履行承諾 支援航管工作

去年,民航處於新總部大樓成立新的航空交通管制中心,以應付預期增長的航空交通流量,和未來第三條跑道的需要。為了提升操作效率,達至有效監測,我們將當值中心搬往民航處新總部,並將包括航空交通管制大樓(航管大樓)和備用航空交通管制大樓(備用大樓)在內的各重要場地的中央監察系統集中於當值中心內。

我們承諾為民航處的重要場地,例如航管大樓和備用大樓內的所有機電系統,提供全日24小時的操作和維修保養服務。在新當值中心工作,我們這個服務承諾受到考驗。

航管大樓和備用大樓跟民航處總部有數公里的距離,各大樓的中央監察系統有不同配置和軟件。我們透過民航處提供的地下光纖網絡,及採用虛擬技術來解決有關技術性問題,並於當值中心開始運作前,依時完成所須的系統集中工作。

現在,我們的核心團隊在民航處新總部大樓當值中心24小時輪班工作,監控集成的中央監察系統。與此同時,我們仍然在各個重要場地維持適量的維修隊伍,此舉不但提高我們的運作效率和優化人力配置,更可提供及時緊急維修和保養服務。

航空安全和無間斷服務實在有賴民航處各重要場地的暢順運作。而我們的任務就是為我們的客戶部門提供可靠的支援服務。


Fulfilling Call of Duty for
Critical Air Traffic Control Functions


Last year, a new Air Traffic Control (ATC) Centre was set up at the new Civil Aviation Department (CAD) Headquarters to cope with the anticipated air traffic increase and the third runway in the future. To maintain operation efficiency and effective monitoring, we centralised all Central Control Monitoring Systems (CCMSs) for respective critical venues including the Air Traffic Control Complex (ATCX) and the Backup Air Traffic Control Complex (BATCX) at one single duty office in the new CAD Headquarters.

Our commitment to providing round-the-clock operation and maintenance services to CAD for all their E&M systems in critical venues, like ATCX and BATCX, was challenged by the relocation of our duty office to the new CAD Headquarters.

The ATCX and BATCX are miles away from the new CAD Headquarters, and the CCMSs at these venues have different configurations and software. By utilising CAD’s underground fibre optic network to connect these complexes to our duty office and applying virtualisation technology to solve the relevant technical problems, we successfully completed the centralisation of all CCMSs, prior to the operation of our duty office at the new CAD Headquarters.

In addition to a core team monitoring the integrated CCMSs at the new duty office, we also maintain a suitable size of workforce at ATCX and BATCX. This arrangement enhances our operational efficiency and optimises manpower allocation while also ensuring timely response to emergency repair and maintenance.

Smooth operations of CAD critical venues are essential for aviation safety and uninterrupted services to the public. It is also our mission to provide reliable supportive services to our client departments.




為機電業培育新血

機電工程署一直致力推動機電行業的人才招募、職業培訓和可持續發展。我們除了成立「機電業推廣工作小組」吸納新血之外,也參與各類活動,讓年青學生了解我們的工作;全力支持培訓年輕的見習技術員和經驗較淺的技術人員,讓他們在自己的領域中能做到遊刃有餘。

工作影子日
今年五月,我們與「國際成就計劃香港部」聯合舉辦了第五次「工作影子日」,這計劃旨在幫助中學生認識工作的世界,拉近校園和未來工作的距離,加強兩者之間的聯繫。今次活動正好讓青少年了解本署的工作,激發他們對機電業的興趣,希望他們在將來會加入成為我們的生力軍,為香港服務。 

12位來自五旬節聖潔會永光書院的中五學生參與了這次活動,在「工作導師」指導下,親身體驗了一天的「工作」。12位義務「工作導師」來自規管服務和營運服務的不同部別。

2014香港青年技能大賽
「香港青年技能大賽」提供平台,讓本地年青技術人員展示他們優秀的專業職業技能。我們的強化訓練和支持,讓見習技術員在「2014香港青年技能大賽」中大放異彩。

在此,我們更恭賀2011年二級見習技術員(空調)甘子平先生,他與其他機構的三名參加者在「空調製冷」類別中一同勝出。他們其中一人將代表香港參加明年8月在巴西聖保羅市舉行的「世界技能大賽」。我們有五名見習技術員晉身決賽,甘先生是其中一員。


Grooming Youngsters for E&M Trades

EMSD is committed to the education, growth and sustainability of the E&M trades. Apart from setting up the E&M Trade Promotion Working Group to attract new blood, we also participate in various programmes to familiarise the secondary students with our work, and give our full support to train our young technician trainees and green workers to excel in their career.

Job Shadow Day
In May, we organised our fifth “Job Shadow Day”, a joint programme with Junior Achievement Hong Kong, aiming to help school students understand the world of work and reinforce the important link between academics and future careers. It was a good opportunity for us to showcase our daily work, stimulate youngsters’ interest in the E&M trade, or even joining us in the future to serve the Hong Kong community.

Twelve form-5 students from the PHC Wing Kwong College attended the programme and received first-hand experience by spending the day working with their workplace mentors. Altogether 12 voluntary workplace mentors from various divisions of Regulatory and Trading Services joined in the activity on that day.

WorldSkills Hong Kong Competition 2014
Our intensive training and support for the technician trainees have helped them shine in the most recent WorldSkills Hong Kong Competition, an important event for local young and skilled workers to demonstrate their excellence and professionalism in vocational skills. 

Congratulations to Mr. Kam Tsz-ping, Technician Trainee II (Air conditioning) 2011, who won in the “Refrigeration & Air-conditioning” category with other 3 winners of different organisations. One of them would represent Hong Kong to compete in the WorldSkills Competition in Sao Paulo, Brazil in August 2015. Mr. Kam was one of our five trainees who entered the final.

今年6月,我們參加由香港工程師學會舉辦的「創意嘉年華2014」,向市民展示了我們最新的電子和訊息通訊科技項目,讓他們了解不同的專業科技和解決方案,如何和我們的日常生活息息相關。我們展示了關於邊界圍網保安系統、流動X光車輛掃描系統、衝紅燈攝影機系統、偵察平均車速攝影機系統、爆炸物及毒品探測器等技術。會場中,我們看到了大家對高科技及其應用的興趣,聽到了對專業工程的讚賞。


Showcasing Innovative Engineering Solutions

We are dedicated to developing innovative engineering solutions to help our client departments better serve the society and protect the public.

In the HKIE Hi-Tech Fiesta 2014 held in June, we exhibited our latest electronic and ICT projects to demonstrate to the general public how we have utilised different Hi-Tech systems and solutions to impact our livelihood. We have exhibited multiple technologies, including border fence security system, X-ray vehicular scanning system, red light camera system, average speed camera system, narcotics and explosive detector, which had successfully aroused visitors’ interest in high-technology and its applications, and generated appreciation for our dedicated works.

《機電工程署二零一二至一三年年報》近日榮獲美國通訊公關職業聯盟的
「2013 Vision Awards(政府組別)金獎」,反映我們為持續改善與客戶及市民大眾溝通的努力,獲得廣泛認同。

這是我們首份以三合一綜合形式出版的部門年報,將《機電工程營運基金年報》、《規管服務業務概覽》和《社會及環保報告》三份報告合而為一。這份年報同時入選「亞太區80份最佳年報(第42位)」及「2013年20份最佳中文年報」。

Cheers for EMSD Annual Report 2012/13

Our efforts to continuously improve communication with our clients and the general public have won widespread recognition with our 2012/13 annual report winning the Gold Award (Government Class) of the 2013 Vision Awards organised by the League of American Communications Professionals.

The annual report, the first to adopt a three-in-one format combining the Electrical and Mechanical Services Trading Fund Annual Report, the Regulatory Services Achievements Overview and the Social and Environmental Report into a single annual publication, was also among the top 80 annual reports from the Asia Pacific region (ranking at #42). It was also ranked one of the top 20 Chinese annual reports of 2013 in the same competition.

「品質及安全日」誘發無窮創意

「品質及安全日2014」獲獎項目再次印證了我們同事在應用技術方面的無窮創意,為協助客戶部門提供更佳服務而「多走一步」的精神。這些創新項目充分表現出他們對精益求精和優質服務的追求。

參賽團隊「哥連臣一號」為哥連臣角火葬場而研發的《遙控剷灰車》就是一個明顯的例子。它能清理火化爐煙道內的爐灰,大量減少人手清理的工作。《遙控剷灰車》大幅度減低我們的同事在狹窄、高溫的煙道內逗留的時間,改善了工作環境。這項發明更榮獲「最佳改善個案比賽(營運服務) 」冠軍和「最佳增值個案金獎」。

在「品質及安全日2014」的開幕禮上,助理署長/3戴德謙先生鼓勵所有與會者在工作安全和優質工作方面繼續發揮創意,實現工地「零意外」的長遠目標。我們亦很榮幸請到昂坪360有限公司安全及品質經理謝福財先生,在會上分享了他在品質和安全管理方面的寶貴經驗。


Quality & Safety Day Lures Innovation and
Creativity


The award winning projects of the Quality & Safety Day 2014 once again demonstrated our colleagues’ creativity in applied technology and their eagerness to go extra miles to help our client departments better serve the general public. Their commitment to striving for improvement and quality work was well reflected in their innovative projects.

A notable example is the remote controlled Bone Ash Collector, invented by the Project Team “Collinson No. 1” for the Cape Collinson Crematorium. The new machine can collect bone ashes in the cremator flue, with minimal effort of manual collection. The Collector has greatly reduced the time our staff staying inside the cramped and hot flue, improving their working environment. This invention won the championship of the “Best Improvement Project Award for Trading Fund” and the “Best Service Delivery Enhancement Award”.

Addressing the opening ceremony of the Quality & Safety Day 2014, Mr. Tai Tak-him, Assistant Director/3, encouraged all participants continue with their creativity in work safety and excellence, in order to achieve “zero accident” in work sites. Furthermore, we were honoured to invite Mr. Joey Tse, Safety and Quality Manager of Ngong Ping 360, as our guest speaker to share his valuable experience in quality management and work safety.




優化知識管理 強化服務團隊

我們堅信:要提供優質的工程方案,滿足客戶的需要,就必須建立一支卓越的員工隊伍,掌握科技和流程改善,以提供更佳服務。

一直以來,機電工程署將寶貴的知識產業存放在內聯網以供員工參考。最近,為促進及提升機電署的學習氣氛和分享文化,我們重整了存於內聯網上的知識文檔,創建了第二代知識管理網站,並建立了「知識群體」,有系統地鞏固我們的專業知識和技術,以達致薪火相傳的目的。透過新的知識管理元素,我們的員工能更容易地查找知識文檔,並以更有效的方式交流學習。

「知識群體」的內容將不斷擴大和日臻完善,讓員工能夠運用所學知識,實現我們的企業目標。在未來數月,我們將可使用流動通訊設備,如智能手機和平板電腦登入知識管理網站,而提供改善用途的協作工具亦會相繼推出。


Enhancing Knowledge Management to
Reinforce our Workforce


To provide quality engineering solutions to satisfy our customers’ needs, we strongly believe that it is our mission to “develop a competent workforce” and “keep pace with technology development and process improvement for service enhancement”.

EMSD has been keeping valuable knowledge assets on the intranet. Recently, with an aim to cultivate and strengthen EMSD’s learning and sharing culture, we started to revamp the Knowledge Management Portal and set up Knowledge Communities for systematic retaining and succession of our professional and technical knowledge and skills. Armed with new knowledge initiatives, EMSD staff is now able to look up the knowledge documents easier and to learn by sharing in a more effective manner.

The Knowledge Communities will continue to expand and improve to enable staff to apply the knowledge to achieve the corporate goal. In coming months, use of mobile devices such as smart-phone and tablet computers to access the Knowledge Management Portal and collaboration tools would be introduced to further improve it.




機場助航燈系統獲得PAS 55認證 提升飛行安全

機場助航燈系統對飛行安全和機場運作至關重要。香港機場管理局(機管局)及機電工程署經過10個月的籌備,成功於2014年6月為機場助航燈系統取得 PAS 55 資產管理系統認證,不但加強了系統的可靠性,而且提升了飛行安全和維修效率。

這是我們首次與客戶一起取得的 PAS 55聯合認證;而香港國際機場亦是第一個獲頒發該項資產管理系統證書的亞洲區機場。

自2013年年中開始,我們與機管局緊密合作,共同制訂機場助航燈的資產管理系統和準備認證工作。我們與機管局的管理層及前線員工,一同參與團隊培訓班和簡報會,編制資產管理手冊,進行深入的風險評估及制定危機管理程序。

整個認證過程不單牢固了我們與客戶的夥伴合作關係,更實現我們為遊客和廣大市民提供優質、可靠服務的共同目標。


PAS 55 Certified Airfield Ground
Lighting System Ever Improves Flight Safety


The Airfield Ground Lighting (AGL) System is critical to flight safety and the airport operation. To ever improve the System’s reliability to enhance safety and maintenance efficiency, Airport Authority (AA) and EMSD successfully received the PAS 55 Asset Management System Certification for the AGL System after ten-month preparation work in June 2014.

This is the first joint PAS 55 Certificate we achieve together with client. Also, Hong Kong International Airport is the first Asian airport to be awarded with this asset management certificate on AGL system.

Ever since we started preparation for the certification in mid-2013, we worked closely with AA to develop the asset management system. We attended workshops and awareness briefings with AA’s management and frontline staff, prepared asset management guidelines, conducted in-depth risk assessment and developed crisis management procedures.

The whole certification process not simply strengthens our working partnership with the client, but also helps achieve our common goals of providing excellent and reliable services to our visitors and general public.




污水處理設施獲發ISO 55001認證

我們派駐渠務署的機電工程科同事,一直致力提供世界級的污水處理和雨水排放服務。為了更有效地運用資源從而適當地管理相關設施,他們以屯門河傍街及紅磡灣兩所污水泵房作先導計劃,率先推出資產管理系統,並於2013年11月獲得PAS 55認證。

一套新的資產管理標準 - ISO 55001在2014年1月推出。這套新標準建基於PAS 55,強調與各持份者的溝通,讓渠務署以具經濟效益和合乎環保的方式改善渠務服務的使命得到充分展現。因此,在2014年2月,我們派駐到渠務署的同事開始將 ISO 55001 資產管理標準推展到七所不同類型的污水處理廠以及上述先導計劃中的兩所污水泵房。在此過程中,他們訂定了一套相關的維修策略和目標,通過消除或盡可能降低風險,以提高各重要機電設備的可靠性及使用率,從而達至成本效益。

經過各方面的努力,渠務署機電工程科終於在今年5月28日成功獲得ISO 55001認證,是首批獲得該認證的香港政府部門之一。而這次認證亦為客戶部門的全面資產管理奠定基礎。


ISO 55001 Certification for
Sewage Treatment Facilities


Our E&M colleagues working in Drainage Services Department (DSD) are committed to providing world-class wastewater treatment and storm water drainage services. To manage the facilities more effectively with the best use of resources, they first launched the Asset Management System (AMS) in Ho Pong Street and Hung Hom Bay sewage pumping stations as pilot projects, which obtained the PAS 55 certification in November 2013.

In January 2014, a new asset management standard, ISO 55001, was introduced. On top of the PAS 55 requirements, the new standard emphasised interaction with stakeholders, and put in practice the DSD’s mission to improve drainage services in a cost-effective and environmentally responsible manner. Hence in February 2014, our staff seconded to DSD began to apply the ISO 55001 standard to the AMS of seven different sewage treatment works and the two sewage pumping stations in the pilot projects as mentioned. During the process, they established a set of maintenance strategies and objectives to enhance reliability and utilisation of critical E&M equipment in a cost effective manner by eliminating or reducing the risks.

With tremendous effort of all parties concerned, they received the ISO 55001 certification on 28 May 2014. This is one of the first ISO 55001 certificates among Hong Kong government departments. The certification is also paving the way for extending the AMS in our client department for total asset management in the next stage.




ICEE國際會議分享經驗

機電工程署全力支持業界活動,並深信透過參與,將更有助我們的工作人員與業界翹楚分享知識、經驗、創意思維,以及了解最先進的科學新知和創新產品。

今年6月,我們負責交通燈維修管理的代表團隊,到南韓濟州島出席國際電機工程會議2014 (ICEE 2014)。在會議期間,代表團展示並介紹了香港交通燈系統及其保養的情況,他們更藉此機會參觀南韓京畿道高陽市及安養市的交通控制中心,交換心得。

今次代表團由高級工程師/運輸、保安及中央工程部3李子傑先生帶領,他指出:「今次旅程成果豐碩!我們對南韓的交通燈保養情況,以及如何應用智能交通系統有更深入的認識和了解。」

雖然我們有不同的維修保養基準,但是次的技術交流,對我們安裝交通燈和維修保養,尤其在交通訊號維修服務取得ISO 55001認證上都大有裨益。該認證有助優化及提升設備效益和減少訊號故障對市民構成的影響。


Sharing Knowledge at ICEE Conference

EMSD is an active supporter of industry events and we strongly believe that our participation will benefit our staff through the exposure to the knowledge, experience and creative thinking of fellow industry practitioners as well as the most up-to-date scientific discoveries and innovative products.

In June, we sent a team responsible for the maintenance management of traffic signal systems to the International Conference on Electrical Engineering 2014 (ICEE 2014), which was held in Jeju, South Korea. They took an active part in the conference, sharing with other delegates an overview of the traffic signal systems in Hong Kong as well as their maintenance. During their stay, they also visited the Traffic Control Centres in Goyang City and Anyang City.

Team leader Mr Lee Che-kit, Senior Engineer/Transport, Security and Central Services 3 (TSCS3) noted, “It is a very fruitful trip. We have a better understanding of how South Korea maintains traffic lights and applies intelligent transport systems.”

Although we have a different benchmark for maintenance practices, our Korea trip has provided good reference for our own installation and maintenance of traffic signal systems, for which we have received ISO 55001 certification. The certification helps optimise traffic lights in order to enhance equipment availability and minimise disruption to the public.




持續環保新典範

機電工程署對推動能源效益及節能減碳一直不遺餘力。我們率先在九龍灣總部大樓建立 ISO 50001 這套新的能源管理系統,為環境的可持續發展發揮積極作用。

在六月和七月,我們參觀了香港科學園和環球貿易廣場,向他們深入了解取得ISO 50001 能源管理系統認證的過程和心得。兩者均是本港首批獲得此項認證的機構。

我們期望透過採納能源管理新標準,深入分析現時在使用可應用能源方面遇到的問題,並透過持續改善的方法,不斷地進行能源使用和管理計劃的調整,達到可持續發展的效果。

總部大樓計劃於今年底前進行ISO 50001認證,我們希望日後能將能源管理的經驗,與客戶和廣大市民分享,共建美好環境。


Taking the Lead in
Environmental Sustainability


As the organisation promoting energy efficiency and carbon reduction in Hong Kong, EMSD has adopted a proactive role in environmental sustainability by implementing ISO 50001, the new energy management system, at our Kowloon Bay Headquarters Building.

In June and July, we visited Hong Kong Science Park and International Commerce Centre (ICC) respectively to learn more about the certification process and their success tips, the two being the first local organisations to be ISO 50001-certified.

Application of this international standard will impact sustainable development as we need to analyse the problems we are facing in using the available energy sources and make continued improvement in our energy use and management procedures.

Our headquarters building is scheduled to be certified to ISO 50001 later this year. We hope to share our energy management experience with clients and the general public in future.
