The Project Division provides project management services to all government departments and autonomous bodies on the design of electrical, mechanical and electronic systems, preparation of tender specifications and drawings, tendering, procurement, tender evaluation, contract administration, site supervision, testing and commissioning of these systems.
The division also provides services for feasibility studies, special investigations, technical advice and consultant management.
The number of projects handled in 1997/98 exceeded 1,400 with a total project value of $9 billion.
The reorganisation and regionalisation exercise integrated both the E&M and electronics expertise under one division. This change improved internal project coordination and brought about more speedy response to customers in terms of turnaround time.
1997/98 saw the completion of several large projects, including the installation of an electronic fuel management system for the Hong Kong Police Force, the largest fully automatic fuel management system in Hong Kong. The system provides the Police with a means of automating its fleet management activities including the dispensing of fuel, fuel pump access control and fuel stock control, for about 2,400 police vehicles.
Another major project completed was the successful installation of a smart card operated parking system for the Transport Department to replace the 14,000 coin-operated mechanical parking metres. The system boasts many "world first" features, such as the first electronic parking metre to have a dot-matrix LCD graphic display showing both Chinese and English characters.
The division provided advice and support on various engineering and electronic systems at the new airport for government departments based at Chek Lap Kok. It also provided project management services for the installation of a pneumatic tube transportation system at the Pamela Youde Nethersole Eastern Hospital, the largest of its kind in Hong Kong in terms of the number of distribution lines and stations for speedy delivery of documents and laboratory samples to 67 stations within the hospital.
Also related to hospital facilities is the installation of cook-and-chill food production systems at both the Pamela Youde Nethersole Eastern Hospital and the North District Hospital. The systems enable freshly cooked food to be rapidly chilled and held at refrigeration temperature of -2 to 0 degrees Celsius for up to six weeks.
The project management experience gained from the procurement and installation of these two systems will be extremely useful for the installation of similar systems at other hospitals.
New business opportunities abound in the year ahead. Examples are the proposed digital library project for the new Hong Kong Central Library, a five-year renovation plan on tunnel systems for the phased replacement of traffic control and surveillance systems in Aberdeen Tunnel and Lion Rock Tunnel, installation of new cremators at Cape Collinson Crematorium, and an ozone laundry system to be installed in Chai Wan Laundry for the Hospital Authority. The system will use ozone to sterilise and bleach hospital linen in order to save water, steam and detergents.
