EMSTF has 4,600 staff . The organisation of EMSTF with effect from 1 October 1997 is as follows:



 

A reorganisation and regionalisation exercise was initiated in October 1996 to facilitate better deployment of resources in meeting customers' needs, and to cultivate a more customer-focused culture within EMSTF. Feedback from customers on existing service delivery arrangements, responsiveness to the customers' needs, recognition of the customers' priorities, and cost of services, were taken into account when formulating the detailed regionalisation plan.

EMSTF services have been reorganised into two main branches. Engineering Services Branch 1 comprises the Transport, Security and Central Services Division, Project Division and Vehicle Division. Engineering Services Branch 2 comprises the Health Sector Division, Municipal Sector Division and General Engineering Services Division.

The reorganisation and regionalisation plan is being implemented in four stages and the first stage began on 1 June 1997. Upon successful implementation of the plan, considerable savings will be achieved from reductions in travelling time between our depots and the clients' work sites, and lower accommodation and transportation costs. At the same time, productivity improvements will be achieved by better coordination and closer cooperation.
