電單車座位高度的全新量度標準
有助促進職安健

我們重新訂定和劃一電單車座位高度的量度方法,以設定電單車座位的「有效高度」,此舉有助促進使用者的職業安全及健康。這個全新的電單車座位高度標準和量度方法,獲得客戶部門、使用者和業界一致好評。

一般量度電單車座位高度的方法,是量度座位與地面之間的垂直距離,但如採用該方法,便難以為不同體型的使用者採購座位高度適中的電單車,因為電單車的闊度會影響駕駛者在平衡電單車時雙腳與路面之間的距離。

我們的新建議是量度駕駛者騎在電單車上及雙腳同時觸及地面時形成的「弧形長度」。由於這個長度已計及電單車的闊度,因此可視為電單車座位的「有效高度」。

經多次在不同型號的電單車進行測試、數據分析和核證後,我們最近已把重新訂定的「有效高度」及其量度方法納入兩份電單車的大型採購標書內。這個「有效高度」已獲得客戶部門及使用者的接納和認同,相信未來會成為業界採用的新標準。


New Standard to Measure
Motorcycle Seat Height with OSH Consideration


Our initiative to establish an “effective height” of a motorcycle seat by re-defining and standardising the measuring method will help enhance the occupational safety and health (OSH) of users. The new motorcycle seat height standard and measuring method have been well received by client departments, users and the trade.

The general method to measure motorcycle seat height is to measure the vertical distance between the seat and the ground surface, but this method makes it difficult to procure suitable motorcycles for users of different physical builds. This is because the width of the vehicle would affect the distance between the rider’s feet and the road surface as he balances the vehicle.

Our new initiative is to measure the “arch length” formed between the rider’s left and right foot at the point of contact with the ground when he is straddling on the motorcycle seat. The length is referred to as an “effective height” of a motorcycle seat because the width of the vehicle has been taken into consideration.

After numerous tests on different motorcycle models, data analysis and verification, we have specified the re-defined “effective height” and its measuring method in two major motorcycle procurement tenders recently. The “effective height” has been accepted and recognised by client departments and users. It is believed that it will become a new standard to be adopted by the trade in future.





為客戶提供物有所值的服務

一直以來,我們都本着以客為先的精神,為需要採購車輛的客戶提供合適的專業意見,務求能夠迅速為客戶購得安全、可靠又適用的車輛。在維修車輛方面,我們以人為本的服務也得到客戶的正面評價和認同。不過,我們注意到,有意見認為我們維修車輛的收費較坊間車房為高。我們希望指出,機電署與坊間車房的服務其實並不能單從收費作出直接比較。我們所提供的是全面的一站式服務,包括質素保證、原廠部件、定期保養、全天候緊急支援和維修,以及其他技術支援和諮詢服務等,實不能跟市場上一般的車輛維修服務相提並論。

EMSTF Provides Value-for-Money Services

With focus on the needs of customers, we have been providing appropriate professional advice on vehicle procurement for our customers to ensure prompt purchase of safe, reliable and suitable vehicles. With regard to vehicle maintenance, our people-oriented services have been receiving positive comments and recognition from our client departments. Meanwhile, we notice that there is opinion that our maintenance services are more expensive than those offered by the garages in the market. We would like to stress that comparison could not be simply made on price. We offer comprehensive one-stop services, including quality guarantee, original parts, preventive maintenance, round-the-clock emergency support and maintenance, as well as other technical support and consultancy services. Since these are quite different from the general vehicle repair services in the market, direct comparison cannot be made.

提高聆訊暢順度 工程深受讚賞

經過數年的大規模翻新後,位於昃臣道8號的終審法院新大樓已於2015年9月啟用。我們為法院大樓設計和安裝各種先進電子系統,以提升聆訊效率和加強保安設施,有關工作深受客戶讚賞。

終審法院新大樓的外部建築屬法定古蹟,而大樓本身則被評為一級歷史建築。由於大樓受《古物及古蹟條例》保護,機電設施如何安裝和維修保養都有限制,包括嚴格規定大樓的負重上限,以及不得影響其文物價值,因此我們的工作委實面對很大挑戰。為此,我們精心設計大樓的設施,並安裝額外結構,例如用以承載各類電子系統設備的電動搖臂,務求配合大樓的建築和美學風格。

為確保聆訊工作能更妥善和順利地進行,我們在多個法庭安裝了先進的視聽和即時傳譯系統。此外,我們也在法官、律師和司法書記的桌上安裝操作簡便的資訊顯示系統,利用簡單易用的觸感顯示控制屏展示各類證據和相關法庭文件。法官和律師也可透過各種先進設施,與身在海外或其他特定地點的證人進行視像會議。

有關的視聽系統可將法庭的聆訊過程即時轉播到法庭大堂、記者室等多個地點。即時傳譯耳機以紅外線接收,不但方便傳媒,也為他們提供高質素的音頻信號。法庭內的訪客如屬弱聽人士,則可透過感應圈系統接收到清晰的音頻信號。

基於保安理由,我們在大樓內為懲教署安裝了各式精密的保安系統,使該署的押送工作更加可靠和安全。

其他電子系統還包括為登記處、會議室、圖書館和支援辦事處設計和安裝電話系統、內部通訊系統、廣播系統和書籍防盜系統,俾能提高工作效率和效益。


Engineering Work Well Recognised

The new building of the Court of Final Appeal on 8 Jackson Road commenced operations in September 2015 after several years of extensive renovation works. Our efforts in designing and installing advanced electronic systems at the building to make the court proceedings and security facilities more effective have been well recognised by the client.

The exterior of the building is a declared monument and the building is accorded with a Grade 1 historic building status. Our work for this heritage building was particularly challenging as it is protected by the Antiquities and Monuments Ordinance, which restricts how E&M facilities can be installed and maintained, including a stringent loading limit and zero tolerance to any impact on the heritage aspects of the building. To this end, we have carefully designed the facilities and built extra structures such as motorised arms to hold the equipment for electronic systems in a manner that is consistent with the architectural and aesthetic style of the building.

To ensure effective and smooth conduct of court proceedings, we have installed advanced audio-visual as well as simultaneous interpretation systems in the courtrooms. Benches of judges and desks of counsels and judicial clerks are equipped with information displays whereby evidence and relevant court documents can be displayed via the user-friendly touchscreen control panels. By using state-of-the-art facilities, judges and counsels can also conduct video conferencing with witnesses overseas or at other designated locations.

The audio-visual systems also support real time broadcast of court proceedings at various locations including the court lobby, press room, etc. The simultaneous interpretation headphones are infrared receivers which provide total convenience and high quality audio signals for the public and the press. There is also an induction loop system which provides clear audio signals for visitors sitting inside the courtrooms who are hearing impaired.

For security purposes, we have installed a series of sophisticated security systems for the Correctional Services Department so that the reliability and security of its escort services at the building can be enhanced.

Other electronic systems include a PABX system, an intercom system, a public address system and a book detection system. These have been designed and installed for the registry, conference room, library and supporting offices to enhance work efficiency and effectiveness.





為公眾活動提供以人為本的技術支援

機電署致力提供優質的機電服務,以協助客戶部門為市民提供更佳的服務。過去數月,我們參與了多項公眾活動,在各種局限和時間緊迫的情況下,提供「以人為本」的技術和操作支援服務,以滿足客戶的需要。

食水含鉛超標調查委員會公眾聆訊
調查委員會的公眾聆訊現正在前法國外方傳道會大樓舉行。大樓本身是法定古蹟,我們面對的挑戰就是要在極緊迫的時間內,於多間狹小又擠迫的房間內設立各個臨時的即時傳譯、會議和視聽系統,而所有招標、安裝、測試和校驗工作都必須在兩個月內完成。

有賴各位同事協力同心,各個系統終能如期完成安裝,並且運作暢順。此外,我們也負責操作即時傳譯、會議和視聽系統,以支援整個聆訊過程。最近,我們很榮幸收到調查委員會秘書的嘉許信,信中感謝我們的同事在聆訊期間所提供的優質服務。

2015年區議會選舉
為確保在2015年區議會選舉期間,選民能在光線充足的環境下投票,我們特別為各投票及點票站增加照明強度。大部分投票及點票站由學校、社區會堂、體育館,甚或鄉公所改裝而成,照明光度可能不足以應付投票所需。

整體而言,我們在兩星期內為495個投票及點票站額外安裝了逾28 000個燈泡。

在有關投票及點票站完成安裝額外照明和電力裝置後,機電署180位同事進行了現場檢測,以確保這些額外裝置安全可靠,並於2015年11月22日的投票日提供候命支援服務。

2015年扶貧委員會高峰會
2015年扶貧委員會高峰會於2015年10月10日在政府總部舉行,行政長官及政務司司長向與會人士發表演說。機電署同事負責在現場為參與人士設置各個電子和視聽系統,並為現場直播提供支援和系統操作服務,當中包括主會議廳的現場轉播服務。我們的同事為是次高峰會所提供的優質服務,獲得政務司司長讚賞。


People-Oriented Technical Support for
Public Events


EMSD is dedicated to providing quality E&M services to help our client departments better serve the public. In the past few months, we were involved in several public events for which we provided “people-oriented” technical and operational support services in limited time frames under various constraints in order to satisfy the clients’ needs.

Public Hearings of the Commission of Inquiry into Excess Lead Found in Drinking Water 
The public hearings of the Commission of Inquiry (CoI) are being conducted at the Former French Mission Building. The building itself is a declared monument. Our challenge was to set up various temporary simultaneous interpretation and conferencing (SIC) and audio visual (AV) systems in tiny and congested rooms within very tight time frames. The tendering, installation, and testing and commissioning procedures had to be completed within two months.

With the joint efforts of our colleagues, various systems were set up in time and have been operating smoothly. In addition, we are also responsible for the operation of the SIC and AV systems to support the entire inquiry proceedings. We are honoured to have received recently an appreciation letter from the CoI Secretary to our colleagues for their quality services during the inquiry.

2015 District Council Election 
To ensure that voters could cast their votes in a well-lit environment during the 2015 District Council Election, we increased the lighting intensity for the polling and counting stations. Most of these stations had been converted from schools, community halls, sports centres or even village offices where the illumination might not be bright enough for polling purposes.

Overall, we installed within two weeks more than 28 000 additional light bulbs to light up 495 polling and counting stations.

Upon completion of the additional lighting and power installations at the polling and counting stations, 180 EMSD staff members carried out site inspections to ensure the safety and reliability of the additional installations. They also provided stand-by support services on the polling day on 22 November 2015.

Commission on Poverty Summit 2015
The Commission on Poverty (CoP) Summit 2015 was held on 10 October 2015 at the Central Government Offices (CGO) where the Chief Executive and Chief Secretary for Administration addressed the audience. Our colleagues were responsible for setting up various electronic and AV systems for the participants and providing support and system operation services for live broadcast, including live re-broadcast of the event at the main conference halls of CGO. The quality services of our colleagues in the event won appreciation from the Chief Secretary for Administration.





為政府大樓取得「綠建環評」認證作先鋒

機電署全力支持建築物的可持續發展,務求為市民大眾締造宜居環境。我們的總部大樓榮獲「綠建環評既有建築1.2版」最高評級的暫定鉑金級認證,這是一套獲香港綠色建築議會認可的全面環境評估系統。此外,機電署總部大樓也是首座獲得「綠建環評既有建築」(政府、機構及社區)類別暫定鉑金級認證的政府部門總部大樓,這項榮銜對其卓越綠色表現予以肯定。

我們已藉着總部大樓所獲的認證,為改建既有建築成為符合「綠建環評」最新標準的綠色建築,開創成功的先例。我們可應用這次經驗,協助其他政府大樓取得有關認證,尤以既有建築為然,因為這類建築如要達到「綠建環評」的綠色表現要求,會比新建建築面對更多挑戰。

香港的碳排放量約有62%來自建築物,因此,為既有建築進行改裝,使其符合可持續發展的要求,日益重要。

「綠建環評」根據建築項目的六大範圍進行評估,包括「用地與室外環境/場地管理」、「用材」、「能源使用」、「用水」、「室內環境質素」和「創新」。機電署總部大樓獲得整體80.3分,在「能源使用」、「創新」和「用地」方面更有優秀的表現。

「綠建環評」的認證過程也幫助我們制訂及實施多項綠色建築的營運和管理措施,當中包括:綠色採購計劃、能源管理計劃、節水管理計劃、廢物管理計劃以及害蟲綜合治理計劃等,而這些措施已取得顯著成果,例如全年用水量減少了超過30%,以及現時總部採購的物品有超過70%已獲環保認證。


Pioneer of Government Buildings in Achieving
BEAM Plus Certification

EMSD is committed to supporting building sustainability and nurturing a liveable environment for all. The EMSD Headquarters Building has been awarded the Provisional Platinum Rating under the Building Environment Assessment Method for Existing Buildings (BEAM Plus EB) Version 1.2, a comprehensive environmental assessment scheme recognised by the Hong Kong Green Building Council. It is also the city’s first building of government departmental headquarters being awarded a Provisional Platinum Rating under the BEAM Plus EB (Government, Institutional & Community) category, in recognition of its outstanding green performance.

In achieving the certification, we have set a successful example of converting an existing building into a green one that satisfies the latest BEAM Plus standards. The experience gained can be applied to help other government buildings achieve the certification, in particular existing buildings, which face more challenges than new buildings in meeting the BEAM Plus green performance criteria.

Buildings account for around 62% of city carbon emissions in Hong Kong, thus retrofitting existing buildings into sustainable units is increasingly important.

The BEAM Plus assessment award credits based on the performance of a building in six aspects: “site”, “materials”, “energy use”, “water use”, “indoor environmental quality” as well as “innovations and additions”. The EMSD Headquarters Building achieved an overall score of 80.3 with exceptionally outstanding performance in “site”, “energy use”, and “innovations and additions” aspects.

The BEAM Plus certification process has also helped us develop and implement green building operation and management practices, such as adopting appropriate plans for specific activities in green purchasing, energy management, water conservation, waste management and integrated pest control. These practices have yielded significant results, such as reduction of over 30% in annual water consumption, and that over 70% of items purchased at the headquarters are now certified as environmentally friendly.



推廣機電行業 培育後進人才

隨着本港眾多大型基建項目相繼展開,市場對工程技術人員,包括機電業技術人員的需求極為殷切,但由於人口老化和退休潮的出現,目前人手短缺的情況預期在未年幾年將越趨嚴重。

機電署致力推動機電業的增長和持續發展。我們不但牽頭成立香港機電業推廣工作小組,以吸引新血入行,還舉辦和參與各類活動,讓年青人對我們的工作加深認識。此外,我們也不遺餘力培訓年青見習技術員和新入職技術人員,讓他們得以在自己的專業發揮所長。

政府技術人才培訓計劃60周年
60年來,政府技術人才培訓計劃培訓了接近6000名學員成為社會上不同界別的機電專才,有些學員更在各自的範疇擁有非凡的成就。今年,培訓計劃踏入60周年,為紀念這個重要日子,我們於今年9月在機電署總部舉行大型展覽,展示我們培訓人才的工作,以及對機電業及社會作出的貢獻。

「你」想機電探索日
這個為期3天的活動與政府技術人才培訓計劃60周年展覽同期舉行。活動開放給市民參與,合共吸引了超過1200名參觀者。

活動除了讓年青人獲得有關機電業培訓工作的第一手資訊外,還讓他們有機會深入了解機電署的日常工作,加深認識機電業,甚或考慮在日後加入我們的行列,服務市民。

2014傑出學徒/見習員獎勵計劃
我們給予見習技術員的全面訓練和支持,令他們在2014年度傑出學徒/見習員獎勵計劃中大放異彩。獎勵計劃是職業訓練局舉辦的一項年度盛事。

我們的見習一級技術員布永俊先生榮獲「傑出學徒」獎狀,並獲安排與其他得獎者前往新加坡進行學術交流。見習一級技術員溫從智先生也奪得「優異學徒」獎項,在此恭賀兩人獲獎。

建造業活力大使
我們的助理屋宇裝備督察鄭振倫先生最近獲得建造業議會委任為建造業活力大使,謹此衷心祝賀。鄭先生的目標是致力提供優質機電服務,以提升市民的生活質素。

未來兩年,鄭先生將聯同其他活力大使,向市民及業界宣傳建造業從業員充滿活力和熱忱的專業形象。


Promoting E&M Trades & Nurturing Youngsters

With the commencement of a large number of major infrastructure projects in Hong Kong, engineering workers, including those of the E&M industry, are in great demand. Due to the aging population and retirement wave, the current problem of manpower shortage is expected to worsen in the coming years.

EMSD is committed to facilitating the growth and sustainability of the E&M trades. Apart from taking the lead to set up the Hong Kong E&M Trade Promotion Working Group to attract new blood, we also organise and participate in various programmes to familiarise youngsters with our work, and spare no efforts in training our young technician trainees and newly recruited workers so that they may excel in their profession.

60th Anniversary of the Government’s Technician Training Scheme
In the past 60 years, the Government’s technician training scheme has trained close to 6 000 individuals to become E&M professionals in different sectors of the community, some of whom have become highly prominent and successful in their field. The year 2015 marks the 60th anniversary of the scheme. To commemorate this significant occasion, a large-scale exhibition was held in September 2015 at the EMSD Headquarters, showcasing our technician training work and contribution to the E&M trades and the Hong Kong community.

E&M Discovery Day
This three-day event was held in conjunction with the 60th Anniversary exhibition of the Government’s technician training scheme. The event was open to the public and attracted more than 1 200 visitors.

Apart from gaining first-hand information about our E&M training, youngsters at the event also had the opportunity to understand more about EMSD’s daily work, learn more about the E&M trades, or even consider joining our department in future to serve the public.

2014 Outstanding Apprentice/ Trainee Awards
Our comprehensive training and support for our technician trainees have helped them shine in the 2014 Outstanding Apprentice/Trainee Awards, organised annually by the Vocational Training Council.

Congratulations to Mr. Po Wing-chun, Technician Trainee I, who won a Certificate of Outstanding Performance and a study trip to Singapore with other winners for academic exchange. We also congratulate Mr. Wan Chung-chi, Technician Trainee I, on winning the Apprentice of Excellent Performance Award.

Construction Industry Ambassador
A big hurray to Mr. Cheng Chun-lun, our Assistant Building Services Inspector, who was recently appointed as the Construction Industry Ambassador by the Construction Industry Council. Mr. Cheng aims to raise the living quality of the public by providing quality E&M services.

Together with other ambassadors, Mr. Cheng will help promote an energetic, inspirational and professional image of construction industry practitioners to the public and industry partners in the next two years.






關顧社羣

義工服務惠及長者和有需要人士
二十多年來,機電署員工康樂會義工隊一直定期為長者和社會上的有需要人士提供家居維修服務。仁愛堂每月會安排我們義工隊的義工,上門為長者和有需要人士維修家庭電器和家具。

探訪香港耆康老人福利會
我們的見習工程師透過籌辦社區服務,關愛社羣。今年,我們就探訪香港耆康老人福利會轄下的荃灣長者地區中心,與長者共度歡樂的一天。節目方面,見習工程師除了帶領遊戲和表演趣劇外,還與長者分享機電安全和節約能源的知識,大家都非常享受今次的經驗。

東區醫院慈善步行2015
機電署一直是醫院管理局一個緊密的合作伙伴,雙方的合作不單集中在機電服務,還延伸到社區服務。2015年11月28日,我們參與了第七屆「東區醫院日」慈善步行及醫社共融嘉年華,並獲醫管局頒發「最踴躍參與獎(其他組織)」,以表揚機電署鼎力支持「東區醫院日」。


Caring for the Community

Volunteer Service for the Elderly and the Needy
For more than 20 years, the EMSD Staff Club Volunteer Team has been providing regular household repair services to elderly people and the needy in our community. Arranged by Yan Oi Tong on a monthly basis, our volunteer team visits the homes of the elderly and the needy to help repair their household appliances and furniture.

Visit to The Hong Kong Society for the Aged
Our engineering graduates have been organising community services to show our care for the society. This year, we visited the Tsuen Wan District Elderly Community Centre of The Hong Kong Society for the Aged. It was a day of fun for the Centre’s elderly, with a programme comprising games, drama performance and sharing of E&M safety and energy saving knowledge by our engineering graduates who also enjoyed the experience.

Eastern Hospital Charity Walkathon 2015
EMSD has always been a close partner of the Hospital Authority. Our collaboration not only focuses on E&M services, but also extends to community services. On 28 November 2015, we participated in the Charity Walkathon & Community Collaboration Carnival of the seventh “Pamela Youde Nethersole Eastern Hospital (PYNEH) Day”. EMSD’s walkathon team was presented with the “Best Participatory (Others)” Award for our support for the PYNEH Day.
