To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in organisations, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organise different types of publicity activities. The Outstanding Registered Electrical Worker Awards Scheme is among one of them. The Scheme aims to select outstanding electrical workers in the trade to recognise their excellent performance, and allow trade members to learn about how the award winners promote and implement a work safety culture in their work as well as their daily work experience and insights through sharing for reference by the trade. This year, apart from staging the Outstanding Registered Electrical Worker Awards Scheme, the EMSD will also collaborate with the Hong Kong and Kowloon Electrical Engineering and Appliances Trade Workers Union, the Hong Kong Electrical Contractors’ Association and the Association of Electrical Contractors to organise for the first time the Outstanding Registered Electrical Contractors Competition, with a view to further encouraging registered electrical contractors (RECs) to improve quality control and work processes, thus fostering the trade to set an example and enhance professional standards.
Participation is in the form of a team, which shall comprise either two or three members (regardless of their position) and be nominated by the RECs under which they are employed. Each company can nominate one team representing the company in the competition, and there must be at least one REW in a team. Each participating team is required to submit a separate form, together with a proposal on electrical work safety/quality control ("proposal") from the management perspective expressed in any format* for assessment by the adjudication panel. The "proposal" should be able to improve the overall quality of electrical work or the level of work safety and achieve desirable results (for example, the safety level and quality output can be maintained or even enhanced while saving time or materials in the processes) for reference by the trade.

There are two stages of testing in the competition.
The first stage is a written test. Each participating team is required to send one member to answer the multiple-choice questions on electrical work safety. The written test, which consists of two modules with 40 multiple-choice questions in total, is carried out to ascertain that the representative of the participating company possesses a relevant level of knowledge in electrical safety (module 1) and electrical technology (module 2).
After ascertaining that the representative of the participating company possesses a relevant level of knowledge in electrical safety and electrical technology, the "proposal" submitted by the team at the time of enrolment will be subject to preliminary selection by the adjudication panel so as to select eligible and relatively outstanding submissions (generally no more than six) for entry to the test in the second stage.
The testing in the second stage is divided into two parts. Part A is case analysis while Part B is an interview. For case analysis in Part A, the team’s representative will be presented with different cases of electrical safety incidents. He/she is required to analyse the cases and propose amendments. Assessment will be made based on the analysis of the representative.
Part B is an interview. The representative of the participating team is required to further elaborate on the "proposal" submitted at the time of enrolment to the adjudication panel, which will assess whether the "proposal" is widely applicable.
Participating teams that wish to give a more detailed explanation of their "proposals" are welcome to present them in any format (such as submission of a more detailed document/report) to the adjudication panel during the interview. If participating teams choose to submit the revised "proposals" in the form of a written report, a PowerPoint presentation or a video, such information may be submitted in Chinese or English two weeks before the interview date (you may also submit it together with photos or audio-visual materials (if any). For submission by e-mail, the size of each mail item shall not exceed 10MB). Assessment will be made based on the content of the "proposals".
Winning teams will be selected among the shortlisted teams based on their elaboration on the "proposals" as well as their performance in the test in the second stage.
