  Since EMSD adopted the trading fund operation model, the department has been embracing more out-of-the-box thinking in formulating overall business strategies. This was further prompted by changes in government policies whereby departments may opt for external private service providers through bidding. Being the sole provider of maintenance and repair service for government vehicles for many years, the strength of the Vehicle Engineering Sub-division (VESD) lies in its technical expertise, in particular, the ability to handle every model of government vehicle. The Task Force, which has been set up to review the sub-division's business strategies in response to changing business environment, identified focuses of its future development strategy, viz. to build on professional skills and to further enhance competitiveness by diversifying services.

The first bold initiative has been to expand its customer base, from exclusively government departments in the past to include more non-government organizations such as the Hospital Authority, the Hong Kong Society of Rehabilitation and the Spastics Association of Hong Kong.

To add more value to existing service is another initiative. One fine example is the ICDS (In-situ Collection & Delivery Service) now being provided to the Fire Services Department. Previously, customers had to deliver their vehicles to VESD depot for inspection. Now they can just call the sub-division and request personnel be sent over to collect the vehicle. This certainly helps clients optimize the use of manpower and time management.

One much more proactive initiative is to develop business outside the scope of vehicle maintenance/repair. Last year, the sub-division was awarded a contract by the Hong Kong Police Force to install Third Generation Command and Control Communications System on patrol cars. Furthermore, early this year, the Siu Ho Wan Depot under the sub-division started to provide equipment maintenance service for the sewage treatment plant on Lantau Island.

Such flexible and diversified business strategies, coupled with high quality service, stand to bring extra benefits to our customers.
