Introduction

To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in organizations, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organize different types of publicity activities. The Outstanding Registered Electrical Contractors Competition is one of major activities. The Competition aims to select outstanding electrical contractors in the trade to recognize their excellent performance and promote industry paradigms.

Affected by the COVID-19 epidemic, the Outstanding Registered Electrical Contractors Competition has been suspended since 2020. With the relaxation of social distancing measures and to mark the 75th anniversary of the establishment of the Electrical and Mechanical Services Department this year, the EMSD is collaborating with the Hong Kong and Kowloon Electrical Engineering and Appliances Trade Workers Union and the Hong Kong Electrical Contractors' Association to resume the Outstanding Registered Electrical Contractors Competition, with a view to further encouraging registered electrical contractors to improve quality control and strengthen the safety culture, thus fostering the trade to set an example and enhance professional standards.

Objectives

  1. To constantly encourage registered electrical RECs to promote a work safety culture;
  2. To continuously enhance the professionalism and technical standards of electrical contractors;
  3. To promote trade paradigms and invite electrical contractors to share their insights/give demonstrations for trade members' reference.

Eligibility

Participants who fail to meet the above eligibility requirements may have their enrolment cancelled.

Format and Assessment

(The language used in the Assessment will be in Chinese ONLY)

There are two stages of testing in the selection. In the first stage, after the adjudication panel ascertains that the representative of the participating company possesses a relevant level of knowledge in electrical safety and electrical technology, they will review the "proposal" submitted by the participating teams at the time of enrolment to select the relatively outstanding and eligible proposals (generally no more than six). Successfully selected teams will enter the second stage of testing. The adjudication panel will score the "proposal" of the shortlisted teams and their performance in the second stage of testing to select the winning teams.

First Stage

27 July 2023 (Thursday) Evening

The first stage is a written test. Each participating team is required to send one member to answer the multiple-choice questions on electrical work safety. The written test, which consists of two modules with 40 multiple-choice questions in total, is carried out to ascertain that the representative of the participating company possesses a relevant level of knowledge in electrical safety (module 1) and electrical technology (module 2).

Teams who are eligible to participate in the first stage of the testing will be notified by email. The representative of the participating company who have been notified to attend the written test should carefully read the instructions for the written test before the test.

Second Stage

23 August 2023 (Wednesday) Morning or Afternoon

The testing in the second stage is divided into two parts. Part A is case analysis while Part B is an interview. For case analysis in Part A, the team's representative will be presented with different cases of electrical incidents. He/she is required to analyze the cases and propose amendments. Assessment will be made based on the analysis of the representative.

Part B is an interview. The representative of the participating team is required to further elaborate on the "proposal" submitted at the time of enrolment to the adjudication panel, which will assess whether the "proposal" is widely applicable.

Participating teams that wish to give a more detailed explanation of their "proposals" can present them in any format (such as submission of a more detailed document/report) to the adjudication panel during the interview. If participating teams choose to submit the revised "proposals" in the form of a written report, a PowerPoint presentation or a video, such information may be submitted in Chinese or English two weeks before the interview date (you may also submit it together with photos or audio-visual materials (if any). For submission by e-mail, the size of each mail item shall not exceed 10MB).

Winning teams will be selected among the shortlisted teams based on their "proposals" as well as their performance in the test in the second stage.

The adjudication panel is composed of eight members nominated by each of the following organizations:

Enrolment

Each participating team is required to submit a separate form, together with a proposal on electrical work safety/quality control ("proposal") from the management perspective expressed in any format* for assessment by the adjudication panel. The "proposal" should be able to improve the overall quality of electrical work or the level of work safety and achieve desirable results (for example, the safety level and quality output can be maintained or even enhanced while saving time or materials in the processes) for reference by the trade.

* The "proposal" can be submitted in the form of a written report (no more than 200 words), a PowerPoint presentation (no more than 10 pages) or a short video (approximately 3-5 minutes in length) in Chinese or English. You may also submit it together with photos or audio-visual materials (if any). For submission by e-mail, the size of each mail item shall not exceed 10MB.

Interested participants should send the completed enrolment form [PDF format (551KB)] to the Electricity Legislation Division of EMSD, with indication of "Outstanding Registered Electrical Contractors Competition 2023", by mail/fax/e-mail (Address: 7/F, EMSD Headquarters Building, 3 Kai Shing Street, Kowloon / Fax: 2895 4929 / E-mail: competition.eld@emsd.gov.hk) on or before the deadline 12 July 2023 (Wednesday).

^ Certificates awarded to winning organizations of the gold, silver and bronze prizes of the Outstanding Registered Electrical Contractors Competition may be used for promotion in any form. However, if a winning organization is found to have committed unlawful acts during the competition period, it will be deprived of its prizes and is not allowed to use the certificate for promotion. In case of violation, the organizer reserves all the rights to take appropriate actions.

Announcement of Results

The prize presentation ceremony of Outstanding Registered Electrical Contractors Competition was held during the Annual Technical Seminar on 18 September 2023.

Terms and Conditions

  1. The organizer reserves the right to change the rules, prizes and other arrangements without prior notice.
  2. Entry of false or incorrect information on the enrolment form, if found, may result in disqualification of the participating organization /participating teams.
  3. To facilitate exchange among trade members, all winning teams are required to attend the Annual Technical Seminar cum Prize Presentation Ceremony to be held on 18 September 2023 (Monday). Apart from receiving prizes, they may also be invited to share their "insights"/"demonstrations"/"proposals".
  4. After the prize presentation ceremony, all winning teams are required to participate in the publicity activities (such as talks/shooting of publicity videos) arranged by the organizer to share their "insights"/"demonstrations"/"proposals".
  5. All EMSD staff and family members of the adjudication panel are not allowed to participate in the selection and competition.
  6. The organizer reserves the right to make final decisions on matters or any disputes related to the selection and competition.
  7. The winning teams may be interviewed by the Electricity News or other media.
  8. The organizer and co-organizer may publish the list of winners (including the names of the winners and the organizations under which they are employed) in their publications or websites without prior notice.
  9. The qualification of participating RECs or REWs will not be affected by the results of the competition.
  10. All the information collected and the answer sheets used in the written test in the first stage will be destroyed after the selection.
