Provision of Vehicle Examination Equipment and Related Electronics and Control System (VEES) at Tsing Yi Vehicle Examination Centre

Description

The scope of works includes design, supply, installation, testing and commissioning of vehicle examination equipment and related electronics and control system at the new Tsing Yi Vehicle Examination Centre.  The works are scheduled to commence in August 2018 and be completed in October 2020.

Contractors Invited to Tender

Selective tendering is adopted.  Contractors on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the category of “Mechanical Plant and Equipment Installation (Group II)” or joint ventures with participation of local and/or overseas contractors with the lead participant or the major shareholder being on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the category of “Mechanical Plant and Equipment Installation (Group II)” who also meet the following qualifications and other conditions for participation stipulated in the tender documents are invited to tender:

(1) The tenderer has completed within the past six years at least one (1) number of construction contract for electrical and mechanical facilities with contract value of not less than HK$100 million, counting from and including the original date set for the close of tender; and
(2)

The proposed Control & Automation (C&A) Party undertaking and managing the development and implementation of the whole Vehicle Inspection Control and Scheduling System (VICSS) shall:

  1. have been awarded Capability Maturity Model Integration for Development (CMMI-DEV) Certification Level 3 or above; and
  2. have completed system implementation for at least one (1) Control & Automation / Information Technology (C&A/IT) Contract with contract value of not less than HK$35 million in the past six years, counting from and including the original date set for the close of tender; and
(3) The proposed notable Vehicle Examination Equipment (VEE) manufacturer(s) shall have completed within the past six years, for provision of each of the three corresponding notable VEE, at least one (1) number of supply contract with eligible portion of contract value of not less than HK$1 million, counting from and including the original date set for the close of tender.

Contractors will be liable to have their names removed from the list of approved contractors if they fail or refuse to implement an accepted tender.

Closing Date/Time

12:00 noon, 6 April 2018 20 April 2018 (Friday)

If a black rainstorm warning signal or tropical cyclone warning signal No. 8 or above is hoisted at any time between 9:00 a.m. and 12:00 noon on Friday, 6 April 2018 20 April 2018, the tender closing time will be postponed to 12:00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone warning signal No. 8 is lowered.

Submission of Tender

Sealed tenders in sextuplicate must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and placed in the Government Logistics Department Tender Box located at the lift lobby on the Ground Floor, North Point, Government Offices, 333 Java Road, North Point, Hong Kong, before 12:00 noon on Friday, 6 April 2018 20 April 2018.  Late tenders will not be accepted.

Remarks
  1. This tender is not covered by the Agreement on Government Procurement of the World Trade Organization. 
  2. A charge will be levied for delivery of tender documents where the delivery of tender documents is requested by a tenderer.  A written request must be made. 
  3. The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where the assessment of the tenders is based on a marking scheme or formula approach, the tender has the highest overall mark. 
  4. The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
