To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in organisations, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organise different types of publicity activities. The Outstanding Registered Electrical Worker Awards Scheme is among one of them. The Scheme aims to select outstanding electrical workers in the trade to recognise their excellent performance, and allow trade members to learn about how the award winners promote and implement a work safety culture in their work as well as their daily work experience and insights through sharing for reference by the trade. This year, apart from staging the Outstanding Registered Electrical Worker Awards Scheme, the EMSD will also collaborate with the Hong Kong and Kowloon Electrical Engineering and Appliances Trade Workers Union, the Hong Kong Electrical Contractors’ Association and the Association of Electrical Contractors to organise for the first time the Outstanding Registered Electrical Contractors Competition, with a view to further encouraging registered electrical contractors (RECs) to improve quality control and work processes, thus fostering the trade to set an example and enhance professional standards.
Participants must be REWs (of any registered grade) in Hong Kong. Prospective participants may complete the enrolment form on an individual basis and submit it before the deadline, or be nominated by the RECs under which they are employed. Each participant is required to submit a separate form, together with his/her insights on electrical work ("insights")/demonstrations of good craftsmanship or processes ("demonstrations") presented in any format* for selection by the adjudication panel. The "insights"/"demonstrations" can be an excellent demonstration/process related to electrical work safety, electrical technology or application of innovative technology, etc., which can improve the effectiveness of work safety for trade members’ reference.

There are two stages of testing in the selection.
The first stage is a written test, which consists of 40 multiple-choice questions in total to ascertain whether the participants possess a relevant level of knowledge in electrical safety (module 1) and electrical technology (module 2).
After ascertaining that the participants possess a relevant level of knowledge in electrical safety and electrical technology, the "insights"/"demonstrations" submitted by the participants at the time of enrolment will be subject to preliminary selection by the adjudication panel so as to select eligible and relatively outstanding submissions (generally no more than six) for entry to the testing in the second stage.
The test in the second stage is divided into two parts. Part A is a trade test while Part B is an interview. For the trade test in Part A, participants are required to carry out testing for an electrical installation and identify defects in the circuit. The adjudication panel will assess the work procedures and performance of the participants in terms of safety and technical standards.
Part B is an interview. Participants are required to further elaborate on the "insights"/ "demonstrations" mentioned in their submissions to the adjudication panel.
Participants who wish to give a more detailed explanation of their "insights"/"demonstrations" are welcome to present them in any format (such as a more detailed document/report) to the adjudication panel during the interview. If participants choose to submit the revised "insights"/"demonstrations" in the form of a written report, a PowerPoint presentation or a video, such information may be submitted in Chinese or English two weeks before the interview date (you may also submit it together with photos or audio-visual materials (if any). For submission by e-mail, the size of each mail item shall not exceed 10MB). Assessment will be made based on the content of the "insights"/"demonstrations". In addition, shortlisted participants will be questioned during the interview. The questions cover different areas, including the quality and applicability of their "insights"/"demonstrations", their understanding of the codes of practice and the laws, and their emergency response, etc. Assessment will be made with respect to the work safety awareness and level of technical knowledge of the shortlisted participants.
Winners will be selected among the shortlisted participants based on their presentation on the "insights"/"demonstrations" as well as their performance in the testing in the second stage.
