Introduction

The purpose of this permit system is to regulate the kiddie rides operating in Hong Kong for use by the public in accordance with the safety requirements set out in the Amusement Rides (Safety) Ordinance (Cap 449) and the Amusement Rides (Safety) (Operation and Maintenance) Regulation (Cap 449B).

Interpretation of kiddie rides and to whom it may concern

“Kiddie ride” means an amusement ride which is designed primarily for use by children aged not more than 12 years; and having (a) a designed carrying capacity of not more than 100 kg; and (b) a motive power of not more than 1.1 kW.

The owner of a kiddie ride, either the licensee under the Places of Public Entertainment Ordinance (Cap 172) or the Amusement Game Centres Ordinance (Cap 435), a lessee or a hirer of the ride, shall obtain a permit to use and operate from the Electrical and Mechanical Services Department (EMSD) before operating the kiddie ride for use by members of the public.

How to apply

Applications for the permit to use and operate kiddie ride should be made to the General Legislation Division of EMSD.  The procedures for applications are as follows:

  1. Complete the application form, Form 4 [PDF format (1,741KB)], according to the given instructions and prepare the supporting documents including:
    1. Photograph of the kiddie ride.
    2. A location plan of the premises and a drawing showing dimensions of kiddie ride and the clearance from nearby objects.
    3. A sample of notice of prohibited conduct for the attention of the riders.
  2. Appoint an independent Surveyor or Qualified Person to thoroughly inspect, examine, test and certify the integrity of the ride.  Please click here for the list of Surveyors and Qualified Persons.
  3. Submit the completed application form together with the aforesaid supporting documents, ride examination report and the prescribed application fee [PDF format (114KB)] in person / by mail to the General Legislation Division of EMSD or via Electronic Submissions.  Payment by crossed cheque should be made payable to “The Government of the Hong Kong Special Administrative Region”.  Post-dated cheque will not be accepted and cash should not be sent by post.

Insufficient or irrelevant information in the submission may cause delay to the approval process.  Upon receipt of an application, a site inspection will be arranged and the applicant may be required to explain and clarify the design and construction of the kiddie ride to the officer of EMSD and supplement further information if necessary.

Form 6 (Permit to Use and Operate Kiddie Ride) will be issued to the applicant for retention if the application is successful.  A location number will be assigned to the kiddie ride for future reference.
