Revision to Form EA1 for New Application / Renewal Application / Change of Particulars for Registration as Registered Energy Assessor is now available

Pursuant to Buildings Energy Efficiency (Amendment) Ordinance 2025, the revised eligible qualifications for registration as Registered Energy Assessors and this will take effect on 20 September 2025. Launch of Technical Guidelines for BEC 2024 and EAC 2024

The Technical Guidelines on Building Energy Code 2024 Edition (TG-BEC 2024) and the Technical Guidelines on Energy Audit Code 2024 Edition(TG-EAC 2024) have been published on 30 July 2025. The technical guidelines are now available at "Codes & Technical Guidelines" on this website.

Buildings Energy Efficiency (Amendment) Ordinance 2025 gazetted

The Buildings Energy Efficiency (Amendment) Ordinance 2025 was published in the Gazette on 20 June 2025 and would come into effect in two stages:
1. The amendments for updating the qualifications eligible for registration as Registered Energy Assessors will commence first on 20 September 2025 (i.e. three months after the gazettal of the Ordinance), to enable proferssionals' early registration.
2. The remailing provisions will commence on 20 September 2026 (i.e. 15 months after the gazettal of the Ordinance), to allow adequate time for the sectors to make necessary preparations for compliance with the new regulations.

Revision 03/25 of Form EA1, Form EE1 to EE5 and Form EE-TECH 2024 is now available

To further support the initiative of trade facilitation, the relevant submission forms are streamlined to increase efficiency. Revision 03/25 of Form EA1, Form EE1 to EE5 and EE-TECH 2024 is now available at “Forms” on this website and takes effect on 23.8.2025. New Editions of the Code of Practice for Energy Efficiency of Building Services Installation (2024 Edition) and the Code of Practice for Building Energy Audit (2024 Edition)

The 2024 editions of the Code of Practice for Energy Efficiency of Building Services Installation, (the “BEC”) and the Code of Practice for Building Energy Audit, (the “EAC”) have been published on 22 November 2024. The codes are now available at “Codes & Technical Guidelines” on this website.

The 2024 editions of the BEC and EAC will be fully implemented on 23 August 2025 after a grace period of 9-month. Please refer to the BEEO Technical Circular No. 1/2024 for details. (post date: 22.11.2024)
Briefing Session 2024 for Registered Energy Assessor (REA)

The Briefing Sessions will be held on 6 February 2024 and 7 March 2024, covering a variety of topics including the recap on major requirement of the Ordinance, e-submission methodology, common irregularities in statutory submission, the update arrangement of the COCR Renewal and the introduction to the proposed legislative amendments to the Ordinance.
