The EMSTF was established in August 1996, driving the transformation of the EMSD from a traditional government department into a competitive E&M engineering service provider. Committed to reform and continuous improvement, we strived to enhance service efficiency and quality; and in 2006, we won the Hong Kong Management Association Quality Award Gold Award for the first time. The next decade marked a period of steady business growth of the EMSTF, during which we supported mega events including the Olympic Equestrian Events and the East Asian Games. We also began developing long-term strategic plans and actively promoted digital transformation. In recent years, we have focused on developing innovation and technology (I&T) to support smart city development .

2016

  • The EMSD Headquarters Building achieved the Final Platinum Rating in BEAM Plus Existing Buildings, while the EMSD assisted other client departments in obtaining BEAM Plus certification.

2017

  • Launched the Building Information Modelling - Asset Management (BIM-AM) Standards and Guidelines Version 1.0 to enhance the efficiency of E&M asset maintenance.

2018

  • Set up the Inno-Office and E&M InnoPortal to support start-ups.
  • Opened the new Customer Service Centre, enabling swift and efficient handling of client enquiries.

2019

  • Assumed the role of the Government’s “innovation facilitator”, dedicated to assisting client departments in sourcing and applying solutions from the I&T sector and academia.

2020

  • Applied I&T solutions to support clients and the public during the COVID-19 epidemic.
  • Established the Regional Digital Control Centre to monitor E&M equipment across multiple venues remotely.

2021

  • Published the O&M Best Practices Booklets and Handbooks to enhance the service standards of the trade.
  • Obtained the certification of ISO 13485 Medical devices – Quality management systems – Requirements for regulatory purposes.

2022

  • Applied the Multi-trade integrated Mechanical, Electrical and Plumbing (MiMEP) approach for the first time to replace chillers, laying foundation for wider adoption in upcoming E&M engineering projects of clients.
  • Won the Hong Kong Most Innovative Knowledge Enterprise (MIKE) Award and the Global MIKE Award for the first time.

2023

  • Launched the third Five-year Strategic Plan to promote intelligent E&M services.

2024

  • Patented our in-house developed AI-based chiller plant optimisation system, ChillStream®, which leverages artificial intelligence to analyse real-time data and optimise chiller energy performance to reduce energy consumption, and successfully trialled the system at the Public Health Laboratory Centre.

2025

  • Mobilised more than 500 personnel to provide technical support for the 15th National Games.
  • Collaborated with the Civil Aviation Department on an I&T project that won the Prize of the Republic and Canton of Geneva at the 50th International Exhibition of Inventions of Geneva, marking the first time Hong Kong Special Administrative Region Government departments have received this prestigious accolade.
