機電工程營運基金邁進20年:
毋忘初衷 優化機電服務 推動社會發展

機電工程營運基金「營運廿載 源於心 役於人;機電未來 續創新 惠及民」,為客戶提供優質的機電工程服務,藉此提升市民的生活質素。

營運基金今年邁進20周年,我們於 9月15日在機電署總部大樓地下大堂舉行機電工程營運基金20周年感恩典禮,並邀得政務司司長林鄭月娥女士擔任主禮嘉賓。司長在典禮上致辭時表示,營運基金憑藉盡責、可靠、專業的一站式服務,已成為客戶部門最信賴的伙伴。她勉勵我們繼續以靈活創新、持續發展和關懷共濟的信念,為社會的進步共融作出貢獻。

機電工程署署長陳帆先生在典禮上指出,營運基金建立以人為本、以公眾價值為前提的信念,並採納「微利營運」的方針,積極控制成本,持續提升生產力,讓客戶保留更多資源,利惠市民。營運基金同事上下一心,必定緊抱這個信念,承諾以專業、勇於承擔的態度,持續優化機電資產管理,推動社會發展,延續香江傳奇。

機電署一向致力推動綠色建築。在典禮上,陳署長接受香港綠色建築議會頒發予機電署總部大樓的「綠建環評既有建築」最終鉑金級證書。機電署總部大樓是首幢獲得香港綠色建築議會最高評級的現有政府建築物,我們希望藉此起示範作用,推動現有建築物的可持續發展。



20 Years and Beyond: Uphold our Values to Enhance E&M Services and Promote Development of Hong Kong

"Serving with Care and Innovation: 20 Years and Beyond" is the motto of the Electrical and Mechanical Services Trading Fund (EMSTF). We offer high-quality E&M engineering services to our clients in order to enhance the quality of daily life of the general public.

In commemorating EMSTF’s 20th anniversary, we held a Thanksgiving Ceremony on 15 September at the ground floor lobby of the EMSD Headquarters Building, which was officiated by the Chief Secretary for Administration, Mrs. Carrie Lam. Addressing the ceremony, Mrs. Lam commended EMSTF for becoming the most trusted partner of its client departments through the diligent, reliable and professional one-stop services it offered. She encouraged us to uphold our values of innovation, sustainable development and caring for all and contribute to the building of a progressive and harmonious society.

The Director of Electrical and Mechanical Services, Mr. Frank Chan, pointed out at the ceremony that EMSTF embraced the belief of putting people first and creating public value as our priority. The principle of “Operating at Slim Profit” was adopted by proactively controlling costs and continuously improving productivity, allowing the clients to retain more resources to benefit the public. All EMSTF colleagues were determined in upholding this belief wholeheartedly, and promised to continue their efforts in enhancing its E&M asset management to support the development of Hong Kong with professionalism and commitment, letting the legend of Hong Kong live on.

EMSD is dedicated to promoting green buildings. At the ceremony, Mr. Chan received the certificate of Final Platinum Rating under BEAM Plus for Existing Buildings from the Hong Kong Green Building Council. The EMSD Headquarters Building is the first existing government building being awarded the highest BEAM Plus rating. We hope we can set an example of sustainable development for existing buildings.








20周年主題展覽

為慶祝成立20周年,營運基金除了在9月15日舉行20周年感恩典禮外,更在機電署總部大樓地下大堂舉辦為期一個月的展覽,供嘉賓、訪客及同事參觀。

里程碑:介紹營運基金歷年取得的重要里程碑,並展示部分珍貴收藏品,包括1996年關於成立機電工程營運基金的營運基金條例、前工務司鄺漢生先生於1996年致各工會主席的信件— 「機電服務營運基金」、獲頒發1998年「香港服務業獎:生產力」時的照片、2006年香港管理專業協會優質管理獎金獎獎座等。

優質服務的認同:表揚一群為部門努力耕耘、工作表現優秀的同事。展出的獎項包括銀紫荊星章、銅紫荊星章、榮譽勳章、行政長官公共服務獎狀、公務員事務局局長嘉許狀、申訴專員嘉許獎等。

互動電子展板:透過47個專題故事,展示營運基金自1996年成立至今一直用心為香港的服務。電子展板以年表順序方式勾畫出營運基金20年來曾參與的一些具代表性的工程服務,形成一幅天際動畫景觀。故事內容與20周年主題「營運廿載 源於心 役於人;機電未來 續創新 惠及民」互相呼應,呈現出營運基金從過去、現在以及未來,持續貫徹營運基金成立的目的,不斷改進和提升服務質素和生產力,用靈活創新的方法服務客戶和市民,創造最大公眾價值。

20th Anniversary Themed Exhibition

Apart from the 20th Anniversary Thanksgiving Ceremony on 15 September, EMSTF also staged a one-month exhibition at the ground floor lobby of the EMSD Headquarters Building for guests, visitors and colleagues.

Milestones: It showcased important milestones of EMSTF over the years. Some of the collectibles were displayed, including the “Trading Funds Ordinance” on the establishment of EMSTF in 1996; the letter entitled “Electrical & Mechanical Services Trading Fud” issued to chairmen of various staff unions by former Secretary for Works, Mr. Kwong Hon-sang, in 1996; a photograph taken at the presentation ceremony of the “Hong Kong Award for Services: Productivity (1998)”; the gold award trophy of 2006 Hong Kong Management Association Total Quality Management Award, etc.

In Recognition of Our Quality Services: This was to recognise the group of outstanding colleagues working dedicatedly for the Department. The exhibited awards included the Silver Bauhinia Star, the Bronze Bauhinia Star, the Medal of Honour, the Chief Executive's Commendation for Government / Public Service, the Secretary for the Civil Service's Commendation Award, the Ombudsman’s Awards, etc.

Interactive Video Wall: It exhibited the journey of hearty and caring EMSTF services in the past 20 years framed in 47 numbers of feature stories. The feature stories are chronologically arranged and available from the animated skyline view of signature events and services, where visitors can read the contents of stories by hitting the year bubbles on the wall. The contents of stories echoed with the spirit described in its motto: “Serving with Care and Innovation: 20 Years and Beyond”. It demonstrated that EMSTF has always been and will always uphold the mission of EMSTF establishment - to continuously improve the quality and productivity of our services; to serve customers and the public in flexible and innovative manners; and to create the maximum public value.

機電工程署創科論壇
專家學者雲集 探究香港未來城市發展

為推動科技創新,提升香港競爭力以惠及市民,機電工程署將於11月舉辦「機電工程署創科論壇」,邀請來自世界各地的專家學者分享他們的經驗和研究成果,藉以幫助客戶部門和啟發業界的創新思維,並探究未來50年香港在機電工程方面的發展,務求把香港打造成世界級城市。

「創科論壇」定於11月17日假香港科學園舉行,是機電工程營運基金慶祝成立20周年的重點活動之一,發展局局長陳茂波先生將蒞臨擔任主禮嘉賓。

是次論壇的主題為「創構未來香港」,屆時會從樓宇、交通、能源、家居、健康生活及持續發展等不同範疇探討未來城市的最新發展,冀能啟發業界以創新科技改善未來生活,共同建設美好香港。我們邀請了多位海外及本地的專家、學者、政府官員,以及商會、環保組織及機電業代表等業界精英出席論壇,其中來自英國牛津大學的未來城市研究專家 Steve Rayner 教授,以及香港氣候變化論壇創辦人潘樂陶博士將擔任主講嘉賓,跟與會者分享經驗。除此之外,機電工程署署長陳帆先生也會與發展局副局長馬紹祥先生、環境局副局長陸恭蕙女士、運輸及房屋局副局長邱誠武先生、香港工程師學會會長蔡健鴻先生及香港機電工程商聯會會長莊堅烈先生一同探討香港未來50年的發展。

EMSD Summit – Imaginovate Hong Kong
Experts and Scholars Gather to
Explore Future City Development of Hong Kong


In an effort to promote technological innovations and to boost Hong Kong's competitiveness in order to benefit the general public, EMSD is organising the EMSD Summit – Imaginovate Hong Kong in the coming November. Experts and scholars from different parts of the world are invited to the forum to share their experience and fruits of research so as to aid our client departments and inspire innovation in E&M industry practitioners. Together, we will explore the development of Hong Kong in the electrical and mechanical engineering aspects in the next 50 years with the aim of transforming Hong Kong into a world-class city.

The EMSD Summit – Imaginovate Hong Kong, scheduled to be held at the Hong Kong Science Park on 17 November 2016, is one of the key events to celebrate EMSTF’s 20th anniversary. The Secretary for Development, Mr. Paul Chan, is invited to officiate at the event.

Themed "Imaginovate Hong Kong", the forum looks at the latest development of future city from different perspectives including buildings, transportation, energy, home, healthy living and sustainable development, such that the industries would be inspired to improve future quality of living with innovative technology and build a better Hong Kong together. We have invited many local and overseas trade elites including consultants, scholars, government officials, and representatives from trade associations, environmental organisations and E&M industries to the forum. Among them, Prof Steve Rayner, an expert on future city from the University of Oxford, and Dr. Otto Poon, the founder of the Hong Kong Climate Change Forum, will be the keynote speakers to share their experience with participants. In addition, our Director of Electrical and Mechanical Services, Mr. Frank Chan, would convene a panel discussion with Under Secretary for Development, Mr. Eric Ma; Under Secretary for the Environment, Ms Christine Loh; Under Secretary for Transport and Housing, Mr. S M Yau; President of the Hong Kong Institution of Engineers, Mr. Joseph Choi; and President of the Hong Kong Federation of Electrical and Mechanical Contractors Limited, Mr. Paul Chong, to explore development of Hong Kong in the next 50 years.

Moreover, we are organising technical visits on 18 November 2016 that will take participants to the construction site of Hong Kong-Zhuhai-Macao Bridge on Lantau Island, Kai Tak District Cooling System or the new data centre in Tseung Kwan O.

科技交流研討會系列
促進與客戶、業界和學者的交流

機電工程營運基金是客戶部門和機電業界的緊密合作伙伴。機電署於今年5月和6月舉辦了一系列的科技交流研討會,除了作為營運基金20周年的慶祝活動之外,更重要的是透過分享創新和先進的工程科技,促進客戶部門、機電業界、大學學者和機電署的交流與合作,共同改善和提升本港機電業的技術水平及服務質素。

科技交流研討會分為創新科技交流會和業界科技研討會。創新科技交流會邀請了香港城市大學、香港中文大學、香港大學、香港科技大學和香港理工大學的學者主講「新世代科技」、「電力科技」和「智能科技」這三個主題。在交流會上,學者介紹了不少創新的科技理論和概念,例如環境智能感應器、最新的發光二極管科技和數據科學,讓業界從業員能思考和應用這些科技概念,優化機電設計和改善維修服務,從而協助客戶和提升機電服務水平。

業界科技研討會邀請了機電業界、 商會和機電署的專家負責主講七個主題:「智能城市」、「建築信息模擬」、 「重新校驗」、「空調」、「消防和升降機及自動梯」、「生物醫療和電子」及「電力服務」。當中關於「重新校驗」和「空調」的兩場研討會,是配合政府去年發布的《建築物能源審核實務守則》和《屋宇裝備裝置能源效益實務守則》新版本所訂明有關提升建築物能源效益的要求,協助客戶部門和業界檢視其機電設備運作情況和提升能源效益。這兩場研討會均座無虛設,與會者超過400位,包括多個政府部門的首長級及高級人員。

在兩個月內,我們就十個主題舉辦了11場工程和科技交流研討會,一共涵蓋約50個題目。有賴各界鼎力支持,研討會吸引了1 600 人參與。嘉賓講者積極跟與會者交流,而與會者亦反應熱烈,在答問環節中踴躍發言。



Technology Sharing Seminars Series
Enhanced Interaction with Clients, Trade and Scholars

EMSTF is a close partner of our client departments and the E&M trade. In May and June this year, EMSD organised a series of technology sharing seminars as part of the EMSTF 20th Anniversary celebratory activities. More importantly, through sharing of innovative and advanced engineering technology, we promoted exchange and collaboration among client departments, E&M trades, university scholars and EMSD, so as to jointly enhance the level of skills and service quality of local E&M industries.

The sharing seminars comprised Innovation Technology Sharing and Trade Technology Seminars. For the Innovation Technology Sharing, we invited scholars from the City University of Hong Kong, the Chinese University of Hong Kong, the University of Hong Kong, the Hong Kong University of Science and Technology and the Hong Kong Polytechnic University to deliver talks on three themes, namely “Next-Gen Solutions”, “Power Technologies” and “Smart Solutions”. During the sharing, the scholars introduced to the audiences many innovative technological theories and concepts such as environmental smart sensors, latest LED technology and data science. It enabled industry practitioners consider and apply such technological concepts to optimise their E&M designs and to improve maintenance services, ultimately assisting clients and enhancing the quality of E&M services.

For the Trade Technology Seminars, we invited experts from E&M industries, trade associations and EMSD to speak on seven themes, namely “Smart City”, “Building Information Modelling”, “Retro-commissioning”, “Air-conditioning”, “Fire Services and Lift & Escalator”, “Biomedical and Electronics” and “Electrical Services”. Among them, the two on “Retro-commissioning” and “Air-conditioning”, which were full-housed, were in line with the Government’s initiative to raise building energy efficiency requirements as set out in the new editions of the “Code of Practice for Building Energy Audit” and the “Code of Practice for Energy Efficiency of Building Services Installation” issued last year. They were aimed to help client departments and the trade to revisit the operation of their E&M facilities and improve energy efficiency. These two seminars were attended by more than 400 audiences, including a number of directorate and senior staff members from government departments.

Within the two months, we held 11 engineering and technology sharing seminars on around 50 topics under ten themes. With full support from all relevant parties, we attracted 1 600 attendants to the seminars. Guest speakers interacted proactively with the audiences who responded enthusiastically in the Q&A sessions.








建築信息模擬技術論文獲國際會議肯定

在各場業界科技研討會中,「建築信息模擬」(BIM)是其中一個重要的主題。繼2014及2015年成功開發結合建築信息模擬與資產管理(BIM-AM)的平台,機電署的BIM-AM團隊今年8月遠赴美國得克薩斯州,出席由國際電機電子工程師學會主辦的「自動化科學與工程會議」(IEEE CASE),並於會上發表早前提交的論文《 BIM-Enabled Streamlined Fault Localisation with System Topology, RFID Technology and Real-Time Data Acquisition Interfaces》,由此足證我們的研究已達國際水平。

IEEE CASE 是享負盛名的國際會議,旨在為跨行業和多元科學研究提供交流平台,以促進自動化科學與工程方面的創新和應用,只有設計新穎、具原創性和高技術水平的論文才會獲接受和邀請在會上發表。機電署的技術論文完全符合以上條件,因而能從30多個國家及地區中脫穎而出,成為獲發表和出版的論文之一。這篇論文現已刊登於會議論文集,並將納入IEEEXplore及其他文摘和索引數據庫。

BIM-AM項目申請專利
機電署在創新和應用技術方面,再一次獲國際機構認同,為業界作出貢獻。此外,本署的BIM-AM團隊已就BIM-AM項目的研究成果向知識產權署申請為期八年的香港專利,預計可於本年底獲批,藉此確保本署和業界在這方面的持續發展。



Technical Paper on BIM Recognised at International Conference

Among the Trade Technology Seminars, Building Information Modelling (BIM) was one of the important themes. Following our development of a platform integrating BIM and Asset Management (BIM-AM) in 2014 and 2015, our BIM-AM team travelled to Texas, United States in August this year to attend the “Conference on Automation Science and Engineering” hosted by the Institute of Electrical and Electronics Engineers (IEEE CASE). At the conference we presented a technical paper entitled "BIM-Enabled Streamlined Fault Localisation with System Topology, RFID Technology and Real-Time Data Acquisition Interfaces" which was submitted earlier. This is clear proof that our research work is on a par with the international standards.

IEEE CASE is a renowned international conference serving as a platform for cross-industry and multi-disciplinary research exchanges to facilitate innovation and applications of automation science and engineering. Only papers that demonstrate a high level of novelty, originality and technical soundness are accepted and invited for presentation at the conference. Our paper sufficiently satisfied the above criteria and thus stood out from other papers submitted by more than 30 countries and regions to be among those selected for presentation and publication. Our paper was published in the conference proceedings and will be included into the IEEEXplore as well as other abstracting and indexing databases.

BIM-AM Project Patent Application in Process
EMSD contributes to the trade by once again earning recognition from an international organisation for our innovation and applied technologies. Moreover, our BIM-AM team has filed an application with the Intellectual Property Department for an eight-year patent in Hong Kong for the research output of the BIM-AM project, approval of which is expected to be received by the end of this year. It is our ultimate goal to ensure the sustainable BIM-AM development of EMSD and the trade.








見習技術員勝出「2016香港青年技能大賽」

機電署一直致力培訓年青見習技術員,並鼓勵他們參加比賽接受挑戰,以提升技術,為客戶和市民帶來更優質的服務。今年6月,機電署多名見習技術員參加了職業訓練局舉辦的 「2016香港青年技能大賽」。憑着出色的技術,陳肇霖先生和羅煒儒先生在電氣安裝組中勝出,而劉至正先生和余豐源先生則在空調製冷組中獲勝。

「香港青年技能大賽」提供一個平台,讓本地年青技術員展示優秀的專業和職業技能。為提升參賽見習技術員的技術和自信,我們安排導師為他們提供强化訓練及支援,使他們在「2016香港青年技能大賽」中大放異彩。

我們在此恭賀四位勝出的見習技術員。他們將有機會獲選參加明年的「世界技能大賽」,與來自世界不同地區的年青技術員切磋技術和進行交流。我們的導師團隊會繼續培育後進,協助他們積極操練備戰,提高技術水平,讓他們能學以致用,為香港爭光。



Technician Trainees Win in WorldSkills Hong Kong Competition 2016

EMSD is committed to grooming young technician trainees and encouraging them to take on new challenges by participating in various competitions. This is to improve their skills so as to bring better services to our clients and the general public. In June this year, a group of technician trainees from EMSD participated in the WorldSkills Hong Kong Competition 2016. With their outstanding skills, Mr. Chan Siu-lam and Mr. Law Wai-yu won in the “Electrical Installations” category, while Mr. Lau Chi-ching and Mr. Yu Fung-yuen scored a success in the “Refrigeration and Air Conditioning” category.

WorldSkills Hong Kong Competition provides a platform for young local technicians to demonstrate their excellent professional and vocational skills. To enhance the skills and confidence of our technician trainees, we arrange instructors to provide intensive training and support for them, enabling them to shine in the WorldSkills Hong Kong Competition 2016.

Congratulations to our four winning technician trainees! They are eligible to be selected to participate in the WorldSkills Competition next year, a chance to exchange their skills and experiences with young technicians from other parts of the world. Our team of instructors will continue to nurture these young talents, help them diligently prepare for the competitions and enhance their skills so that they can apply what they have learned and win honour for Hong Kong.
