《建築物能源效益條例》2012年9月起全面實施

建築物的耗電量約佔本港耗電量九成。為提高建築物能源效益及減少溫室氣體排放,政府頒布了《建築物能源效益條例》(第610章)(《條例》),《條例》已於2012年9月21日起全面實施。《條例》涵蓋多類訂明建築物,其中包括商業建築物及各類政府建築物。受規管建築物種類列於《條例》附表1內。

《條例》規定訂明建築物的負責人,例如發展商、擁有人、租客、佔用人等(其中也包括執行這個角色的政府決策局 / 部門)在新建築物項目及進行包括照明、電力、空調、升降機及自動梯裝置的有關屋宇裝備裝置主要裝修工程時,須符合由機電工程署編製的《屋宇裝備裝置能源效益實務守則》(簡稱《建築物能源效益守則》)。《條例》也規定商業建築物的擁有人須按照《建築物能源審核實務守則》(簡稱《能源審核守則》)為商業建築物進行能源審核。

雖然政府建築物不被視為商業建築物,因而並非強制進行能源審核,然而,政府已落實政策,監察及減少政府建築物的耗電量。

機電工程署在2012年7月舉辦了三場「政府能源使用報告」簡報會,內容包括向各政府決策局 / 部門簡介《條例》,以加深政府同事對《條例》的認識。作為政府工程代理人之一,機電工程營運基金樂意為決策局 / 部門提供技術支援,以協助客戶符合法定要求。

Buildings Energy Efficiency Ordinance Came into Full Operation in September 2012

About 90 per cent of the electricity in Hong Kong is consumed by buildings. To enhance building energy efficiency and reduce greenhouse gas emissions, the Government has enacted the Buildings Energy Efficiency Ordinance (Cap. 610) (BEEO), which came into full operation on 21 September, 2012. The BEEO covers a wide variety of prescribed buildings, including commercial buildings and various types of government buildings. The types of buildings governed are listed in Schedule 1 of the ordinance.

The BEEO requires the responsible parties, such as developers, owners, tenants, occupiers etc (also including government bureaux/departments playing these roles), of prescribed buildings to comply with the Building Energy Code (BEC) published by the EMSD for new building projects and major retrofitting works on the concerned building services installations including lighting, electrical, air-conditioning, lift and escalator installations. The BEEO also requires the building owners of the commercial buildings to carry out energy audit for the commercial buildings in accordance with the Energy Audit Code (EAC).

Although government buildings are not regarded as commercial buildings and the energy audit of government buildings is thus not mandatory, government policies have been put in place to monitor and reduce the energy consumption of government buildings.

In July 2012, the EMSD organised three sessions of “Briefing on Government Energy Consumption Reporting” including a briefing on the BEEO, for various government bureaux/departments, to enhance government colleagues’ awareness of the new ordinance. As one of the government’s works agents, the Electrical and Mechanical Services Trading Fund is very pleased to provide technical support to bureaux/departments in complying with the statutory requirements.
