Power Outage Incident at South Island Line

A power outage incident occurred in South Island Line (SIL) on 29 December 2016. A remote power control device located at Wong Chuk Hang Depot was found malfunctioned and tripped off the power supply for the SIL, affected train service with delay for 31 minutes and the normal operation of some SIL stations facilities. Details of the incident may refer to MTRCL’s document in January 2017 submitted to Subcommittee on Matters Relating to Railways under Panel on Transport of Legislative Council [PDF format (311KB)].

Detailed investigation and review by MTRCL has been completed. Results of the investigation and associated improvement measures were stated in MTRCL’s document in July 2017 submitted to Subcommittee on Matters Relating to Railways under Panel on Transport of Legislative Council (Chinese version only) [PDF format (546KB)].

EMSD has completed the investigation and reviewed MTRCL’s report. EMSD agreed with MTRCL’s investigation report that the SIL incident was caused by loosening of wiring connection, and MTRCL’s improvement measures could improve the reliability of power supply system. EMSD would keep monitor the following up actions of MTRCL. EMSD also urged MTRCL to undertake comprehensive review of the remote power control devices of other new railway lines (including the Shatin to Central Link and Guangzhou-Shenzhen-Hong Kong Express Rail Link projects under construction) and to strengthen corresponding factory tests and on-site acceptance testing to avoid recurrence.
