In response to a request from the Development Bureau, the EMSD provided urgent support for the Waterfront Carnival, which was one of the events of the Night Vibes Hong Kong campaign, regarding an emergency incident on 27 September 2023. The EMSD team spared no effort in providing assistance by actively communicating and collaborating with the event organisers and contractors, swiftly deploying resources, and utilising expertise, ultimately ensuring the smooth running of the event.

The Waterfront Carnival was held at the Wan Chai harbourfront between September and October 2023. On the first day of the event, the EMSD received a request for urgent technical support for the event from the client department. The EMSD team arrived at the site approximately an hour later, encountering a highly challenging situation. Drawing on years of experience in handling temporary power supply for Lunar New Year fairs, the team first assessed the power requirements of each stall and the technical data on electricity distribution within the venue. We then identified the cause of power outage, started addressing the issue, and quickly deployed staff to stand by at the site. After pinpointing the problem, the team offered appropriate technical support, expert advice and practical solutions to the venue contractor, and supplied the necessary materials and distribution boards. Thanks to the concerted effort of all parties involved, basic power supply to the site was restored around two hours after the incident. Despite the restoration of power supply, the EMSD team remained on-site to render support and be prepared to assist with any unexpected power-related incidents until the conclusion of the event at midnight. The following day, the team returned to the Wan Chai harbourfront to follow up on the installation of additional power distribution equipment, ensuring sufficient electricity supply for the smooth operation of all food stalls.

As a reliable partner to our clients, the EMSD not only provided the above support but also assisted in inspecting the power facilities at another two event venues of the Night Vibes Hong Kong at the Belcher Bay Promenade in Kennedy Town and the Kwun Tong Promenade, so as to ensure that the events would be successfully held during the Mid-Autumn Festival, and thereby allowing citizens to embrace the joyful atmosphere of the events. Unexpected situations may arise from time to time in large-scale events, calling for quick adaptability, collaboration with multiple parties and collective efforts to resolve problems. The EMSD is committed to collaborating with client departments to overcome difficulties and serve the public.
