Prequalification for Design-Build-Operate Contract for the District Cooling System (DCS) at the Tung Chung New Town Extension (East) (TCNTE(E))

It is intended to invite tenders in the second quarter of 2022 from prequalified tenderers for Contract No. 1661EM21A - Design, Build and Operate the District Cooling System (DCS¹) at the Tung Chung New Town Extension (East).

The scope of works of the contract comprises design and construction of:

1. the DCS plant including associated plant building, DCS plant equipment and seawater pump house;
2. laying of DCS pipework to connect the consumer DCS substation to the main DCS network; and
3. E&M installations at DCS sub-stations for users; and subsequent operation of the completed DCS.

Not more than four applicants will be selected for tender invitations in accordance with the evaluation criteria stipulated in the prequalification documents.

Applicants (including joint ventures) meeting the following requirements and other qualifications and conditions for participation stipulated in the prequalification documents are invited to apply for the prequalification:

1. The applicant or the lead participant or major shareholder in a joint venture applicant is:
   1. On the List of Approved Contractors for Public Works under the Category of Buildings Group C; OR
   2. In confirmed status on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the Category of Air-conditioning Installation (Group II);

   AND

2. The applicant or any one of the participants/shareholders in a joint venture applicant shall have completed at least one (1) design and build contract in or outside Hong Kong with an adjusted original contract sum² not less than HK$255 million in the past 10 years³.

   AND

3. The applicant or any one of the participants / shareholders in a joint venture applicant shall have completed at least one (1) contract with duration not less than 2 consecutive years in the past 10 years³ or, shall be undertaking at least one (1) on-going contract satisfactorily for not less than 2 consecutive years, in or outside Hong Kong for operation and maintenance of District Cooling System (DCS¹) with at least 20MW installed cooling capacity for chilled water generation.

Notes:

1. DCS means a system in which chilled water is supplied from one or more central chiller plants to user buildings within the area served by the system through a network of pipes for air conditioning in the buildings.
2. Adjusted original contract sum refers to the original contract sum adjusted to the current value based on the price adjustment factor and other requirements as specified in the prequalification documents. Refer to prequalification document for details
3. Contracts completed in the past 10 years refers to contracts completed within the 10-year period counting from and excluding the original date set for the close of receipt of prequalification submission. Refer to prequalification document for details.

If Tropical Cyclone Signal No. 8 or above is hoisted, or a Black Rainstorm Warning Signal or “extreme conditions after super typhoons” announced by the Government is/are in force at any time between 9:00 a.m. and 12:00 noon on Friday, 18 March 2022 1 April 2022 15 April 2022 19 April 2022, the closing time will be postponed to 12:00 noon on the first working day after the Tropical Cyclone Signal No. 8 is lowered, or the Black Rainstorm Warning Signal or the “extreme conditions after super typhoons” announced by the Government has/have ceased to be in force. In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon on Friday, 18 March 2022 1 April 2022 15 April 2022 19 April 2022, the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. The above announcements will be made via press releases on the website of Information Services Department (http://www.info.gov.hk/gia/general/today.htm).

Completed prequalification applications shall be submitted not later than 12:00 noon on Friday, 18 March 2022 1 April 2022 15 April 2022 19 April 2022 in sealed envelopes clearly indicating the applicant's company name and the Project reference [Prequalification Application for Contract for Design-Build-Operate the District Cooling System (DCS) at the Tung Chung New Town Extension (East)] and marked "Restricted (Contract)" and placed in the "Tender Box No. 1 - For EMSD Works Tender only", located in the entrance foyer of the Electrical and Mechanical Services Department, 3 Kai Shing Street, Kowloon, Hong Kong for the attention of Chief Engineer / Energy Efficiency Division C, Electrical and Mechanical Services Department.

Late application or application not deposited in the Specified Tender Box will not be accepted.

The tenders to be invited will be covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction. This notice also serves as a summary notice required under the Agreement on Government Procurement of the World Trade Organization.

A charge will be levied for delivery of the prequalification documents where the delivery of prequalification documents is requested by an applicant.  A request for delivery must be made in writing to Ove Arup & Partners Hong Kong Ltd for the attention of Mr. Davis LEE.

The Government of the Hong Kong Special Administrative Region reserves the right to reject any application and to negotiate with any applicants about the terms of their offers.
