The Kwun Tong Line Extension (KTE) consists of two new stations extending the existing Kwun Tong Line from Yau Ma Tei to Whampoa via Ho Man Tin. The extension was opened for passenger service on 23 October 2016. The South Island Line (East) (SIL(E)) is a new medium-capacity railway operating with 3-carriage fully automatic trains. The line consists of five stations, namely Admiralty, Ocean Park, Wong Chuk Hang, Lee Tung and South Horizons, extending from Admiralty to the Southern District. It was opened for passenger service on 28 December 2016.

The Railways Branch of the Electrical and Mechanical Services Department (EMSD) is responsible for regulating the safety and monitoring the safe operation of the railway systems, assessing the safety of new railway projects and ensuring the adoption of appropriate safety practices by the railway operators. To ensure railway safety, the Railways Branch worked closely with relevant government departments and MTRCL to conduct on-site testing and statutory inspections for approval of safety related systems from the testing and commissioning stage to final inspection stage. The respective departments also conducted appropriate inspections according to their roles and responsibilities to ensure that the railway systems and facilities such as fire protection system, emergency evacuation facility, rolling stock, signalling and communication system, trackwork and overhead line systems, etc. were constructed and operated in accordance with the relevant international safety standards and requirements.

The Railways Branch also reviewed MTRCL's emergency handling procedures and monitored MTRCL's drills and exercises, including joint emergency drills with government departments, with a view to examining the effectiveness of the relevant contingency plans.

With the joint efforts from various departments and MTRCL, the Kwun Tong Line Extension and the South Island Line (East) commenced operation for public use in Q4 of 2016, bringing greater convenience to the community.
