Answers to Frequently Asked Questions related to Electrical Products

For the Trade

A.1 There is no pre-approval registration requirement for household electrical products supplied in Hong Kong. Now, EMSD has launched a voluntary registration scheme covering 24 household electrical products and posted the relevant product information onto EMSD website.
A.2 All household electrical products supplied in Hong Kong must have a valid certificate of safety compliance in order to satisfy the requirements of the Electrical Products (Safety) Regulation.
A.3 EMSD has reached an agreement with the trade on adoption of the latest international safety standards for household electrical products. Please click here for details.
A.4 The certificate of safety compliance shall be a CB test certificate or endorsed test certificate/report (e.g. test report issued under the Hong Kong Laboratory Accreditation Scheme) issued by a recognized certification body (RCB) under the specified scope of certification or a declaration of conformity issued by a recognized manufacturer (RM) for specified classes of electrical products. Moreover, a declaration of conformity issued by a product manufacturer, substantiated by relevant safety test certificate/report, may be accepted for a non-prescribed product.

A.9 Suppliers could supply the remaining stocks of the electrical products complied with the prevalent safety standards if the suppliers have submitted the details of the remaining stocks related to those electrical products to EMSD on or before 31 December 2010.
A.10 Electrical products issued with CE (LVD) certificates indicate that the electrical products are certified in accordance with the relevant EN standards. In general, the EN standards are equivalent to IEC standards. The CE (LVD) certificate applies to the products which are regulated in the Europe and could not be accepted as certificate of safety compliance directly. For non-prescribed products, the product manufacturer should issue a declaration of conformity based on relevant safety test certificate/report.

A.3 EMSD maintains a list of household electrical products having been checked with relevant certificates of safety compliance under a voluntary registration scheme. The list contains brands and models of these household electrical products.
A.4 EMSD maintains a list of recalled household electrical products.
A.5 Set-top boxes sold in Hong Kong shall meet relevant international safety standards. The public should buy set-top boxes provided with product information (e.g. brand, model and voltage) and fitted with 3-pin plugs complying with safety requirements. When using a set-top box, make sure that there is sufficient space around for heat dissipation. If abnormal sound or smell is detected, stop using it and unplugged it at once. If the set-top box is not to be used for a long time, switch off its power supply.
