Triennial Contract for the Provision of Management, Operation and Maintenance Services of the Central to Mid-Levels Escalator and Walkway System (2026 - 2029)

The scope of the Contract includes the management, operation and maintenance of the Central to Mid-levels Escalators and Walkway System of the Hong Kong Special Administrative Region. The Contract is scheduled to commence in September 2026 and expire in August 2029.

Electronic Tendering

1. Tenders in electronic format must be submitted via the Electronic Tendering System for Non-works Tenders (“e-TS(NW)”) before 12:00 NOON (Hong Kong Time) of the Tender Closing Date in accordance with the requirements specified in the Tender Document and the terms and conditions of use and participation of the e-TS(NW).
2. Tenderers should allow sufficient time for complete data transmission before the Tender Closing Time when submitting the Tenders via the e-TS(NW).
3. To ensure successful submission, Tenderers are advised to submit the Tenders as early as possible, in particular to avoid hasty submission within an hour before the Tender Closing Time.

Paper-based Tendering
Tenders in paper form must be deposited in the Government Secretariat Tender Box situated at the Lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong before 12:00 NOON (Hong Kong Time) of the Tender Closing Date.

1. In case tropical cyclone signal No. 8 or above is hoisted, or a black rainstorm warning signal or the "extreme conditions" announced by the Government is/are in force at any time between 9:00 A.M. and 12:00 NOON (Hong Kong Time) on the Tender Closing Date, the Tender Closing Time will be extended to 12:00 NOON (Hong Kong Time) on the next working day.

2. In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 A.M. and 12:00 NOON (Hong Kong Time) on the tender closing date, the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended Tender Closing Time as soon as practicable. The above announcements will be made via press releases on the website of the Information Services Department (http://www.info.gov.hk/gia/general/today.htm).

3. This tender is not covered by the Agreement on Government Procurement of the World Trade Organization.

4. The Government of the Hong Kong Special Administrative Region does not bind itself to accept the lowest tender (or the highest combined score for a tender adopting a marking scheme) or any tender, and reserves the right to negotiate with any tenderer about the terms of the offer.
