of the list of licensed refers to http://www.sb.gov.hk/eng/links/sgsia/t3.htm

Contractors not yet on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the category of “Video Electronics Installation” and/or “Burglar Alarm and Security Installation” may submit a request for participation together with a duly completed application for inclusion in the above-mentioned approved list on or before 26 October 2018 to Mr. Manon TAM, Project Division, Electrical and Mechanical Services Department, 6/F, 3 Kai Shing Street, Kowloon, Hong Kong, meet the qualifications and conditions for participation, and their application for inclusion is duly approved on or before the   tendering closing date. Contractors will be liable to have their names removed from the list of approved contractors if they fail or refuse to implement an accepted tender.

If a black rainstorm warning signal or typhoon cyclone warning signal No. 8 or above is in force at any time between 9:00 am and 12:00 noon on Friday, 9 November, 2018, the tender closing time will be postponed to 12:00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the typhoon cyclone warning signal No. 8 is lowered.

In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 am and 12:00 noon on Friday, 9 November, 2018, the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. Sealed tenders in triplicate must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Public Works Tender Board and placed in the Public Works Tender Box situated in Room 4128f, 41/F., Queensway Government Offices, 66 Queensway, Hong Kong before 12:00 noon on Friday, 9 November, 2018.  Tenders must be deposited in the tender box as specified in this tender notice (“Public Works Tender Box”) before the tender closing time. Late tenders and tenders not deposited in the Specified Tender Box will not be accepted.

1. This tender is not covered by the Agreement on Government Procurement of the World Trade Organization.

2. A charge will be levied for delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.

3. The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where the assessment of the tenders is based on a marking scheme or formula approach, the tender has the highest overall score.

4. The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
