Supply and Installation of “Stop-and-go” e-Payment System at Government Tolled Tunnels and Roads

Description

This contract calls for the supply and installation of “stop-and-go” e-payment system at all manual toll booths of government tolled tunnels and roads to provide an additional means of payment for motorists. Under the contract, an e-payment system accepting contactless smart cards will be installed at five government tolled tunnels (Shing Mun Tunnels, Lion Rock Tunnel, Tseung Kwan O Tunnel, Cross Harbour Tunnel and Aberdeen Tunnel) and two roads (Lantau Link and Tsing Sha Highway). Works are expected to commence in March 2016 and will take about 21 months to complete.

Contractors Invited to Tender

Open tendering is adopted. Contractors who meet the following qualifications and other conditions for participation stipulated in the tender documents are invited to tender:- 

(A) Tenderer has at least one relevant construction contract, with awarded contract sum of not less than HK$10 million, in or outside Hong Kong, completed in the past 10 years counting from and including the original date set for the close of tender; AND 

(B) Tenderer has at least one relevant contactless card payment system contract, with awarded contract sum of not less than HK$0.6 million, in or outside Hong Kong, completed in the past 10 years counting from and including the original date set for the close of tender.

Closing Date/Time

12:00 noon 18 December 2015 (Friday) 

If a black rainstorm warning signal or tropical cyclone warning signal No. 8 or above is hoisted at any time between 9:00 a.m. and 12:00 noon on Friday, 18 December 2015, the tender closing time will be postponed to 12:00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone warning signal No. 8 is lowered.

Submission of Tender

Sealed tenders in triplicate must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and placed in the Government Logistics Department Tender Box situated on the Ground Floor of North Point Government Offices at 333 Java Road, North Point, Hong Kong before 12:00 noon on the closing date of the tender as stated above. Late tenders will not be accepted.

Remarks
  1. The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where the assessment of the tenders is based on a marking scheme or formula approach, the tender has the highest overall mark.
  2. The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
  3. Details of the award of this contract will be made available on the Internet.
  4. This tender is not covered by the Agreement on Government Procurement of the World Trade Organization.
  5. A charge will be levied for delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.
