An energy-saving pilot study of a new chiller plant control technology has been conducted at the New Territories South Police Regional Headquarters.
A

thriving economy in 2007/08 brought positive business results to the Transport, Security and Central Services Division. It exceeded targets, with significant growth both in Service Level Agreement (SLA) business and enhancement and modification work. Several SLAs were also renewed during the year, including the long-term SLAs with the Hong Kong Police Force and the Correctional Services Department.

Our on-site team operates and maintains the government E&M systems at the Hong Kong-Shenzhen Western Corridor.

With the opening of the Hong Kong-Shenzhen Western Corridor in July 2007, the Division has deployed in four phases an on-site maintenance team to support the smooth operation of the Hong Kong Government's E&M systems there. Another team is now resident at the new headquarters of the Independent Commission Against Corruption, which opened in December 2007, maintaining and operating the building's E&M systems. Also in 2007/08, the Transport Department entrusted the Division with the provision of technical advisory and monitoring services with regard to the Management, Operation and Maintenance (MOM) Contract of the Tsing Sha Control Area (Route 8).

Client departments are increasingly devoted to energy-saving works as a result of the Government's Action Blue Sky initiative, and the Division has rolling plans to help clients to implement energy-saving projects.

A new service provided during the year is the maintenance of various Traffic Control and Surveillance Systems. Installed on some highways and bridges, these systems use cameras to monitor traffic conditions and alert drivers via electronic message boards and signs. In addition, the Division has taken on maintenance work for the new digital Red Light Camera system being deployed by the Police.

In its capacity as a supervisory party, the Division has worked closely with its contractors and managed them effectively so that a contractor won the Merit Award in the Considerate Contractors Site Award Scheme 2007 organised by the Development Bureau.

2008/09 is expected to be another healthy year for the Division. The key challenge will be rising costs and high inflation, which underscore the importance of prudent cost control.
