Improvement, Operation and Maintenance of Animal Waste Composting Plant at Ngau Tam Mei and Collection Services

Description

The scope of work includes improvement, operation, maintenance and repair of the existing Animal Waste Composting Plant at Ngau Tam Mei and the related waste collection services. The contract period is 7 years. The services are expected to commence in July 2017 for completion in July 2024.

Contractors Invited to Tender

Open tendering is adopted. All interested contractors who meet the following qualifications and other conditions for participation stipulated in the tender documents are invited to submit tenders:-

(1)  The Tenderer must have - 

    1. at least 12  months of experience in providing services for the operation and maintenance of organic waste composting facilities pursuant to one or more contracts (“O&M Service Contract(s)”). The above mentioned organic waste composting facilities must deploy in-vessel aerobic composting technology and the capital expenditure on the construction and installation of each of them must not be less than HK$ 5 million; or
    2. at least 24  months of experience in providing services for the operation and maintenance of organic waste composting facilities pursuant to one or more contracts (“O&M Service Contract(s)”). The design treatment capacity of the above mentioned organic waste composting facilities must not be less than 20 tonnes per day regardless of the types of composting technology deployed;

within the 7-year period immediately preceding the tender closing date regardless of any subsequent extension; and

(2)  The Tenderer must have at least 12  months of experience in providing services for day-to-day collection, transportation, and disposal to landfills and/or delivery to waste treatment facilities, of solid waste employing vehicle trucks pursuant to one or more service contracts (“Collection Service Contract(s)”) handling an average quantity of waste  no less than one tonne per day per Collection Service Contract within the 7-year period immediately preceding the tender closing date regardless of any subsequent extension; and

(3)  The qualification and experience of the members of the Core Team shall meet the minimum qualification and experience requirements as stipulated in the tender documents.

Closing Date/Time

12:00 noon, Friday, 24 March 2017

If a black rainstorm warning signal or tropical cyclone warning signal no. 8 or above is in force at any time between 9:00 am and 12:00 noon on Friday, 24 March 2017, the tender closing time will be postponed to 12:00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone warning signal no. 8 is lowered.

Submission of Tender

Sealed tenders in triplicate must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to "The Chairman, Central Tender Board" and placed in the Government Logistics Department Tender Box located on the Ground Floor, North Point Government Offices, 333, Java Road, North Point, Hong Kong. Late tenders will not be accepted.

Remarks

This tender is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction.  This notice also serves as a summary notice required under the Agreement on Government Procurement of the World Trade Organization.

A charge will be levied for the delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.

The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where the assessment of the tenders is based on a marking scheme or formula approach, the tender has the highest overall mark.

The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
