Answers to Frequently Asked Questions related to Electrical Products

For the Trade

A.1 There is no pre-approval registration requirement for household electrical products supplied in Hong Kong. Now, EMSD has launched a voluntary registration scheme covering 24 household electrical products and posted the relevant product information onto EMSD website.
A.2 All household electrical products supplied in Hong Kong must have a valid certificate of safety compliance in order to satisfy the requirements of the Electrical Products (Safety) Regulation.
A.3 Suppliers should ensure that their household electrical products conform to the latest safety standards as detailed in the Guidance Notes for the Electrical Products (Safety) Regulation. However, this list is not exhaustive and the current safety standards will be revised or new safety standards will be published by relevant standards organizations from time to time. For details of the scope and application of an individual standard, please refer to its latest version published by the relevant authority. Examples of standards organizations are International Electrotechnical Commission (www.iec.ch), European Committee for Electrotechnical Standardization (www.cenelec.eu) and British Standards Institution (www.bsigroup.com).
A.4 The certificate of safety compliance shall be a CB test certificate or endorsed test certificate/report (e.g. test report issued under the Hong Kong Laboratory Accreditation Scheme) issued by a recognized certification body (RCB) under the specified scope of certification or a declaration of conformity issued by a recognized manufacturer (RM) for specified classes of electrical products. Moreover, a declaration of conformity issued by a product manufacturer, substantiated by relevant safety test certificate/report, may be accepted for a non-prescribed product.

A.9 Suppliers could supply the remaining stocks of the electrical products complied with the prevalent safety standards if the suppliers have submitted the details of the remaining stocks related to those electrical products to EMSD on or before 31 December 2010.
A.10 Electrical products issued with CE (LVD) certificates indicate that the electrical products are certified in accordance with the relevant EN standards. In general, the EN standards are equivalent to IEC standards. The CE (LVD) certificate applies to the products which are regulated in the Europe and could not be accepted as certificate of safety compliance directly. For non-prescribed products, the product manufacturer should issue a declaration of conformity based on relevant safety test certificate/report.

A.5 Set-top boxes sold in Hong Kong shall meet relevant international safety standards. The public should buy set-top boxes provided with product information (e.g. brand, model and voltage) and fitted with 3-pin plugs complying with safety requirements. Although fluorescent lamps contain a very small amount of mercury, care should be taken when they break. The following safety tips are recommended for cleaning up broken fluorescent lamps:

  1. Do not use ordinary residential and commercial floor vacuums, floor vacuums that trap dirt with water, or wet/dry shop vacuums. (For vacuum cleaning, only vacuums designed specifically for hazardous waste may be used.)
  2. Instead of vacuum cleaning, wear latex gloves and carefully clean up the fragments. Wipe the area with a damp disposable paper towel to remove all glass fragments and mercury drops.
  3. Keep all people and pets away from the area so that mercury-containing pieces and powder are not tracked into other areas.
  4. Keep the area well ventilated to disperse any vapor that may escape.
  5. After the clean up is complete, place all fragments along with cleaning materials into a sealable plastic bag. Wash your hands.
