Registration for Generating Facility

(1) Introduction

In accordance with section 21 of the Electricity Ordinance (Cap. 406), the owner of a generating facility that in use or on standby use shall register it with the Director unless it:

  1. forms part of an electrical installation that requires a periodic test certificate to be submitted to the Director under this Ordinance;
  2. only supplies electricity to an electrical installation that is owned by the owner of the generating facility;
  3. is used on an aircraft;
  4. is used on a watercraft;
  5. is used on a hovercraft;
  6. is on a land vehicle where the facility is not connected to a wiring installation outside the vehicle; or
  7. is used in construction work as defined and regulated under the Factories and Industrial Undertakings Ordinance (Cap. 59).

(2) How to Apply

For submissions in person or by mail:

  1. Obtain appropriate application form(s) (i.e. FORM GF1) (EMSD/EL/GF1 (06/2024) [PDF format (1.40MB)] from:
    1. Registration and Permit Office, EMSD, G/F, 3 Kai Shing Street, Kowloon, Hong Kong;
    2. Telephone hotline: 1823 (for a fax copy);
    3. Government Forms web site: Government Form Catalogue; or
    4. EMSD website: www.emsd.gov.hk (select "Public Forms")
  2. Complete the application form(s) according to the given instructions.
  3. Submit the completed application form(s) together with supporting documents and an application fee in person or by mail to Registration and Permit Office, EMSD. Application fee is $640 for each new application.

Online Application

From 30 June 2022, the registration of Generating Facility can be applied online through "EMSD (Regulatory Services) Web Based Registration Services" and "iAM Smart +" by mobile phone or computer. Please read the guidelines and requirements for submitting the online application prior to using the services.

On registration the Director of the Electrical and Mechanical Services will issue to the owner of the generating facility a certificate of generating facility registration. An owner of a registered generating facility shall display at the facility a copy of the certificate of registration.

Application fees are not refundable. Therefore, an applicant should not submit more than one application form at any one time.

(3) Other Points to Note

  1. Whenever necessary, the owner of the registered generating facility may, in accordance with section 16 of the Electricity (Registration) Regulations, on payment of a fee of $340, obtain a replacement copy of the certificate of generating facility registration from the Director.
  2. Where any of the particulars provided on the form referred to the application for registration of generating facility change, the owner of the facility shall, in accordance with section 17 of the Electricity (Registration) Regulations, notify the Director within 4 weeks after the change.

(4) Updates on Application Process for Generating Facility

The Electrical and Mechanical Services Department (EMSD) established data link with the power companies for exchanging data in order to automate the registration process of generating facility (GF) as far as practicable.  After the meter installation and grid connection of the GF, relevant data such as the Feed-in Tariff (FiT) application number and commencement date of the FiT Scheme will be transferred from the power company to the EMSD automatically.  Hence, the GF registration applicant no longer needs to send a copy of the "completion letter" Note to the EMSD.

Under the new GF registration application process, the GF registration applicant has to submit "Form GF1" together with the required document for the supporting structures of GF stipulated by the relevant government departments (such as below listed) to ensure compliance with the relevant structural safety requirements.  For the change of particulars regarding the registered GF, the applicant is to submit "Form GF2" together with the required document for the supporting structures of GF stipulated by the relevant government departments if relevant minor works or alteration and addition works to the supporting structures of GF have been carried out.  If the applicant does not submit the required document for the supporting structures of GF stipulated by the relevant government departments for his/her GF, the application will not be accepted and the GF will not be connected to the power grid (i.e. renewable energy meter will not be installed).

The above-mentioned process was implemented on 14th June 2024.

Note: The applicant, who participated in FiT Scheme on or before 31st December 2023, shall submit a copy of the "completion letter" in order to complete the registration.
