Introduction

To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in the trade, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organise different publicity activities. The Outstanding Registered Electrical Worker Awards Scheme is among one of them. The Scheme aims to select outstanding electrical workers in the trade to recognise their excellent performance and promotes trade paradigms. Besides, trade members can learn how the award winners implement a work safety culture in their work. This year, the EMSD will collaborate with the Hong Kong and Kowloon Electrical Engineering and Appliances Trade Workers Union and the Hong Kong Electrical Contractors’ Association to resume organising the Outstanding Registered Electrical Worker Awards Scheme, with a view to further encouraging registered electrical workers to improve quality control and work processes, thus fostering the trade to set an example and enhance professional standards.

Objectives

  1. To consistently encourage registered electrical workers (REWs) to promote a work safety culture;
  2. To continuously enhance the technical standards of REWs;
  3. To promote trade paradigms and invite REWs to share their insights/give demonstrations to trade members for reference.

Eligibility

Participants who fail to meet the above eligibility requirements may have their enrolment cancelled.

Interested participants should send the completed enrolment form [PDF format (115KB)] to the Electricity Legislation Division of EMSD, with indication of "Outstanding Registered Electrical Worker Awards Scheme", by mail/fax/e-mail (Address: 7/F, EMSD Headquarters Building, 3 Kai Shing Street, Kowloon / Fax: (852) 2895 4929 / E-mail: competition.eld@emsd.gov.hk) on or before the deadline (23 September 2022 5:00pm).

Format and Assessment

(The language used in the Assessment will be in Chinese ONLY)

There are two stages of testing in the selection.

First Stage

(28 September 2022 Night)

The first stage is an online test, which consists of 20 multiple-choice questions in total to ascertain whether the participants possess a relevant level of knowledge in electrical safety (module 1) and electrical technology (module 2).

All participants are required to log in to an online system to complete the test at the same time using electronic devices such as mobile phone or computer. Test completion time and number of correct answer will be taken as indication of examination. The top 7 participants will be selected to the second stage. (If the number of correct answer is the same among the candidates, the one who completes the test quicker will be selected to second stage.)

Details of the online test arrangement will be provided to the successful applicants via email.

Answers of the online test will be published after the completion of stage 1.

Second Stage

(14 October 2022 Morning or Afternoon)

The test in the second stage is divided into two parts. Part A is a trade test while Part B is an interview. For the trade test in Part A, participants are required to carry out testing for an electrical installation and identify defects in the circuit. The adjudication panel will assess the work procedures and performance of the participants in terms of safety and technical standards.

For Part B, participants are required to answer 2 electrical safety related question and 2 electrical technology related question in 15 minutes. Winners will be decided according to the performance of in First Stage and Second Stage.

The adjudication panel is composed of three members nominated by each of the following organisations:

Note: Nominating organisations of the gold, silver and bronze prize winners of the Outstanding Registered Electrical Worker Awards Scheme will be awarded certificates as encouragement.

Terms and Conditions

  1. The organiser reserves the right to change the rules, prizes and other arrangements without prior notice.
  2. Entry of false or incorrect information on the enrolment form, if found, may result in disqualification of the participants
  3. To facilitate exchange among trade members, all winners are required to attend the Annual Technical Seminar cum Prize Presentation Ceremony to be held on 22 November 2022.
  4. After the prize presentation ceremony, all winners are required to participate in the publicity activities (such as talks/shooting of publicity videos) arranged by the organiser to share their "insights"/"demonstrations"/"proposals".
  5. All EMSD staff and family members of the adjudication panel are not allowed to participate in the selection and competition.
  6. The organiser reserves the right to make final decisions on matters or any disputes related to the selection and competition.
  7. The winners may be interviewed by the Electricity News or other media.
  8. The organiser and co-organiser may publish the list of winners (including the names of the winners and the organisations under which they are employed) in their publications or websites without prior notice.
  9. The qualification of participating REWs will not be affected by the results of the selection/competition.
