The Municipal Sector Division provides operation and maintenance services to electrical, mechanical and building services systems to four main categories of clients: government departments, autonomous bodies such as the Provisional Urban Council and Provisional Regional Council, trading fund operations such as the Post Office Trading Fund and public corporations such as the Airport Authority.

The division's on-site and visiting teams served the Kai Tak Airport and more than 1,600 venues of the Provisional Urban Council and Provisional Regional Council, including 18 cultural venues, 140 markets, 33 swimming pools, 126 indoor game halls and two abattoirs. They also served three mail handling centres including the General Post Office, the International Mail Centre and the Air Mail Centre at Kai Tak, as well as the China Ferry Terminal and Macau Ferry Terminal.

The reorganisation and regionalisation exercise has brought great time and cost saving benefits to customers of this division, as clients now enjoy a "one-stop shop" for the very varied E&M services they require. More than ten regional depots have been set up to cater for the Provisional Urban and Regional Councils' venues. This has significantly speeded up fault attendance and emergency repair services, and will result in a saving of transport costs of $6.2 million per annum.

As a whole, more than $10.5 million was saved in Provisional Urban and Regional Councils' services because of various productivity improvement measures. These savings have been returned to our customers in reduced service fees. The application of new technology such as condition based maintenance will further enhance productivity and reduce prices.

In the coming fiscal year, this division will experience further growth, with the new airport business and the taking over of the two Councils' new venues such as the new Hong Kong Museum of History. The division is also progressing towards ISO 9002 certification by mid-1999.

The division has helped its clients in public hygiene issues. On the handling of Avian Flu (bird flu) in early 1998, it provided assistance to the Urban Services and Regional Services Departments by cleaning up air ducts in markets and by refurbishing stores in scalding rooms - all under an exceptionally tight time frame.
