Provision of Services for Sampling and Analyzing of Liquefied Petroleum Gas to Electrical and Mechanical Services Department

The scope of services includes collection of liquefied petroleum gas (LPG) samples from LPG filling stations and LPG terminals and testing of the LPG quality. The Contract period is 24 months and the Contract is anticipated to commence in January 2026.

(i)            In case Tropical Cyclone Warning Signal No. 8 or above is hoisted, or Black Rainstorm Warning Signal or “extreme conditions” announced by the Government is/are in force, for any duration between 9:00 a.m. and 12:00 noon on the tender closing date, the tender closing time will be postponed to 12:00 noon on the first working day after the Tropical Cyclone Warning Signal No. 8 is lowered, or the Black Rainstorm Warning Signal or the “extreme conditions” announced by the Government has/have ceased to be in force.

(ii)          In case of blockage of the public access to the location of a Specified Tender Box at any time between 9:00 a.m. and 12:00 noon on the tender closing date, the Government will announce extension of the tender closing time until further notice.  Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable.  The above announcements will be made via press releases on the website of the Information Services Department (http://www.info.gov.hk/gia/general/today.htm).

(iii)         All time references are Hong Kong time.

(iv)        For procurement exercises invited from 1 June 2025 onwards, the Government has fully adopted electronic means in making payments to suppliers and will no longer provide the option of physical cheques. In addition to bank transfer, suppliers may also receive government payments via the Faster Payment System (FPS) by providing “HKID” or “FPS identifier” to procuring departments.

1. For Paper-based Tendering
Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelopes (but should not bear any indication which may relate the tender to the tenderer) according to the manner specified in the tender documents and addressed to the Chairman, Tender Opening Committee, Government Logistics Department, and deposited in the Government Logistics Department Tender Box ("Specified Tender Box") situated at the Ground Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong before 12:00 noon (Hong Kong time) on the closing date of the tender as stated above.

2. For Electronic Tendering
Transmission of the tender through the e-Tender Box (ETB) shall be successfully completed in accordance with the requirements of the ETB before the tender closing time.

3. Late tenders or tenders not submitted in accordance with any one of the submission methods specified in (1) or (2) will not be accepted.
