Subject Replacement of Stage Automation System at the Auditorium of Kwai Tsing Theatre
Description

The scope of works includes the design, supply, installation, testing and commissioning of the Stage Automation System at Kwai Tsing Theatre. The Contract is scheduled to commence in September 2016 and will take 300 days to complete.

 

Contractors Invited to Tender

Open tendering is adopted. Contractors who meet the following qualifications and other conditions for participation stipulated in the tender documents are invited to tender:- 

  1. Tenderer must have completed at least four (4) relevant construction contracts each of which with a contract value of not less than Hong Kong Dollars eight million (HK$8 million) within the past five (5) years, counting from the original date set for the close of tender. Each of the relevant construction contracts shall include design, supply, installation and commissioning of new stage automation system and/or replacement of existing stage automation system.  The stage automation system of each of the relevant construction contracts shall control at least fifty (50) axes of stage machinery. The stage automation systems in all the relevant construction contracts shall be from the same product line offered by the tenderer and shall be installed at professional performing arts venues and/or professional entertainment venues, with at least two (2) venues in Europe and two (2) in Asia.
  2. Tenderer shall assign a designated project team with key personnel including a project manager, a site supervisor, a software engineer and a service engineer with the minimum qualification and experience as follows:
    1. Project manager
      • A recognized degree or equivalent in mechanical engineering or electrical engineering or electronic engineering; and
      • Five (5) years post qualification management experience in theatre engineering projects.
    2. Site supervisor
      • A recognized degree or equivalent in an engineering discipline; and
      • Five (5) years post qualification experience in supervising site installation of theatre engineering works.
    3. Software engineer
      • A recognized degree or equivalent in computer science or information technology or electronic engineering; and
      • Three (3) years post qualification experience in system and application programming of stage automation system.
    4. Service engineer
      • A recognized degree or equivalent in an engineering discipline; and
      • Three (3) years post qualification experience in providing technical support, both online and on-site, for maintenance and fault rectification of stage automation system.

Closing Date/Time

12:00 noon, Friday, 19 February 2016

If a black rainstorm warning signal or tropical cyclone warning signal No. 8 or above is in force at any time between 9:00 am and 12:00 noon on Friday, 19 February 2016, the tender closing time will be postponed to 12:00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone warning signal No. 8 is lowered.

Submission of Tender

Sealed tenders in duplicate must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to “The Chairman, Public Works Tender Board” and placed in the Public Works Tender Box situated in Room 4128f on the 41st Floor of the Queensway Government Offices, 66 Queensway, Hong Kong. Late tenders will not be accepted.

Remarks
  1. The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where the assessment of the tenders is based on a marking scheme or formula approach, the tender has the highest overall mark.
  2. The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
  3. This tender is not covered by the Agreement on Government Procurement of the World Trade Organization.
  4. A charge will be levied for delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.
  5. Details of the award of this contract will be made available on the Internet.
