the year under review, the Health Sector Division launched a pilot scheme
to provide one-stop service at the Pamela Youde Nethersole Eastern Hospital.
Under the scheme, the client interfaces with only one resident EMSTF contact
person who is responsible for all E&M and building services, thus
saving client time and resources. The pilot was successful and extended
to include a facilities management model to incorporate biomedical electronics
and other services. 
The division also helped to enhance the Asset Management System of the
Hospital Authority (HA) to facilitate on-line job tracking for users (ward
managers). A Risk Management Plan will be developed to facilitate the
clients' resource management decision process and forward procurement
and replacement planning. Subject to satisfactory progress, the division
will recommend to HA to extend the service to other client venues.
During
the past year, the division took up services at the Tseung Kwan O Hospital,
North District Hospital, Kowloon Hospital Re-habilitation Centre and Butterfly
Laundry. Clients enjoy our quality services at attractive prices, reflecting
the division's overall productivity gain.
To
help clients save energy, the division launched energy conservation projects
at 13 hospitals and clinics, and engaged consultants to help clients draw
up base line assessments, and measurement and verification methodologies.
The division also provided consultancy and technical support to the Queen
Elizabeth Hospital on the replacement of its 30-year-old steam boilers
and hot water supply system with more environment-friendly and energy
efficient gas-fueled boilers. It was a major step forward for the hospital
in energy conservation and environmental protection, and the division
was proud to be part of the initiative.
During the year the division also took over maintenance responsibilities
at several new venues under the Department of Health such as primary health
care centres in Kowloon Bay and Cheung Sha Wan.
Though
the HA is scheduled to be "untied" this August, the division
is confident that the partnership with the HA will continue to be mutually
beneficial. More innovative IT applications, such as computerised condition-based
monitoring systems and a fully integrated Central Control Monitoring System,
will greatly enhance efficiency and communications. In addition, the division
is planning to provide biomedical equipment maintenance service to all
ex-subvented (Schedule 2) hospitals in 2000/01. The division is aiming
for another year of steady growth.
